About this file

This is a Project Labor Agreements Fact Sheet from the City of Toledo, Ohio, outlining mandatory requirements for construction projects. The document specifies that Project Labor Agreements are required for all construction projects valued at $100,000 or greater funded by the City of Toledo or other funding sources that do not exclude such agreements. The agreements apply to all contractors and subcontractors performing construction work on-site or adjacent to worksites. The execution timeline requires that a pre-job conference be held within fifteen days of bid award notification between the successful bidder and the Northwest Ohio Building and Construction Trades Council (NWOBTC). An executed Project Labor Agreement, signed by both the lead contractor and the Executive Secretary of the NWOBTC, must be delivered to the Division of Purchases and Supplies within fifteen working days following the pre-job conference. All successful bidders must attend the pre-job meeting with the NWOBTC to obtain the required signature, with no exemptions available even for companies already signatory to collective bargaining agreements.

The Project Labor Agreement does not impact the City's Minority Business Enterprise Program or manufacturing and fabrication work, and all requirements of the Toledo Municipal Code remain independently binding regardless of Project Labor Agreement terms. Under the agreement, wages and fringe benefits shall be paid in accordance with applicable local collective bargaining agreements. The document explicitly prohibits strikes, lockouts, slowdowns, picketing, sympathy strikes, and other work stoppages by the union and its members during the contract term, with any such actions constituting a violation. Grievances and disputes are addressed through Article VI of the Project Labor Agreement, establishing a formal resolution process for parties involved in covered construction projects.
