About this file

This is a Clarification document issued by the Public Employees Retirement System (PERS) of Oregon for RFP 24004, Medical Advisory Services (OregonBuys # S-45900-00012229). PERS is seeking to contract with a licensed physician or group of physicians to provide medical advisory services, specifically reviewing disability retirement applications and providing recommendations. The current service provider is a retired internalist. The offer due date is Thursday, January 16, 2025, at 2:00 PM PST. Disability claim files submitted to the Medical Advisor vary significantly in size, ranging from 20 to 1,000 pages, with most averaging approximately 150 pages. The evaluation of disability will be based on the "total disability" standard as defined in OAC 459-015-0005(1) and OAC 459-015-0001(24), though additional legal clarifications and interpretations may apply beyond these regulations.

Regarding pricing, PERS has indicated that the current fee structure is $200 per hour for services and $600 per hour for witness testimony; however, the agency is open to considering alternative pricing structures based on cost per claim rather than hourly rates. The current service provider is a retired internalist, and no specific incumbent vendor information is provided beyond this reference. PERS clarified that vendors must use the agency's portal for submitting disability retirement applications and that vocational assessments are not required as part of the disability determination process, though the agency expressed interest in receiving them more frequently to strengthen evaluations.
