PERFORMANCE-BASED WORK STATEMENT (PWS)
NW CORNER ACCESS CONTROL SYSTEM
U.S AIR FORCE
76 SWEG
9/9/2024
1 DESCRIPTION OF SERVICES
76 SWEG requires the purchase, and installation of one (1) Genetec Access Control System (ACS), update of existing Access Control software, design of boards, sensors, alarms, and door contacts to meet the requirements of a fully operating system, ensuring that the software to control the system works with all components and interfaces with our current system, and additional security licenses.
2 SCOPE
This Performance Work Statement (PWS) defines the effort required for the purchase of one (1) Genetec Access Control System (ACS) to include Design, Installation, Performance Verification, and Training in Building 3220, NW Corner, at Tinker Air Force Base OK.
3 BASIC SERVICES
3.1 General
This requirement shall have the following:
3.1.1 One (1) Genetec Access Control System (ACS)
3.1.2 Contractor shall schedule a pre-bid site visit to evaluate the existing building and collaborate with Government Point of Contact for design.
3.1.3 Contractor shall provide the design for the ACS to the Government Point of
Contact (GPOC)for approval no later than 14 calendar days after completion of site visit. (CDRL A001)
3.1.4 Installation of ACS (server, badge readers, software, etc.) shall be in accordance with manufacturer’s guidelines.
3.1.5 Contractor shall provide Performance Verification/Acceptable Testing of all installed systems. A completed Testing report should be submitted to Government PCO no later than 5 business days from ARO. Contractor shall verify functionality prior to formal acceptance test by SWEG Security Team.
3.1.6 Upon completion of training, the Contractor shall provide proof of Vindicator certification and training NLT 5 calendar days after completion of training. (CDRL A002)
3.1.7 Contractor shall provide an up-to-date cloud link to replace currently existing legacy cloud link.
3.1.8 Contractor shall update existing access control systems to newest version of software Security Center at the time of installation that the existing system will support.
3.1.9 Contractor shall provide and update system with additional 30 Security Center licenses. Contractor shall ensure that all installed hardware is updated to latest firmware at time of installation.
3.1.10 Installation, Performance Verification, and Training shall be accomplished within five (5) business days of delivery. The Contractor shall provide to the Government Point of Contact the date that the Delivery, Installation, Performance Verification, and Training will begin five (5) business days prior to installation beginning. The Contractor shall be responsible for ensuring all services, parts and components provided under this contract are in IAW the terms and conditions outlined in this
PWS.
3.2 Contractor Requirements
3.2.1 Contractor shall schedule a pre-bid site visit during solicitation to assess the existing building, electrical power and collaborate with Government Point of Contact for system design at the project site, to ensure compatibility with any proposed new Genetec Access Control System (ACS)
3.2.2 The contractor shall deliver one (1) Genetec Access Control System (ACS).
3.2.3 The contractor shall provide Design, Delivery, Offloading, Installation, Performance Verification/Acceptable Testing, and Training.
3.2.4 The Contractor shall provide a full list of all items to be installed NLT 14 days after site visit, including delivery of all items, where the items were delivered and installed and shall include serial numbers on an excel spreadsheet. (CDRL A003)
3.2.5 The Contractor shall make all necessary adjustments to the one (1) Genetec Access Control Systems (ACS) until the item is fully operational in accordance with (IAW) the Original Equipment Manufacturer (OEM) specifications and to what is stated in this Performance Work Statement (PWS). The contractor shall provide plan for corrective action if system fails to pass acceptance test within 72 business hours. (CDRL A004)
3.3 Installation
3.3.1 The Contractor shall be responsible for equipment delivery to Building 3220 NW Corner site at Tinker AFB, OK 73145. The Contractor shall be responsible for offloading equipment and moving equipment to installation area in Building 3220.
The government will provide power to the area that the Genetec Access Control System (ACS) will be installed. The contractor shall be responsible for moving the Genetec Access Control System (ACS) to the work area and installing in place according to GPC. The contractor shall be responsible for running the necessary cabling throughout the facility to ensure the Access Control systems and components are properly communicating. The installed products shall be a complete and usable system upon installation and further acceptance. For a complete ACS, a badge reader, electric door strike, door contact, and a REX (Request-to-Exit) device shall be installed at every door at minimum. Both entrance doors shall be installed with high security electric strikes. Contractor shall provide lead-acid battery backups to ACS panel install location. Contractor shall install ACS panelboards in Life Safety Enclosure. Contractor shall be responsible for ensuring all ACS components and cabling connect to all door hardware to operate doors, where applicable. Contractor shall be responsible for removing, modifying, and/or changing any door hardware required to install and connect the ACS components.
