About this file
This is a Consultant Schedule Evaluation Guidelines Worksheet issued by the Florida Department of Transportation (FDOT) used to assess consultant performance on transportation projects. The worksheet provides standardized criteria for FDOT Project Managers to evaluate consultants on their ability to maintain project schedules and submit deliverables on time. The evaluation focuses on two primary performance areas: Project Submittals (weighted at 70% of the total score) and Status Reports/Schedule Updates (weighted at 30% of the total score). Project Submittals are assessed based on the consultant's ability to meet critical path items including public workshops, draft documents, public hearings, final documents, Bridge Development Reports, Pond Siting Reports, Bridge Hydraulic Reports, right-of-way maps, and overall project milestones such as Production Date and Location and Design Concept Acceptance. Status Reports/Schedule Updates are evaluated on the consultant's provision of thorough and timely monthly schedule updates, provision of look-ahead planning for upcoming tasks requiring Department involvement, suggestions for mitigating schedule delays caused by external factors, and responsiveness to schedule changes required by the Department or outside agencies.
The evaluation uses a five-point performance rating scale ranging from Outstanding Performance (5) to Unacceptable Performance (1), with ratings permitted in 0.5 increments. Comments are mandatory for all scores below 3 or above 4, though comments are encouraged for all rated items. The worksheet includes specific performance measure guidelines for each rating level that define expectations for consultant conduct and deliverable quality. FDOT Project Managers are responsible for completing evaluations and inputting scores into the internal FDOT Consultant Evaluation application accessible at https://psice.dot.state.fl.us/. A total weighted score is calculated only after all sections receive ratings, and this worksheet serves as backup documentation for evaluation discussions and official evaluation records.
