DEMONSTRATION PROJECT TASK ORDER

STATEMENT OF WORK

REQUEST FOR PROPOSAL

Request for Proposal:

The 49th Wing, Holloman AFB, NM, requests a proposal for work to be accomplished for the 49 Security Force Squadron to construct a warehouse. The work to be accomplished includes but is NOT LIMITED to the following: All plant, labor, equipment, materials and incidentals shall be furnished by the contractor. All work must be in accordance with applicable codes and construction practices. All work must MEET or EXCEED acceptable standards of the applicable building trades. Contractor shall thoroughly review the project for constructability and advice and correct, as well as recommend improvements to the design prior to Task Order negotiation. Provide standard footing foundations; slab on grade; metal exterior bearing wall construction; roof coverings; interior partitions; interior specialties; interior wall finishes; interior floor finishes; interior ceiling finishes; plumbing fixtures; domestic water distribution; sanitary waste systems; HVAC systems testing, adjusting and balancing; electrical service and distribution; lighting and branch wiring; fire detection system; site clearing; site earthwork; site development; site water supply and distribution systems; site sanitary sewer systems; site electrical distribution. Document any assumptions made. This project is for evaluation purposes only and under no circumstances is this to be considered a bona fide contract.

PURPOSE OF THE DOCUMENT:

The statement of work (SOW) serves as a tool for recording customer requirements. The SOW is the written document that enables the technical inspector and contracting officer to ensure that customer requirements are met and is the basis for evaluating the project design before construction begins. The overall objective is to establish a plan of action for defining and achieving desired results and goals.

REQUIREMENTS:

The contractor shall accomplish the following:

Comply with UFC 1-200-01, DoD Building Code. UFC 1-200-01 provides applicability of model building codes and government unique criteria for typical design disciplines and building systems, as well as for accessibility, antiterrorism, security, high performance and sustainability requirements, and safety. Accessible plumbing facilities and fixtures must be provided in accordance with the Architectural Barriers Act (ABA), Accessibility Standards for Department of Defense Facilities and the IBC, whichever is more stringent.

Drawings to be provided by contractor:

a. Cover sheet
b. Existing site plan
c. Final site plan
d. Underground utility plan

e. Floor plan

f. Exterior and Interior Elevations
g. Finish schedule
h. Mechanical plans and details
i. Plumbing riser diagram

j. Power plan and lighting plan

STATEMENT OF WORK (SOW):

Assume the site visit was 23 June 2023. Include hypothetical dates for schedules, submittals and reports based on the site visit. Assume weather will permit construction to continue without delays. Normal (standard) work hours are 0700 to 1600.

BASE BID: Construct a single-story pre-engineered steel building for use as the new 49th Security Forces Squadron (SFS), located at the corner of Yucca Ave. and Colorado Ave., Holloman AFB. See attached maps and satellite imagery for further details. The work to be accomplished includes but is NOT LIMITED to the following: All plant, labor, equipment, materials and incidentals shall be furnished by the contractor. All work must be in accordance with applicable codes and construction practices. All work must MEET or EXCEED acceptable standards of the applicable building trades. Contractor shall thoroughly review the project for constructability and advice and correct, as well as recommend improvements to the design prior to Task Order negotiation. Provide standard footing foundations; slab on grade; metal exterior bearing wall construction; roof coverings; interior partitions; interior specialties; interior wall finishes; interior floor finishes; interior ceiling finishes; plumbing fixtures; domestic water distribution; sanitary waste systems; HVAC systems testing, adjusting and balancing; electrical service and distribution; lighting and branch wiring; fire detection system; site clearing; site earthwork; site development; site water supply and distribution systems; site sanitary sewer systems; site electrical distribution. Document any assumptions made. This project is for evaluation purposes only and under no circumstances is this to be considered a bona fide contract. Perform the following:

A. Perform site surveys to establish location relative to established survey points, to locate utilities, and to ascertain site conditions. See attached map to indicate approximate location.

B. Construct a single story pre-engineered metal building of approximately 8,500 SF on a concrete slab foundation. The warehouse interior spaces shall include: one large open Storage Bay, Machine Shop, Mechanical Room, Electrical Room, one Unisex Restroom, Break Room, Janitor Closet, and Storage Room and Entry/Access Control space as described below:

1) Assume concrete slabs located at the site have been removed. Prepare the site to include clearing and grubbing, grading, excavation, backfilling, compaction, storm water drainage features, underground utilities, installation of fire demand pipeline and installation of equipment pads.

2) Design and install a reinforced concrete foundation suitable for the intended structure. Install a slab-on-grade floor for the bay and support addition. Provide concrete landings and/or ramps for all other personnel and vehicle doors.

3) Provide and install a new 8,500 SF Pre-fabricated / Pre-Engineered building to include but not limited to metal wall panels, metal roof panels, exterior wall and roof interior vinyl faced insulation, steel reinforced concrete floor slab, steel reinforced concrete foundations and all utility connections such as, but not limited to Electricity, Water, Sewer. Color, roofing, siding, flashing, ridge, rake configuration and profiles shall match base standards. Install metal gutter and metal downspouts for building as necessary. The Pre-Engineered building shall consist of a warehouse bay (75’ x 100’ x 14’ minimum eave height) and an adjoining 50’ x 20’ addition containing breakroom, restrooms, and support spaces. See floor plan for proposed layout.

