About this file
This file is a PowerPoint presentation with script notes prepared by the Florida Department of Transportation (FDOT) District Five for the Districtwide Community Awareness contract opportunity (RFP-26-5004-DWCA). The solicitation requests proposals for comprehensive community awareness and public involvement services to support transportation projects throughout FDOT District Five. Required services include identifying stakeholders, preparing and conducting public meetings, producing videos and presentations, creating project displays and exhibits, managing stakeholder mailing lists, publishing meeting notices, and providing media conversion and printing services. Technical and price proposals are due June 2, 2026, at 10:00 AM, with technical proposals opened publicly that same day at 2:00 PM and price proposals opened June 24, 2026, at 11:00 AM. The intended award will be announced June 29, 2026. This is a three-year indefinite quantity term contract for Fiscal Years 2027 through 2029, with work initiated through Task Work Orders issued by the Department's Project Manager as needed.
Compensation is established through hourly billing rates for seven employee classifications: Project Manager, Project Engineer, Public Information Specialist, Public Information Aide, Senior Tech CADD/Graphics, Website Designer, and Administrative Assistant/Clerical, with vendors submitting regular hourly billing rates combining gross employee pay and contractor margin. The total budgetary ceiling is $600,000, allocated at $200,000 per fiscal year, with vendors prohibited from exceeding the annual fiscal year amount without an approved amendment. Evaluation criteria consist of technical proposal scoring worth 100 points (35 points for Project Approach, 30 for Management Plan, 15 for Public Meeting Exhibit Production, and 20 for Public Meeting Presentation Production) and price proposal scoring worth 35 points based on competitive low-price formula; proposers must achieve a minimum of 70 points on the technical proposal to have their price proposal evaluated. General liability insurance is required with limits of $200,000 per person and $300,000 per occurrence for bodily injury and $200,000 for property damage. All prospective bidders must be registered in Florida's MyFloridaMarketplace system and comply with state licensing and authorization requirements. A one percent MyFloridaMarketplace transaction fee will be assessed against all payments.
