Re: PACTS II Industry Day Attendee List and Slide Presentation
The Department of Homeland Security (DHS) Office of Procurement Operations (OPO), Enterprise Acquisitions Division (EAD) held an Industry Day on Thursday, April 10, 2014 and Friday, April 11, 2014 for the Program Management, Administrative, Operations, and Technical Support Services (PACTS II) program.
The PACTS II Industry Day was held in Washington, DC at the Homeland Security Acquisition Institute (HSAI) located at 90 K Street NE. The event was split into two (2) sessions each day, with each session lasting approximately 2 hours. Each session covered the same information. This notice includes the list of Session One (1) through Session four (4) attendees and briefing materials which identify presenters.
During the Industry Day, senior DHS procurement officials provided an overview of the PACTS II requirement. The DHS met its main objective Industry Day in providing a forum for the Service Disabled Veteran Owned Small Business (SDVOSB) community to better understand the PACTS II requirement.
Additionally, Industry Day promoted the sharing of ideas for increased effectiveness of the government and industry, and offered networking opportunities to the SDVOSB community.
The Questions, Comments, and Government Responses received during the two-day event will be combined with those received through the April17, 2014 deadline of the industry comments for the draft RFP. A consolidated listing of all relevant questions and comments with government responses is anticipated to be publicized no later than Wednesday, April 30, 2014 on www.fbo.gov.
Please note that attendance at the PACTS II Industry Day is not be a prerequisite for submitting an offer.
We appreciate the SDVOSB community, their interest in the PACTS II program, and their potential participation in this event.
Sincerely, LaShonda C. Keith Contracting Officer Office of Procurement Operations

• Offerors are encouraged to propose at or below labor hour prices from existing contracts which have been already determined fair and reasonable
• The Government will also evaluate the proposed rates using proposal analysis techniques consistent with FAR 15.404-1.
• PRICE EVALUATION OF OPTIONS - Section M.4.5.1
• Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement
