About this file

This is an Amendment document containing RFI responses for a bypass structure inspection and repair project in Union County, Oregon. The project involves inspection and repair services for a 20'x30'x90' tall bypass structure, with questions and responses dated between December 2024 and January 2025. The scope includes beam reinstallation, with the specified beam weighing approximately 2,700 pounds, which can be managed using chain hoists. The facility will provide basic equipment such as chain hoists, rigging, ladders, cribbing, and hand tools, while contractors must supply any large equipment needed.

The pricing structure has been updated in Exhibit B to include a lump sum cost for the new inspection report, with repairs to be completed on a Time and Materials basis or negotiated lump sum after the inspection report is complete. The project does not require prevailing wage or union labor, and Professional Liability Insurance requirements have been waived. Twelve-hour shifts are acceptable for the work. The project is classified as a maintenance project for NWCPUD (Northwest Central Public Utility District).

RFI Number Question Request Date Response

1 Are 12 hour shifts acceptable? 12/10/2024 Yes.

2 Does this require union labor? 12/10/2024 No.

Will any equipment be provided by the District (forklift, man lift, etc) if required?

12/10/2024

We have chain hoists, rigging, ladders, cribbing and hand tools available on site. Any large equipment would be provided by the contractor.

We can provide pricing based on a "Daily Rate" approach if that would be acceptable as it would be difficult to provide firm pricing with a detailed work scope. Would need to know the hours/day and how many people you would like for us to provide. I'm sure we can cover whatever needs you have.

12/10/2024

Exhibit B has been updated to include a lump sum cost for the new inspection report. Repairs will be completed on a

T&M basis or negotiated lump sum after the inspection report is complete.

How heavy are the beams that need to be re installed? Will a crane be required or just a simple rope system/ hoist? 12/10/2024

The beam weighs approximetly 2,700 pounds and should be easily hoistable with chain hoists.

What prevailing wage is required for this?

12/19/2024

This is a maintenance project for NWCPUD and prevailing wage is not required for this project.

7 Can Professional Liability Insurance requirements be waived? 1/3/2025 PLI will not be required for this contract.

Without an accurate inspection and scope, it will be difficult to provide an accurate pricing proposal for this RFP. The outdated inspection report does not accurately describe the actual repairs that are expected by the owner. Can we get a better scope or can item number 5 on Exhibit B, Unit Rates be reconfigured to reflect a Lump Sum for Mobilization and the Inspection but the

Repairs being performed be proposed with the T&M rates listed in Items 3 and

4 of Exhibit B?

1/2/2025

Exhibit B has been updated to include a lump sum cost for the new inspection report. Repairs will be completed on a

T&M basis or negotiated lump sum after the inspection report is complete.
