Addendum #1 Summary: COCOA REVAMP Project

This is Addendum #1 to the competitive sealed bid solicitation issued by the Florida Department of Military Affairs, Construction & Facility Management Office (CFMO) for Project 224006, the Cocoa REVAMP facility sustainment initiative. The addendum addresses 53 requests for information (RFI) and clarifications submitted by prospective bidders regarding the scope of work for the 16,250 square-foot Readiness Center and supporting assets located at 308 North Fiske Boulevard, Cocoa, Florida. Key clarifications include confirmation that contractors must obtain all required permits and include permit costs as a separate line item in the schedule of values; revised specifications for alternate bid items (ABI), particularly the addition of ABI #15 for the FE-7 Chain-Link Fence System and Jersey Barriers Relocation; confirmation that the project will not pursue LEED certification despite the inclusion of a LEED checklist as a design guideline; and detailed guidance on environmental hazard assessments, with all known asbestos, mold, and lead reports attached. The addendum was issued on May 28, 2026, with the original pre-bid meeting and non-mandatory site visit held on May 13, 2026, and the deadline for final questions set at May 22, 2026. Sealed bids are scheduled to open on June 10, 2026, at 2:00 p.m. at the Robert F. Ensslin National Guard Armory in St. Augustine, Florida.

The addendum provides extensive technical clarifications across multiple disciplines including architectural, mechanical, electrical, plumbing, and fire suppression systems. Notable pricing and scope clarifications include confirmation that the contractor is responsible for moving furniture and equipment as work progresses; temporary cooling is not required during HVAC replacement; port-o-let facilities only (no temporary shower trailers) must be provided; and no temporary security fencing is required for material laydown areas. The contractor must provide 24-hour security for areas after normal working hours within the perimeter fence, utilizing only existing cameras at the main front entry. Contractors must submit detailed bid breakouts by CSI division including all labor and material costs, and bids exceeding $100,000 must include a bid bond or certified check equal to 5% of the total bid. Performance and Labor and Material Payment Bonds equal to 100% of the accepted bid are required by Florida Statute 255.05(1)(a). Award will be made to the lowest responsive and responsible qualified bidder, with substantial completion required within 210 calendar days of the Notice to Proceed, subject to liquidated damages of $285.71 per calendar day for delays.

The following items were noted:

1. Response Required: Submit fire alarm shop drawings that are in substantial technical agreement with the fire alarm design by the design professional of record; the fire alarm contractor shall be licensed for the scope of work and shall provide two copies each of: (a) Plan depicting locations of all panels, devices (with device specific information) and other components as applicable. (b) Device, component and panel specifications (c) A riser diagram showing all components. (d) Wiring notes or schedule. (e) Power calculations with standby power values. (f) If this is a new system or substantially modified, provide a complete sequence of operation to include method of communication. Shop drawings shall conform to the minimum required items listed in NFPA 72 (2019) 7.2.1. Shop drawings shall be approved by SFM plans review before installation of system. Submit a copy of contractor's current licensure with shop drawings.

2. Response Required: On sheet P1.1, verify carbon monoxide detectors will be installed near the new water heaters per NFPA 72 section 17.12.1

3. Response Required: Two-Way Radio Communications Enhancement System. NFPA 1:11.10.1 (FL Specific Amendment effective 4/22/22) In all new and existing buildings, minimum radio signal strength for fire department communications shall be maintained at a level determined by the AHJ and based on the existing coverage levels of the public safety communication systems utilized by the jurisdiction, measured at the exterior of the building. 11.10.1.1 (FL Specific Amendment effective 4/22/22) Where existing coverage at the exterior of the building does not meet or exceed delivered audio quality of 3.4 or greater for analog or digital systems, two-way radio communication enhancement systems shall not be required. See also Florida Statute 633.202(18) for exceptions, additional information and requirements.

4. Response Required: If it is determined that a radio enhancement system is required, plans for the radio enhancement system shall be submitted prior to installation that include details confirming compliance with NFPA 72 and NFPA 1221. Typically, these plans (shop drawings and specifications) should be submitted for review to the local AHJ who has jurisdiction over the first responders that would respond to the building, not the State Fire Marshal. If installation of the system is part of a construction project, the building should not be occupied until the system has final approval and is operational. The building OWNER/AGENCY is responsible for ensuring compliance with these requirements and for submitting a copy of the final testing report and a final inspection report (from the local AHJ) to the State Fire Marshal Plans Review Section for record.
