Project Description and Scope of Work

The Project is located at the McNary Dam in Umatilla, Oregon, with access to the facility provided from the Washington side of the dam.

The Scope of Work includes, but is not limited to:

Northern Wasco County PUD seeks inspection and repair services for a bypass structure consisting of five layers of energy reduction shelves. The structure measures approximately 20’ x 30’ and stands 90 feet tall, with open access at both the top and bottom, and walkways available at the top and bottom levels.

The energy reduction shelves are composed of horizontal beams bolted into place. During previous inspections, loose hardware, missing bolts, and one dislodged beam were observed. The dislodged beam has fallen to a lower level and will need to be raised and remounted. The inspection is expected to be performed from the top entry, with workers repelling down to the lowest level and walking out.

This Project is typically active for 11 months each year, with an annual outage occurring January 27-

February 27, 2025. This outage, which typically lasts 3–5 weeks, supports inspections of the Washington

Fish Ladder by the U.S. Army Corps of Engineers. During this window, water supplies can be secured, and the area can be pumped out to provide access for inspection and repairs. The 2025 outage is scheduled for 1/27/25-2/27/25 and must be completed during this outage.

Northern Wasco County PUD's main office is located in The Dalles, Oregon. While the Project itself does not have a physical address, the nearest searchable location is 82790 Devore Rd., Umatilla, OR 97882.

Access to the Washington side is in unincorporated Benton County.

c. Commercial General Liability. Contractor shall provide Commercial General Liability

Insurance covering bodily injury, death and property damage in a form and with coverage that are satisfactory to the District. This insurance coverage must include personal injury liability, products and completed operations, and contractual liability coverage, in each case arising out of Contractor’s negligence. h. Waiver of Subrogation. Subcontractor hereby waives all rights of subrogation against the

District and its officers, employees, directors, and agents for recovery of damages to the extent those damages are covered by any insurance policies the Contractor is required to maintain under this Agreement. Policies of insurance the Contractor is required to purchase and maintain under this Agreement shall not prohibit this waiver of subrogation. Alternatively, the Contractor agrees to obtain, at its own cost and expense, and deliver to the District copies of any endorsements necessary to provide such a waiver under the applicable insurance coverage. If applicable, umbrella excess must be endorsed with waivers of subrogation language to ensure it follows form of coverage of primary insurance.

The District may reject any or all submissions if the District deems doing so would be in the public’s interest.

Once a submittal is selected, the District will determine if they desire to enter into negotiations for a final Contract with the most competitive and qualified bidder. Final project related matters will be negotiated during this period to the satisfaction of the District. Contractor shall provide certificates of insurance listing NWCPUD as additionally insured on liability coverages, except professional liability if included, with respect to activities performed under the contract.
