About this file
This is a Questions & Answers document for solicitation FA813925Q0002 regarding Access Control System Equipment for the Department of the Air Force Materiel Command Air Force Sustainment Center.
The Q&A clarifies that this project involves upgrading an existing Genetec security system rather than installing new cameras. The current system supports 5 Security Desk connections (4 in use), 55 camera connections (52 in use), and 124 readers (110 in use). Key requirements include: HID/PIV badge readers, REX and door contacts must be provided by the contractor; electronic door strikes are already purchased; all doors have conduits running to the comm room for ACS/IDS panels; the system will run on a local server with SDN providing workstations (only badge printer needed); no CSEIP or NICET IV certification requirements; and one existing door must be integrated into the new access control system. Drawings and specifications are provided, including door hardware details and ACS specifications. The project does not require UL2050 compliance as the alarm system already exists and will be updated by the base alarm shop.

Questions and Answers
1. Are the cameras connecting into the Genetec system, if so how many cameras will be tying into the system? This contract will tie into an exist Genetec system, cameras are already on the system. No cameras will be installed as part of this contract. Our intent is to upgrade the system/licenses to handle the appropriate amount of doors Currently the Genetec Security Desk license supports 5 Security Desk connections, 55 camera connections and 124 readers. We are currently using 4/5 security desk connections, 52/55 camera connections and 110/124 readers.
2. Are the cameras going to be recorded locally or on the server in the building, if it is locally what are the requirements for recording and what are the cameras specifications? All current cameras are locally stored on a video archiver.
3. There is not a requirement for the physical security system with access control to be designed and approved by a Registered CSEIP (Certified System Engineer ICAM PACS) in order to ensure effective implementation and compliance with federal requirements, prior to submission to the Contracting Officer. Please confirm if a Registered CSEIP will be added as a requirement to the solicitation. This is not required
4. There is not a requirement for the Fire Alarm Plans to be designed, reviewed, and approved by a minimum NICET IV Fire Detection Engineering Technician prior to submission to the AHJ.
Please confirm if a NICET IV will be added as a requirement to ensure code compliance. Not a requirement. Fire detection is a separate system.
5. What will the Genetec GSC number that this site will be attached to: Our current VAR is under Orion however OESCO Infosys are the ones that completed the project, but the VAR was never changed. Infosys has reached out expressing a desire to update it for us.
will this run on a network that can connect to the existing Directory or will this be a standalone system? This will run on a local server
6. Will we need to provide a server or client machine?
During the site visit one client was spoken of in the front security room, is that correct?
SDN can provide a workstation so a badge printer will be the only item needed.
7. Will Div 08 be supplying the electronic locking hardware or any peripheral devices?
Most single door frames that were installed were prepared for mortise style strike locks, most double doors had ept pockets? Electronic door strikes are already purchased, please see the door hardware. Company will need to provide badge readers, REX and door contacts.
8. All doors looked to have home run conduit ran to each door (100%) conduit?
conduit required, if needed? All doors should have conduits home ran to the comm room where ACS/IDS panels will be placed. ACS contractor will only be responsible for minor corrections if needed, ie rough-in connection box above door is 12 inches away from where it is needed.
Will the EC be connecting the Headend Enclosures to the Cable trough that all homeruns are piped to? Not sure what is EC referring to.
9. Will these readers need to be a specific brand/model?
One HID signo was noticed, we imagine these will need to be PIV class? Yes, they should be HID/PIV.
10. Are any existing doors with access control readers/hardware staying or will they need to be removed? If so, by the contractor or government? One door is staying and will be needed to be tied back into this areas ACS.
11. The POC onsite mentioned that this space was "Open Storage", will we need to run this project as a UL2050 project? No, Alarm system already exist, and update will be completed by base alarm shop.
