PACTS II Request for Information (RFI):
Sources Sought Notice and General Information
This exchange is being issued in accordance with Federal Acquisition Regulation (FAR) Subpart 15.201(e) as a Request for Information (RFI). Per FAR 15.209(c), see the following clause:
52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997)
(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
(b) Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
(c) This solicitation is issued for the purpose of developing the DHS acquisition strategy for procuring new Program Management, Administrative, Clerical and Technical Services henceforth referred to as PACTS II.
The current Department of Homeland Security’s (DHS) PACTS Program is a multi-award Indefinite-Delivery / Indefinite-Quantity (IDIQ) Department-wide acquisition initiative for program management, administrative, clerical, and technical services that expires August 2014.
PACTS was competed as a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), and has resulted in task orders worth approximately $649Mil. By the end of the period of performance, it is anticipated that the cumulative obligated value will exceed $1Bil if all options are exercised and all task orders are completed. Going forward, DHS plans on establishing a similar set-aside requirement under PACTS II.
General Information:
The purpose of this RFI is to provide general information on PACTS II to industry and request input from interested parties in the form of a one (1) page, single-sided capability statement and provide responses to several questions. It should be noted that until a formal solicitation is issued, all general information provided in this RFI or subsequent postings is preliminary in nature, and subject to change.
The primary goal of this acquisition is to establish a portfolio of IDIQ contracts for non-information technology (IT) support services that will enable DHS business and program units to accomplish their mission objectives, as well as cross-organizational missions. The procurement will be issued as a total set-aside for SDVOSBs.
Additionally, teaming is always encouraged at DHS. It is anticipated that the solicitation will specify the submission of a maximum of six (6) past performance references. Allowing three (3) https://www.acquisition.gov/far/current/html/Subpart%2031_2.html#wp1095883
PACTS II Request for Information (RFI) references to be that of work performed by a teaming partner or a subcontractor. SDVOSBsare advised that FAR 52.219-27, Notice of Service-Disabled Veteran-Owned Small Business Set- Aside (Nov 2011), would apply wherein at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran-owned small business concerns.
One of the contemplated approaches for PACTS II is that the program would consist of two (2) Functional Categories (FC). FC1 - Program Management, Technical, and Operations Services (OS); and FC2 - Administrative Services. There would be separate IDIQ contracts for each FC grouping.
Sources Sought:
The North American Industry Classification System (NAICS) codes contemplated under this potential approach for PACTS II are identified in Table 1.
