About this file

This is a Questions and Answers document for solicitation FA813925Q0002 regarding Access Control System Equipment, issued by the Department of the Air Force Materiel Command Air Force Sustainment Center.

The project involves upgrading and expanding an existing Genetec security system. The current system has 5 Security Desk connections (4 in use), 55 camera connections (52 in use), and 124 readers (110 in use). The scope includes 15 total doors - 14 new doors requiring access control system (ACS) installation and one existing door that needs to be integrated. Key requirements include: HID/PIV badge readers, badge printer (Fargo DTC1250e), conduit runs to a comm room for ACS/IDS panels, and Genetec software license upgrades to accommodate growth (System ID GSC-190821-580480). No new cameras will be installed, and electronic door strikes are already purchased. The contractor must provide badge readers, REX sensors, and door contacts. The system will run on a local server, and a workstation will be provided by the government. A CSEIP certification is not required, and fire detection is handled by a separate system.

Questions and Answers

1. Are the cameras connecting into the Genetec system, if so how many cameras will be tying into the system? This contract will tie into an exist Genetec system, cameras are already on the system. No cameras will be installed as part of this contract. Our intent is to upgrade the system/licenses to handle the appropriate amount of doors Currently the Genetec Security Desk license supports 5 Security Desk connections, 55 camera connections and 124 readers. We are currently using 4/5 security desk connections, 52/55 camera connections and 110/124 readers.

2. Are the cameras going to be recorded locally or on the server in the building, if it is locally what are the requirements for recording and what are the cameras specifications? All current cameras are locally stored on a video archiver.

3. There is not a requirement for the physical security system with access control to be designed and approved by a Registered CSEIP (Certified System Engineer ICAM PACS) in order to ensure effective implementation and compliance with federal requirements, prior to submission to the Contracting Officer. Please confirm if a Registered CSEIP will be added as a requirement to the solicitation. This is not required

4. There is not a requirement for the Fire Alarm Plans to be designed, reviewed, and approved by a minimum NICET IV Fire Detection Engineering Technician prior to submission to the AHJ.

Please confirm if a NICET IV will be added as a requirement to ensure code compliance. Not a requirement. Fire detection is a separate system.

5. What will the Genetec GSC number that this site will be attached to: Our current VAR is under Orion however OESCO Infosys are the ones that completed the project, but the VAR was never changed. Infosys has reached out expressing a desire to update it for us.

will this run on a network that can connect to the existing Directory or will this be a standalone system? This will run on a local server

6. Will we need to provide a server or client machine?

During the site visit one client was spoken of in the front security room, is that correct?

SDN can provide a workstation so a badge printer will be the only item needed.

7. Will Div 08 be supplying the electronic locking hardware or any peripheral devices?

Most single door frames that were installed were prepared for mortise style strike locks, most double doors had ept pockets? Electronic door strikes are already purchased, please see the door hardware. Company will need to provide badge readers, REX and door contacts.

8. All doors looked to have home run conduit ran to each door (100%) conduit?

conduit required, if needed? All doors should have conduits home ran to the comm room where ACS/IDS panels will be placed. ACS contractor will only be responsible for minor corrections if needed, ie rough-in connection box above door is 12 inches away from where it is needed.

Will the EC be connecting the Headend Enclosures to the Cable trough that all homeruns are piped to? Not sure what is EC referring to.

9. Will these readers need to be a specific brand/model?

One HID signo was noticed, we imagine these will need to be PIV class? Yes, they should be HID/PIV.

10. Are any existing doors with access control readers/hardware staying or will they need to be removed? If so, by the contractor or government? One door is staying and will be needed to be tied back into this areas ACS.

11. The POC onsite mentioned that this space was "Open Storage", will we need to run this project as a UL2050 project? No, Alarm system already exist, and update will be completed by base alarm shop.

12. Will drawings be provided?

See attached drawings and specifications:

1. 206 - 08 71 00 Door Hardware, Lines 284, 286-290

2. ACS A-601

3. ACS ET401

4. ACS EY101_501

13. Is this going on an existing Genetec ID or is this stand alone? Existing Genetec system

14. Is there an existing Genetec Security Center system in place that this project will be added to? Yes

15. Page 1 of 14, 3.1 General, 3.1.6 Upon completion of training, the Contractor shall provide proof of Vindicator certification and training NLT 5 calendar days after completion of training. (CDRL A002).