3.3.2 The Government will provide power for one (1) Genetec Access Control System (ACS). The Genetec Access Control System (ACS) power shall be connected by the contractor. Contractor shall be responsible for final connections of equipment to Government supplied utilities. The Government has identified and planned for utility connections that shall be established at or shortly after award, with government to provide within 20’ of site for hard wired equipment. The contractor shall be responsible for modifications needed to ensure systems are properly installed. Modifications include, but are not limited to, door penetrations, additional conduit, and gaps between components. All modifications shall be made in accordance with Tinker AFB standards.
3.3.3 Contractor shall update existing access control systems to the newest version of software Security Center at time of installation that the existing system will support. Contractor shall provide and update the system with additional 30 Security Center licenses. Contractor shall ensure that all installed hardware is updated to latest firmware at time of installation.
3.4 Special Qualifications
3.4.1 Contractor shall be qualified to install Access Control Systems. Contractor shall be certified to install Genetec ACS software and hardware.
3.4.2 A one (1) year warranty shall be provided to the Government upon completion of Installation.
3.5 Performance Verification/Acceptance Testing
3.5.1 After installation: The contractor shall demonstrate that the Genetec Access Control System (ACS) meets or exceeds all OEM specifications and the requirements listing in Description of Services and 3.2 of this PWS. Contractor shall be present for entirety of acceptance testing. The length of time for Acceptance testing should not exceed three (3) days.
3.5.2 Training: The contractor shall provide training on-site at Tinker Air Force Base for 76 SWEG personnel. Contractor shall provide operator level training for four
(4) security personnel for a minimum of four (4) hours to ensure proficiency in accomplishing basic administrative functions.
4 ADDITIONAL REQUIREMENTS
4.1 BASE ACCESS
Visitors Pass: The contractor shall contact the Government POC seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes. The Government POC will assign a sponsor for the Contractor from within the organization.
The Contractor and the sponsor shall arrange to meet at Pass and Registration, building 6611 at the Tinker Gate, which is South of I-40 off Air Depot Blvd. The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, to the 72 SFS.
The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty
(30) calendar days. The Contractor shall comply with DoD, Air Force, and AFB location-specific security requirements which pertain to this contract. The Contractor must meet the same security requirements as Government employees for access to the Government installation’s network, and Automated Information Systems (AIS).
4.2 Security Requirements
4.2.1 The contractor shall comply with all Security, Force Protection, and Antiterrorism requirements enforced at each installation. The contractor shall comply with local unit in and out-processing procedures for all contractor personnel to ensure proper security-related briefings and debriefings are accomplished.
4.2.2 Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB per AFMAN 31- 116, in its entirety, “Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within Tinker AFB.
4.2.3 Foreign Nationals: The Contractor shall notify the Government POC before sending a Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.
4.3 Government Provided Support: The Government will provide necessary working space, including heat, light, ventilation, and electrically powered outlets for the use of contractors’ maintenance personnel. The Government shall provide access to the necessary facilities where the equipment resides. The place of performance shall be Tinker (AFB), OK.
Government telephones shall be used for official business only.
The contractor shall be responsible for safeguarding all Government property provided for contractor use.
4.4 Safety and Health on Government Installations: While performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract and Appendix C. The Contractor shall notify the CO, Government POC, and Government Contract Administrator (CA) within one (1) business day of any injuries that occur to contractor personnel while they are on the installation. The Contractor shall notify the CO, Government POC, and Government CA within one (1) business day of damage to Government property or equipment during the execution of the contract.
4.5 Security Incidents:
Should a security incident occur, the contractor shall:
4.5.1.1 Immediately report to the site location Group Security Manager all available facts related to each instance.
4.5.1.2 Take such precautions as the Security Manager may reasonably require for security purposes.
4.5.1.3 Take reasonable and prudent action to establish control of the scene, prevent further violation, and to preserve evidence until released by proper authority.