4) Provide and install two new 10’ wide x 10’ high coiling door for installation in the warehouse high bay at opposite ends. Provide electric motor operator.

5) Provide and install four new exterior H.M. doors and H.M. door frames with ALL required hardware including weather stripping and metal threshold and interior kick plates and top and bottom bolts.

6) Provide building underground electrical service service to include pad mount transformer, safety disconnects, and all associated hardware. Contractor to calculate transformer required necessary to accommodate loads. Installation and equipment shall comply with UFC 3-550-01.

7) Provide new electrical equipment to include but not limited to panels, sub-panels, outlets, switches, occupancy sensors, conductors & conduit as necessary to accommodate required electrical loads. Installation and equipment shall comply with UFC 3-520-01. Include 120V convenience outlets in Machine Shop and High Bay. Provide GFCI protected outlets near kitchen sink in Break Room and near lavatory in Toilet.

8) Install lightning protection and grounding systems in accordance with NFPA 70, NFPA 780 and IEEE C2, and as indicated. Bond exposed non-current-carrying metallic parts of electrical equipment and metallic raceway systems to ground. Bond grounding conductors in metallic and non-metallic raceways to ground. Make ground connections at equipment and to ground rods as indicated. Interconnect all grounding media in or on the structure to provide a common ground potential. This includes lightning protection, electrical service, as well as underground metallic piping systems. Bond wiring system neutrals to ground in accordance with the requirements of NFPA 70. Where ground fault protection is employed, ensure that connection of ground and neutral does not interfere with correct operation of fault protection.

9) Install new LED lighting for warehouse bay, office, restroom, support spaces, storage space and machine shop. All lighting levels and installation shall comply with UFC 3-530-01.

10) Install new exterior entrance lights and exterior area lighting. Lighting levels and installation shall comply with UFC 3-530-01.

11) Seal all around all conduit penetrations in walls, ceilings, and floors to restore surface and fire ratings.

12) Design and install fire protection. Provide automatic wet pipe sprinklers in all areas of facility. Install 8” fire demand (FD) line to new fire sprinkler riser in Mechanical Room. Provide Post Indicator on valve to riser. Provide Fire Department Connection (FDC). Design sprinklers in accordance with UFC 3-600-01 and NFPA 13.

13) Provide fire alarm system for entire facility. Design and install system in accordance with requirements contained in UFC 3-600-01 and NFPA 72.

14) Provide potable water system for site.

15) Connect potable water system to plumbing fixtures including water closet, lavatory, mop sink, kitchen sink, and wall hydrants (provide a minimum of 4 in high bay). Provide electric water heater in Mechanical Room to supply sinks and lavatory.

16) Provide and install sanitary sewer system with gravity sewer(s) from building waste lines to existing sewer.

17) Provide and install HVAC systems. Provide mini-split system for cooling/heating Break Room, Toilet and Corridor. Provide gas-fired unit heaters and evaporative coolers for Warehouse Bay and Storage. Provide unit heaters and exhaust fans for Mechanical and Electrical Rooms. Provide gas-fired radiant heaters and large evaporative coolers for maintaining warehouse bay at 55℉ in winter and 80℉ in summer. Provide equipment pads, power, water, and gas connections for each piece of equipment. Provide wall louvers with interlocked motorized dampers for warehouse bay.

18) Construct asphalt concrete paved parking area and driveways. Use 6 inches of compacted base course and 4” asphalt pavement over compacted subbase. Provide pavement markings for approximately 5 parking spaces. Provide directional arrows for driveway.

19) Miscellaneous information:

a. A geotechnical report is not available, and for this demonstration project a report is NOT required.

b. Electrical Power to the building: Primary line voltage is 13.2 kv/7.6 kv. Nearest connection tapping point is at the cornner of Tabosa and Colorado Ave.. Pad mounted transformer will be located at tapping point with secondary run U/G to project location site.

c. Power is NOT metered.

d. Project requires contractor to install a new pad-mounted transformer.

e. Power shall be single phase.

f. Domestic water supply is used for fire water. It has sufficient pressure.

g. Hot water is NOT required for warehouse.

h. Sheet metal roof panel and siding panel shall be 22 guage minimum for both.

i. For planning purposes for reinforced concrete, the estimated weight of a vehicle is 7,000 lbs.

j. Boundary of the project site is the entire dirt lot area between Colorado Avenue South, Ocotillo Avenue West, and Yucca Avenue East. The building can be placed anywhere in that area.

k. There is no specified distance away from the building for the FDC but it must be outside the mechanical room.

l. The water/fire line road crossings shall be bored under the road. Asphalt cutting is not permitted.

m. Data/comm outlests are required ONLY in the break room, and ONLY rough-in (no horizontal cabling or devices).

n. The fire alarm panel shall be located in the mechanical room.
