About this file
This is a Scope of Work document for the City of Lakeland, Lakeland Electric, detailing the replacement of the cooling water distribution system at McIntosh Power Plant under RFP 2026-RFP-120. The project scope encompasses the complete removal of existing header piping, lateral piping, and spray nozzles, with furnishing and installation of a new distribution system comprising 30-inch FRP non-fire-retardant header piping, PVC lateral piping, and ATP sprayer nozzles or owner-approved equivalents. A mandatory pre-proposal meeting is scheduled for September 30, 2026, with sealed proposals due October 14, 2026, at 4:00 p.m. Questions must be submitted by October 6, 2026, at 5:00 p.m. All work must be completed during a critical 18-day outage window from April 30 through May 17, 2027, requiring close coordination with Lakeland Electric to support scheduled unit startup activities. Detailed technical drawings for distribution system components, cell cooling tower sprinkler configuration, and orifice installation are provided with the solicitation. Proposals remain valid for 60 days from opening.
The proposal evaluation uses a 100-point scoring system: Qualifications and Relevant Experience (30 points), Pricing Proposal (30 points), Technical Approach and Understanding of Scope (20 points), Project Schedule, Staffing, and Outage Execution (15 points), and Safety Record and Safety Program (5 points). A local-vendor preference is available for businesses meeting established criteria within Lakeland Electric's service territory. Required submittals include W-9 forms, Florida Division of Corporations registration, Hold Harmless/Indemnification Agreements, Human Trafficking Affidavits, Certificates of Insurance, and completion of a Contractor Audit Form addressing Experience Modification Rate and safety metrics. Contractors must demonstrate compliance with all City safety requirements, OSHA standards, and Florida statutory requirements. Payment follows Florida Statute 218.74 (Prompt Payment Act) with a 45-day payment window from invoice date. The City reserves the right to award based on best value considerations beyond cost alone.
