U.S. Department of Homeland Security Washington, DC 20528
June 10, 2014
Prospective Offerors:
Re: Program Management, Administrative, Operations, and Technical Support Services (PACTS
II) Request for Proposal No. HSHQDC-14-R-00009
The Department of Homeland Security (DHS) Office of Procurement Operations (OPO), Enterprise Acquisitions Division (EAD) is pleased to present the Request for Proposal (RFP) No.
HSHQDC-14-R-00009 for the PACTS II program.
With PACTS II, DHS will replace the current PACTS contracts and incorporate lessons learned from the previous five (5) years. As reflected in the attached solicitation, the primary goal of this acquisition is to establish a portfolio of Department-wide Indefinite-Delivery, Indefinite- Quantity (IDIQ) task order contracts for non-information technology (IT) support services that will enable DHS business and program units to accomplish their mission objectives, as well as cross-organizational missions. This procurement will be set-aside for Service-Disabled Veteran- Owned Small Business (SDVOSB) concerns. The subsequent awards will be available for DHS and its components, and will replace the existing PACTS contracts.
Teaming is encouraged. SDVOSBs are advised that FAR 52.219-27, Notice of Service-Disabled Veteran-Owned Small Business Set-Aside (Nov 2011), would apply wherein at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran-owned small business concerns.
DHS intends to award multiple IDIQ contracts from this solicitation under each Functional Category (FC). The North American Industry Classification System (NAICS) codes designated for each FC under PACTS II are identified in the below table.
Functional Category (FC)
Description Primary NAICS Code
Size Standard
FC1 Program Management and Technical Services 541611 $14M
FC2 Administrative and Operations Services 561110 $7M
