About this file

The document is a Request for Statements of Qualifications (RSQ) issued by the City of Fort Myers, Florida, in collaboration with the Florida Department of Transportation (FDOT) for a Downtown Pedestrian Mall and Micromobility Feasibility Study (Project Number 451523-1-18-01). The study seeks a consultant to conduct a two-part feasibility investigation into Bicycle and Pedestrian Only Street and Micromobility opportunities, aligned with the City's Comprehensive Plan's Complete Streets objective. The project aims to explore transportation alternatives that can reduce greenhouse gas emissions in the Downtown and Midtown districts. The solicitation was released on February 5, 2025, with a pre-submittal meeting scheduled for February 12, 2025, and proposals due by March 6, 2025, at 2:00 pm. The project is expected to be completed within 18 months after the Notice to Proceed, with a proposed City Council approval date of April 21, 2025.

The feasibility study will be funded through local and potentially federal sources, with the consultant required to verify compliance with various federal guidelines, including FEMA financial assistance requirements. The project has a comprehensive scope that includes data collection, traffic analysis, stakeholder interviews, transportation management planning, and conceptual design development. The City will evaluate submissions based on two primary criteria: Approach to the Project (45% of total score) and Experience of the Firm and Qualifications of Assigned Personnel (55% of total score). Proposers must demonstrate expertise in urban planning, transportation engineering, and micromobility technologies, with a focus on innovative solutions for integrating bicycle and pedestrian infrastructure. The study will specifically explore potential street conversions, micromobility vendor integration, and infrastructure recommendations for emerging transportation technologies.
