About this file
This is a Request for Proposal from the Florida Department of Transportation (FDOT) District Five seeking qualified proposers to provide Districtwide Community Awareness services supporting transportation projects throughout the district. The solicitation requests comprehensive community awareness and public involvement plans, including stakeholder identification, public meeting preparation and facilitation, video and presentation production, project display and exhibit creation, stakeholder mailing list management, meeting notice publication, and media conversion and printing services. The RFP is structured as a three-year indefinite quantity term contract with work initiated through Task Work Orders issued by the Department's Project Manager as needed. Technical and price proposals are both due June 2, 2026, at 10:00 AM, with technical proposals opening publicly that same day at 2:00 PM and price proposals opening on June 24, 2026, at 11:00 AM. The intended award will be announced on June 29, 2026, and posted for 72 hours on the Florida Vendor Information Portal. All prospective proposers must be registered in Florida's MyFloridaMarketplace system and comply with state licensing and authorization requirements prior to contract award.
Compensation is established through hourly billing rates for seven employee classifications: Project Manager, Project Engineer, Public Information Specialist, Public Information Aide, Senior Tech CADD/Graphics, Website Designer, and Administrative Assistant/Clerical, with vendors submitting combined Gross Employee Pay and Contractor Margin rates. The total budgetary ceiling is $600,000, allocated as $200,000 per fiscal year for Fiscal Years 2027, 2028, and 2029, with vendors prohibited from exceeding the fiscal year amount without an approved amendment. Evaluation criteria consist of technical proposal scoring worth 100 points (35 points for Project Approach, 30 for Management Plan, 15 for Public Meeting Exhibit Production, and 20 for Public Meeting Presentation Production) and price proposal scoring worth 35 points based on competitive low-price formula; proposers must achieve a minimum of 70 points on the technical proposal to have their price proposal evaluated. General liability insurance is required with limits of $200,000 per person and $300,000 per occurrence for bodily injury, and $200,000 for property damage, though no performance bond is required. A one percent MyFloridaMarketplace transaction fee will be assessed against all payments, and monthly invoices detailing work performed must be approved by the Department's Project Manager prior to payment.
