About this file

This file is a Questions and Answers document related to a BOAST RFOP solicitation for a Cradle Assembly (NSN: 1005-01-584-8639, Part Number: 12521588).

The Q&A addresses five key inquiries from prospective vendors. The primary questions concern access to technical data packages (TDP), specifically how new BOAST program participants obtain TDP access through SAM.gov rather than DLA DIBBS, with requestors needing to be listed as data custodians on an active Joint Certification Program (JCP) account. Multiple vendors reported incomplete drawing packages and missing component drawings, with government responses directing contractors to specific directories within the TDP file structure (EH6C0370EH_00 > Images > 00) where all drawings should be located. One vendor requested a two-week extension to the solicitation closing date to allow time for vendor responses and proposal development; the government declined the extension but indicated circumstances could change and recommended vendors continue proposal development for potential future submission opportunities. The document demonstrates common challenges in the BOAST procurement process related to technical documentation access and timeline management for small business contractors pursuing this Army Contracting Command - Detroit Arsenal opportunity.

1We are new to the BOAST program and wanted to inquire on how to get the technical data so we can quote some of these opportunities. When I search the NSN listed in the opportunity in DLA DIBBS, nothing shows up. We have a BOA and the JCP. Are we supposed to request the technical data directly from you? I would really appreciate your guidance. You would request the TDP access directly via SAM.gov. Please ensure you are not using DLA DIBBS as this procurement is with Army Contracting Command [ACC]. As long as the person requesting access is listed as a data custodian on JCP, and JCP is active, you should get approved.
2We got the assembly drawing fro the Carddle Assembly. The component drawings seem to be missing, we will need these drawings to quote. The full TDP zip file has been uploaded. Sorry for any confusion.
3Drawing package seems to be incomplete. We've reached out to the Engineers for guidance. More to come.
4We need to request drawings for the following sub-components below.
We only have the top part number drawing and SPI from the TDP download – was it missing, or did we overlook something ? Can you help me please as the supplier is needing this to support our pricing. Please navigate to the Technical data package TDP [2X] >EH6C0370EH_00 [2X] > Images > 00 [2x] > All Drawings should be found here< We apologize for any confusion.
5We respectfully request an extension of the solicitation closing date. An extension of two weeks would provide sufficient time to receive the outstanding vendor responses and submit a well-supported, competitive offer that fully complies with the solicitation requirements.Thank you for your continued interest in the BOAST RFOP PANDTA-26-P-0000 033259.

At this time, we will not be extending the solicitation deadline. Please be aware that circumstances can change, and an extension may be considered at a later date. Therefore, we highly recommend that you continue to develop your proposal to be in the best position possible should the opportunity for a later submission arise.