4.5.1.4 Cooperate fully and assist Government personnel as the Government conducts an investigation of the violation.
4.5.1.5 Participation shall last until the investigation is complete.
4.5.2 Keys, Building Access Cards, and Building Badge Control
4.5.2.1 The Contractor shall establish and implement methods of making sure that all keys, vindicator cards, and building badges issued to the Contractor by the Government are not lost, misplaced, or used by unauthorized persons.
4.5.2.2 The Contractor shall not duplicate any keys issued by the Government.
4.5.2.3 The Contractor shall immediately report the occurrence of a lost key to the appropriate building Facility Manager, and vindicator cards and building badges to the appropriate Security Managers.
4.5.2.4 The Contractor shall prohibit the opening of locked areas by the Contractor employees to permit entrance of persons other than the Contractor’s employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Security Managers.
4.5.3 Communications Security
4.5.3.1 All communications with DoD organizations are subject to Communications Security (COMSEC) review.
4.5.3.2 The DoD authorizes the military departments to conduct COMSEC monitoring and recording of telephone calls originating from, or terminating at, DoD organizations.
4.5.3.3 The Government advises the Contractor that at any time they place a call to, or receive a call from, a DoD organization, they are subject to COMSEC procedures.
4.5.3.4 The Contractor assumes the responsibility for ensuring wide and frequent dissemination of the above information to all employees dealing with official DoD information.
4.5.4 Operations Security (OPSEC)
4.5.4.1 Public release of any information is not authorized and, if requested, will comply with Public Affairs and all other OPSEC measures to ensure the best balance of lawful disclosure for the American public and denial of advantage for our adversaries.
4.5.4.2 No photography, or videotaping, is allowed on the installation without approval from the owning organizations Group Director/Commander on an approved photography letter from Public Affairs. This includes the use of personal cell phones with picture and video capability.
4.5.4.3 Critical Items/Information shall not be discussed outside normal contract conditions. A Critical Items/ Information List (CIL) can be provided and should not be considered all inclusive.
4.5.5 Controlled Unclassified Information (CUI) generated by the contract, and its employees, shall ensure protective measures are applied. ALL DoD unclassified information MUST BE REVIEWED AND APPROVED FOR RELEASE before it’s provided to the public in accordance with DoDD 5230.09, Reference J.
4.5.5.1 Disclosure of information is prohibited for release of unclassified information to the public without approval of the contracting activity.
4.5.5.2 Contractors shall comply with CUI requirements detailed in DoDM 5200.01-V4, DoD Information Security Program: Controlled Unclassified Information (CUI).
4.6 Housekeeping: The contractor shall keep the work areas clean and neat IAW industry standards, OSHA, fire and safety standards, and this PWS.
4.7 Foreign Object Damage (FOD) and Dropped Object Prevention: Contractor personnel who work in or travel though areas near operational and production aircraft, engines, munitions, missiles, drones, space systems, support equipment, Aerospace Ground Equipment (AGE), trainers, and the Contactor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps, and in aircraft hangers and maintenance areas are required to receive the FOD/DOP training and to comply with AFI 36-2650, AFMC Supplement 1, paragraph 9.2., and A4.4.4. (Initial)/A4.4.5. (Refresher). The Contractor and Contractor personnel shall acknowledge the FOD/DOP training either by viewing the Digital Versatile Disc (DVD) provided by the GPOC or the You Tube site, http://www.youtube.com/watch?v=tYcbodjFPnM.
4.8 Emergency Procedures: The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency.
It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.
5 CONFLICTS OF INTEREST
The Contractor shall not assign to contract or task order performance any person, including any employee of the U.S. Government, if employing that person would create a conflict of interest under any law, regulation or policy of the United States Government. Additionally, the Contractor shall not assign to contract or task order performance, any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DoD Directive 5500.7-R and any other applicable regulation or policy of the Department of the Air Force or its subordinate commands, as applicable, including but not limited to Air Force Materiel Command.
6 GENERAL INFORMATION
6.1 Hours of Operation
6.1.1 Normal Hours of Operation: The contractor shall perform the services required under this contract during the following hours: Monday through Friday 0700-1700
– EXCEPT FEDERAL HOLIDAYS and other base closures.
