About this file
This is a Construction Contract Project Manual document issued by the State of Florida Department of Military Affairs for the Cocoa REVAMP project (Project Number 224006), a full facility sustainment initiative located at 308 North Fiske Boulevard, Cocoa, Florida. The manual provides non-technical specification sections and supplementary conditions for construction projects valued between $200,000 and over $500,000. The project involves comprehensive maintenance, repairs, and lifecycle replacement work for a 16,250 square-foot Readiness Center and supporting assets, encompassing general building envelope sealing, interior maintenance and repairs, replacement of latrines and fixtures, electrical system repairs or replacement, water system repairs or replacement (including potable/non-potable, sewage, irrigation, and fire suppression systems), HVAC system repairs or replacement, fire alarm systems, communications systems, window repairs, fencing and gate work, lighting systems, anti-terrorism-force protection measures, drainage and grading, and facility signage. The solicitation was released on April 20, 2026, with a non-mandatory pre-bid meeting and site visit scheduled for May 13, 2026, at 10:00 a.m. The deadline for final questions is May 22, 2026, at 12:00 p.m., with the final addendum published by May 28, 2026. Sealed bids will be publicly opened on June 17, 2026, at 2:00 p.m. at the Robert F. Ensslin National Guard Armory in St. Augustine, Florida. Substantial completion is required within 210 calendar days of the Notice to Proceed.
The estimated construction cost is $2,800,000, with contract award granted to the lowest responsive and responsible qualified bidder. All bids exceeding $100,000 require submission of a bid bond or certified check equal to five percent of the total bid as a good faith deposit, along with Performance Bonds and Labor and Material Payment Bonds equal to 100 percent of the accepted bid amount. Liquidated damages are assessed at $285.71 per calendar day for delays beyond the 210-calendar-day completion deadline. Qualified bidders must hold current state contractor licenses under Florida Statutes Chapters 399, 455, 489, and 633, and submit the Form FNG 5085 Contractor's Experience Questionnaire with financial statements. The contractor is responsible for all costs associated with required insurance, bonds, site security (24 hours daily), temporary utilities, field office establishment and maintenance, and obtaining all necessary building permits and associated fees, with the exception of the State Fire Marshal permit which the Owner will obtain and pay. The selected contractor must register with the Florida Department of Management Services MyFloridaMarketPlace Vendor Registration System prior to contract execution. There are no identified set-aside restrictions limiting bidder participation, though minority and veteran-owned business enterprises are specifically encouraged to participate. All employees and agents performing work at Department of Military Affairs-owned or managed facilities are subject to criminal history background checks, and contract award is contingent upon availability of funding and annual appropriation by the Legislature.
