About this file

This is a pre-bid sign-in document for RFP 2026-RFP-120 issued by the City of Lakeland, Lakeland Electric, for the replacement of the cooling water distribution system at McIntosh Power Plant. The project encompasses the removal of existing header piping, lateral piping, and spray nozzles, with furnishing and installation of a complete new distribution system comprising 30-inch FRP non-fire-retardant header piping, PVC lateral piping, and ATP sprayer nozzles or owner-approved equivalents. A mandatory pre-proposal meeting is scheduled for September 30, 2026, with sealed proposals due October 14, 2026, at 4:00 p.m. The work must be completed during a critical 18-day outage window from April 30 through May 17, 2027, with close coordination required with Lakeland Electric to support scheduled unit startup activities. Questions must be submitted by October 6, 2026, at 5:00 p.m., and proposals remain valid for 60 days from opening.

Proposals will be evaluated on a 100-point system considering Qualifications and Relevant Experience (30 points), Pricing Proposal (30 points), Technical Approach and Understanding of Scope (20 points), Project Schedule, Staffing, and Outage Execution (15 points), and Safety Record and Safety Program (5 points). The City reserves the right to award based on best value considerations beyond cost alone. A local-vendor preference is available for businesses meeting established criteria within Lakeland Electric's service territory. Required submittals include W-9 forms, Florida Division of Corporations registration, Hold Harmless/Indemnification Agreements, Human Trafficking Affidavits, Certificates of Insurance, and a Contractor Audit Form addressing Experience Modification Rate and safety metrics. Payment follows Florida Statute 218.74 (Prompt Payment Act) with a 45-day payment window from invoice date. All contractors must demonstrate compliance with City safety requirements, OSHA standards, and Florida statutory requirements.