6.1.2 Federal Holidays: Unless otherwise required by the Government, the contractor shall not have access to the Government facilities on the following federal holidays: New Year’s Day, Martin Luther King’s Birthday, Washington’s Birthday, Memorial Day, Independence Day, Juneteenth, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving Day, and Christmas Day. If a holiday falls on Saturday, it is observed on Friday and working hours are Monday through Wednesday for that week. If the holiday falls on a Sunday, it is observed on Monday. Any other circumstances that may prompt base closure, such as Days of National Mourning, may also restrict opportunity to perform the exchanges. In the event of a base closure, exchanges shall be performed on the next business day.
There may also be up to six AFMC Goal Days and four Wingman Days per year awarded to Government civilian employees, as well as possible weather-related days and Government directed holidays. On these days, the contractor shall not generally be required to work, and the Government shall not be billed for work not performed.
6.1.3 Down Days/Weather Days: The Government will notify the contractor when official notice has been given for Energy/Weather Down days. The contractor is not expected to work on any Energy/Weather Down days.
6.1.4 Rescheduling: Down Days/Weather days may be rescheduled if conditions/emergency operations require.
6.2 Conservation of Utilities
The contractor shall instruct their employees in utilities conservation practices. The contractor shall be responsible for operating under conditions which prevent the waste of utilities.
7 ENVIRONMENTAL CONTROLS
7.1 Hazardous Work Environment
7.1.1 Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable Interstate, Federal, State, and Local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. In the event environmental laws/regulations change during the term of this contract, the contractor is required to comply as such laws come into effect.
Contractors shall be compliant with Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Hazardous Waste Management Plan (TAFB HWMP), and Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e-Publishing website at www.e-publishing.af.mil for downloading or ordering.
7.1.2 Hazardous Material (HAZMAT): If no HAZMAT will be brought on base or used in performance on this contract, the contractor shall certify “No HAZMAT will be brought on base” or “No HAZMAT Usage” by official correspondence. This certification shall be provided to the GPOC within ten (10) days after award. Upon GPOC receipt of the certification, the requirements of this section no longer apply. Appropriate penalties for the contractor, or administrative and disciplinary action for the later shall be assessed if found in violation of above certification.
The Contractor shall not store chemicals or hazardous material (HAZMAT) on Tinker AFB. Contractors shall be compliant with HAZMAT management procedures per Oklahoma City Air Logistics Complex (OC-ALC) Supplement to AFI 32-7086, “Hazardous Materials Management”. The Contractor shall maintain a log of all HAZMAT that is used on base. This usage log shall be provided to the COR monthly, the last business day of each month, or when the required work is completed. The COR will forward the records to the Unit Environmental Coordinator (UEC) no later than the fourth (4th) day of the following month or the first (1st) subsequent business day
7.1.3 Safety Data Sheet (SDS) and Labeling: Upon COR receipt of the “No
HAZMAT Usage” certification, the requirements of this section no longer apply.
The Contractor shall not transport, ship or use any chemical, material or substance used in the performance of this PWS on Tinker AFB before written approval is provided by 72 ABW/CEIE, Natural Infrastructure Management (Environmental
Compliance). The Contractor shall submit to the COR, ten (10) calendar days after contract award date all Safety Data Sheets (SDSs) and a completed OC-ALC Form 152, SDS Information Sheet. The Contractor shall receive approval from the COR prior to shipping any chemical, material or substance to Tinker AFB. A copy of the manufacturer SDS shall accompany the shipment. Contractor shall comply with the effective dates for SDS requirements IAW the Occupational Safety and Health Administrations (OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part 1910.1200. The Contractor shall ensure containers of hazardous chemicals are labeled with the following information, prior to shipping to Tinker AFB IAW OSHA Hazardous Communication Standard, Title 29, CFR Part 1910.1200 (2012): product identifier; signal word; hazard statement(s); precautionary statement(s);
pictogram(s); and name, address and telephone number of the chemical manufacturer, importer, or other responsible party. The COR will forward all SDS submittals to 72 ABW/CEIE for approval. A current manufacturer SDS shall be submitted to the COR if the Contractor changes manufacturer or vendor for any chemicals that were prior approved. The Contractor shall maintain copies of manufacturer SDSs for all chemicals and SDSs shall be readily accessible at all times by Contractor personnel as well as government employees.
