About this file

The document is a Purchase Order Request for Proposals (PORFP) issued by the Maryland Department of Juvenile Services (DJS) for PBX IV Telecommunications Equipment and Services. The solicitation seeks NEC telecommunications equipment and services for multiple DJS locations across Maryland, including facilities in Cheltenham, Bel Air, Glen Burnie, Leonardtown, Salisbury, Westminster, and Elkton. The PORFP requests various telecommunications hardware and software items, including 12 ITK-8LCX-2(BK)TEL units, 18 SV93 BASIC USER-1 LIC, and other related equipment. The proposal is due on 05/05/2025 at 2:00 PM, with questions accepted until 04/30/2025 at 5:00 PM EDT, and the estimated work end date is 06/30/2025.

The solicitation is a fixed-price, time and material contract with no small business reserve designation and zero percent Minority Business Enterprise (MBE) and Veteran-owned Small Business Enterprise (VSBE) goals. The procurement is limited to master contractors already awarded under the PBX IV Telecommunications Equipment and Services Master Contract 001B0600162. Bidders must be authorized NEC resellers and provide estimated ship dates, lead times, and a screenshot of the Manufacturer's Suggested Retail Price (MSRP). The evaluation will prioritize technical merit, considering factors such as ability to work outside normal business hours, vendor experience, technician certifications, proximity to service locations, and inventory spare parts availability.