Will the vendor be disqualified if they cannot provide Vindicator certification and training? Should be Genetec Security Desk/Config tool training, No will not disqualify.

Could you clarify the term certification, are you looking for manufacture certification or certification that the individuals were trained? End-user training if able to provide

1. Genetec does offer end-user certification training, but the individual travels to the manufacturer for that training.

16. Power for the access control system being required to be hardwired or will industry-standard power connections be acceptable? No requirement. Either will work.

17. If the Genetec Advantage (SMA) is expired do you want the renewal included in the proposal?

Yes, as far as software is concerned. We need to bring our current system up to date, and make sure that we have the right license to cover future growth to include this installation.

18. Additional Security Center licenses

Page 2 of 14, 3.1 General, 3.1.9 Contractor shall provide and update the system with additional 30 Security Center licenses.

Page 3 of 14, 3.3 Installation, 3.3.3 Contractor shall provide and update the system with additional 30 Security Center licenses.

1. What Genetec Security Center licenses are being requested? Genetec licenses everything. Current System ID is GSC-190821-580480, need license to expand clients, cameras and readers

19. Statement pertaining to The Contractor shall provide a full list of all items to be installed NLT 14 days after site visit, is the site visit referred here the be a pre-bid site visit or a post-award site visit? This site visit is post-award. Additional pre-bid site visits will not be held.

20. It was mentioned during the site walk that a client needed to be added, do you have any specifications or requirements that this client must meet? Must have badge printer to match current system. Fargo DTC1250e. Computer will be provided by unit, but will need client to be added to System ID GSC-190821-580480.

21. There are conflicting details and quantities across the following documents:

Could you please confirm which document contains the correct information and quantities to be used for this project? 15 doors total. One currently, with badge reader, will need to make sure it works and tied in with the 14 doors needing ACS.

1. Plan Drawing (EY-101)

2. Door Schedule Drawing (EY-601)

3. Division 8 Door Hardware Submittal document

4. Reference to one existing door that would be included.

22. It has been stated that the existing system must be upgraded. To accurately estimate the equipment upgrade, we need:

Details on the types and quantities of equipment requiring the upgrade. Equipment should not need upgrading, current system will need to be upgraded to run additional doors, client and cameras.

The System ID to determine the necessary software updates. System ID is GSC-190821- 580480

23. We understand that other integrators are listed as the current VAR; however, it has come to our attention that the system was initially installed by a local integrator in 2020–2021. They have indicated that the system was not pivCLASS at the time of installation.

Could you confirm if the system has been upgraded to pivCLASS since installation?

Current readers used are AC-HID-READER-SIGNO-40NKS-T0-000000. If able would like to ensure that new readers for this contract will be pivCLASS, at some point we will be upgrading all readers but would like to set this area to pivCLASS if able.

If not, this would likely require a significant upgrade from Weigand/iCLASS to pivCLASS.

24. Noticed a discrepancy between the brand name justification and the Q&A posted on 12/5.

The brand name justification attachment references:

In the Q&A you said a CSEIP is not required. However, CSEIP is a requirement for the

FIPS 201 in order for it to be fully FIPS compliant. Please confirm if the system is required to be FIPS 201 compliant or if it is not required to be FIPS compliant.

Not sure. Do not believe current Genetec system meets FIPS 201 and never have been told that it must meet this requirement.

25. Submittal for Finished Hardware 08 7100, Set 3.1 Opening# 179 Electrical 179 from Corridor M indicates in the note that all other access control and/or security materials by others. Floor plan EY101 does not indicate access control or low-voltage security hardware.

Does this need to have access control and be included in the proposal?

1. No, the door to room 179 will not need access control

26. Submittal for Finished Hardware 08 7100, Set 3 Opening# 172 Mechanical 172 to Mechanical 170 in the 087100 note. Note that all other access control and/or security materials were provided by others. Floor plan EY101 does not indicate access control or low-voltage security hardware.

Does this need to have access control and be included in the proposal?

1. No, the door to room 172 will not need access control

27. Doors 184A and 184B on EY101 show access control. The submittal for Finished Hardware 08 7100, Set 12 does not include any door locking hardware.

Will the door hardware contractor provide and install electrified door locking hardware?

1. Yes, the doors (184A and 184B) will have electrified door locking hardware.

We will follow up with the contractor to make sure this is the case.