7.1.4 Hazardous Waste: If no HAZWASTE will be generated during performance of this contract, the contractor shall certify “NO Hazardous Waste Generation” by official correspondence. This certification shall be provided to the COR within ten
(10) days after award. Upon COR receipt of the “No Hazardous Waste Generation” certification, the requirements of this section no longer apply.
Appropriate penalties for the contractor, or administrative and disciplinary action for the later shall be assessed if found in violation of above certification.
The Contractor shall dispose of contaminated solid waste, spent or processed chemical solutions, used rags and hazardous waste in government furnished waste containers located in the shop or area the work is being performed. The Contractor shall notify the COR if the required waste containers are not available on site.
7.1.5 Discharges: Any discharges into Tinker’s industrial waste treatment plant
(IWTP) or sanitary sewer shall be approved and done IAW Tinker Industrial Waste Water Discharge Permit as instructed by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). Notice of intent documentation shall be provided to the COR within ten (10) days after award. The COR will submit the required notice of intent documentation to the UEC for 72 ABW/CEIE approval. The Contractor shall not discharge into IWTP and sanitary sewer prior to approval issued by 72 ABW/CEIE. The Contractor shall maintain records of written approval issued by 72 ABW/CEIE for discharges into IWTP and sanitary sewer.
7.1.6 Off-Site Discharges: For discharges outside of Tinker AFB, the Contractor shall ensure wastewater discharges, that may contain pollutants resulting from any contracted service, go to a state or federal permitted treatment facility such as a municipal Publicly Owned Treatment Works (POTW). The Contractor shall provide official correspondence ten (10) calendar days after contract award date to the COR from the POTW that states the POTW is permitted for all pollutants that the Contractor may discharge during the contracted service.
7.1.7 Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the UEC. The Contractor shall provide three (3) copies of a typed or written report about the incident within four (4) clock hours as follows:
One (1) copy to GPOC, one (1) copy for the UEC and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:
Name and contact number of person reporting the spill.
Date and time of incident Location and source of spill Substance or pollutant spilled.
Amount spilled and rate of discharge.
Any damages or injuries involved.
Extent of area impacted.
Potential hazards Actions taken.
Organizations contacted.
Remarks Section - that addresses the cause of the spill (e.g., human error, equipment, etc.) and whether 911 was called and which agencies responded.
9.1.8 Upon GPOC receipt of the “No Hazardous Waste Generation” certification, the requirements of this section no longer apply.
Contractor personnel performing duties in the service of this PWS shall have training that acquaints the person with the details of Resource Conservation Recovery Act (RCRA) regulations in 40 CFR 260 through 279; applicable State Laws and regulations; DoD, Air Force, and local requirements. This training can be obtained through creditable training institutions or companies. All training shall be approved by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). Prior to obtaining training, the Contractor shall provide the name of the training institution or company and course description to the COR for approval within ten (10) calendar days after contract award date. Once written approval is received from the COR, the Contractor shall provide the environmental training certificates for employees performing duties in the service of this PWS to the COR, within thirty (30) calendar days after contract award date. In addition to the required environmental training, Contractors shall be compliant with Tinker AFB procedures per TAFB HWMP, “Hazardous Waste Management”.
7.2 Weather Hazards.
Workers may encounter hazardous weather conditions including snow, heavy rain, lightning, extreme dust, and other conditions that warrant appropriate precautions.
8 GOVERNMENT OBSERVATIONS
During the period that the contractor is working, Government personnel, other than CO, may, from time-to-time, observe contractor operations. However, these personnel may not interfere with contractor performance.

Safety Requirements
A. Preface
1. Commander’s Safety Intent: The safety of everyone on Tinker AFB is our top priority. All individuals must accept personal responsibility for safety and seek opportunities for improving the safety of our collective work environment. Everyone working on Tinker AFB is challenged to find, fix (if able) and report all hazards and near misses. It is our shared duty to take every reasonable step and precaution to prevent accidents and preserve the health/safety of each Contractor and Government employee.
