About this file

This is a Questions and Answers (Q&A) document addressing vendor inquiries related to BOAST RFOP PANDTA-26-P-033259 for a Cradle Assembly procurement.

The solicitation is issued by Army Contracting Command - Detroit Arsenal (ACC-DTA) under the Basic Ordering Agreement Sustainment Track (BOAST) program as a Total Small Business Set-Aside. The requirement is for 53 units of Cradle Assembly (NSN 1005-01-584-8639, Part Number 12521588) with a 100% option at 365 days, FOB Destination, NAICS code 332994. The item is export-controlled and requires vendors to possess Joint Certification Program (JCP) certification to access the Technical Data Package (TDP) via SAM.gov. The original solicitation deadline was extended via Amendment 0001 from August 19, 2026 to August 28, 2026. The Q&A document addresses ten vendor inquiries covering: TDP access procedures through SAM.gov rather than DLA DIBBS; location of missing component drawings within the TDP file structure (Technical Data Package > EH6C0370EH_00 > Images > 00); three separate requests for solicitation deadline extensions, all denied with language indicating potential future reconsideration; technical clarifications regarding drawing discrepancies, including Item 11 (Key Ring) leader line positioning on Drawing 12521588 that requires correction via Engineering Change Proposal, and confirmation that "free of paint" requirements apply only to paint, not phosphate coating per MIL-STD-171 Finish 5.3.2.3.

1We are new to the BOAST program and wanted to inquire on how to get the technical data so we can quote some of these opportunities. When I search the NSN listed in the opportunity in DLA DIBBS, nothing shows up. We have a BOA and the JCP. Are we supposed to request the technical data directly from you? I would really appreciate your guidance. You would request the TDP access directly via SAM.gov. Please ensure you are not using DLA DIBBS as this procurement is with Army Contracting Command [ACC]. As long as the person requesting access is listed as a data custodian on JCP, and JCP is active, you should get approved.
2We got the assembly drawing fro the Carddle Assembly. The component drawings seem to be missing, we will need these drawings to quote. The full TDP zip file has been uploaded. Sorry for any confusion.
3Drawing package seems to be incomplete. We've reached out to the Engineers for guidance. More to come.
4We need to request drawings for the following sub-components below.
We only have the top part number drawing and SPI from the TDP download – was it missing, or did we overlook something ? Can you help me please as the supplier is needing this to support our pricing. Please navigate to the Technical data package TDP [2X] >EH6C0370EH_00 [2X] > Images > 00 [2x] > All Drawings should be found here< We apologize for any confusion.
5We respectfully request an extension of the solicitation closing date. An extension of two weeks would provide sufficient time to receive the outstanding vendor responses and submit a well-supported, competitive offer that fully complies with the solicitation requirements.Thank you for your continued interest in the BOAST RFOP PANDTA-26-P-0000 033259.

At this time, we will not be extending the solicitation deadline. Please be aware that circumstances can change, and an extension may be considered at a later date. Therefore, we highly recommend that you continue to develop your proposal to be in the best position possible should the opportunity for a later submission arise.

6 We request a 30-day extension on BOAST RFOP PANDTA-26-P-033259. We have a delay in our sub-tier manufacturer’s ability to provide a quote, limiting our ability to provide a response. This extension will enable broader competition for this item. Thank you for your continued interest in the BOAST RFOP PANDTA-26-P-0000 033259.

We would like to request an extension to submit our quotation until at least 28 August. Would this be an option?

8I am requesting any additional TDP information that is not in SAM.gov. I did retrieve what was available but there seem to be no extractable prints embedded. Please navigate to the Technical data package TDP [2X] >EH6C0370EH_00 [2X] > Images > 00 [2x] > All Drawings should be found here< We apologize for any confusion.
9I’m reaching out regarding the subject solicitation. I wanted to check if there is any possibility that the bid submission deadline will be extended.

I see that the current bid due date is tomorrow, 8/19/26, and I wanted to confirm whether the deadline will remain as scheduled or if an extension is being considered Thank you for your continued interest in the BOAST RFOP PANDTA-26-P-0000 033259.

10 We have technical questions and request clarification in regards to the drawings associated with NSN 1005-01-584-8639:

1. Drawing 12521588, Item 11 (NSN 83511-90494 – Key Ring, Light Weight) The drawing appears to identify Item 11 with an arrow pointing to what looks like a sheet metal subassembly plate rather than a ring. Based on the nomenclature and available information, we understand Item 11 to be a key ring.

Could you please confirm whether the drawing contains an error or if Item 11 (90494) is intended to be a sheet metal subassembly?

2. Drawing 1252160, Note 10 Note 10 states: "Indicated holes and surfaces shall be free of paint."

Could you please confirm whether this requirement applies only to paint, or if it also applies to the phosphate coating specified in MIL-STD-171, Finish 5.3.2.3? 1. Drawing 12521588, Item 11

Item 11 is intended to be the key ring identified in the parts list, not a sheet metal subassembly. The current drawing needs clarification because the leader line for Item 11 was moved between Revision D and Revision F. The leader line should be returned to its original location shown on Revision D.

2. Drawing 12521602, Note 10

The requirement in Note 10 that indicated holes and surfaces be “free of paint” applies to paint only. It does not remove the requirement for the phosphate coating specified in MIL-STD-171, Finish 5.3.2.3. Those surfaces are still required to receive the phosphate coating along with the rest of the weldment.

Corrective Action:

DEVCOM-AC will ensure the drawing is updated via Engineering Change Proposal (ECP) to address the Item 11 leader line issue.