2. Speak Out for Safety (SOS): Safety surety is an integral part of our overall goal of establishing a world-class safety and health program. Our “Speak Out for Safety” initiative is a partnership with contractors and government employees to further enhance safety to ensure we are looking out for all our partners and empowers all employees to actively participate in each other’s safety. A safe workplace is everyone's business. As part of the contract team, military, civilian and contractor personnel are empowered to Speak Out for Safety (S.O.S.) when they observe unsafe acts that present imminent danger to personnel or catastrophic damage to property. We encourage our employees to intervene to ensure continued safe operations.
B. Mishap Notification
1. The contractor shall cooperate with all Government mishap investigations. The Contractor shall support and comply with the safety investigation and reporting requirements of Air Force Instruction (AFI) 91-204, Safety Investigations and Reports. The Contractor shall assist with mishap support. In the event of a mishap, the Contractor shall take reasonable and prudent action to establish control of the accident or mishap scene, prevent further damage to persons or property, and preserve evidence. Both prompt verbal and written notification, electronic mail acceptable, shall be provided to the Government Point of Contact (GPOC), within one (1) hour of the event, sooner, if possible.
Mishap notifications shall contain, as a minimum, the following information:
a. Contract, contract number, name and title of person(s) reporting
b. Date, time and exact location of accident/incident
c. Brief narrative of accident/incident (Events leading to accident/incident)
d. Cause of accident/incident, if known
e. Name of personnel involved in accident/incident
f. Corrective actions (taken or proposed)
g. Other pertinent information
2. The Contractor shall provide copies of Contractor data related to mishaps, such as Contractor analyses, summaries of investigations, etc., as necessary to support the Government investigation.
C. General Safety Requirements:
1. If the Safety Plan is modified, the Contractor shall submit the proposed modification, in writing, to the Government GPOC. The GPOC will forward a copy of the Safety Plan upon receipt to the applicable Safety Office, located on Tinker AFB, OK.
2. The Contractor shall be solely responsible for compliance with all federal, state and local laws, the Occupational, Safety and Health Act (OSHA) (Public Law 91-596) and the resulting standards. Additionally, the Contractor is responsible for the safety and health of all their employees, sub-contractor employees, and the public, if applicable.
3. The Contractor shall ensure assigned personnel are adequately trained and qualified for the task being performed and brief all personnel on the hazards involved with operations and applicable precautions to be taken. Should unidentified hazards arise, cease operations until actions are taken to eliminate or mitigate hazards to safe levels.
4. The contractor shall establish a system to identify, correct and document unsafe conditions and acts related to their contract work.
5. The contractor shall establish a system to report unsafe or hazardous conditions caused by elements out of their control (for example, public or DoD personnel adjacent process or work activity and so forth) to the contracting officer or GPOC.
6. Compliance with OSHA and other applicable laws and regulations for the protection of Contractor employees shall exclusively the obligation of the Contractor. The Government will assume no liability or responsibility for the Contractor's compliance or non-compliance with such requirements. The Contractor shall brief employees on the safety requirements of this contract and on hazards associated with prescribed tasks. In addition, the Contractor shall be required to communicate safety requirements/specification to all Sub- Contractors, if applicable. This contract shall in no way require persons to work in surroundings or under working conditions that are unsafe or dangerous to their health. The Contractor shall coordinate and perform work so as not to impact the safety of Government employees or cause damage to Government property or to the public. Contractor employees shall utilize personal protective equipment and associated safety equipment when necessary.
D. Specific Requirements:
The Contractor’s safety program shall clearly define procedures, personnel qualifications, facilities and required equipment necessary to fulfill the following elements as to the type of work being performed within the scope of the contract.

E. Safety Plan:
1. The contractor shall develop a written site–specific plan for implementing OSHA standards and any contract Safety and Occupational Health (SOH) requirements and submit the plan to the GPOC for acceptance within 10 days after contract award. Safety and health plans should include:
a. An activity hazard analysis of the significant hazards to life, limb, and property inherent in the specific contract work performance and a plan for controlling these hazards.
b. Designation of the contractor personnel primarily responsible for safety and health at the project site.
c. A description of how the contractor safety duties will be performed on the project. At a minimum, these duties will consist of:
A pre-work review of appropriate activity hazard analysis, to be reviewed with each worker.
Regular safety training for the workforce.
Frequent and regular checks for compliance with contract safety requirements by contractor and subcontractor workforce.
Daily records providing factual evidence of quality control activities for safety performance and state the following: items/areas checked, the results, and any instructions or corrective actions.
