Questions and Answers – Amendment #000006 July 27, 2017
NOTE: The following is not a complete list of responses for questions submitted to date. Further responses will be incorporated in additional amendment(s).
1. On Drawing E2.21, Keynote #4 and Keynote #13 seem to differ in the actual location of the data connections for the ceiling mounted projector. Please verify if Keynote #13 is (located on drawing E2.21 at grid 2.15X2a) is illustrating a conduit from the wall mounted voice/data outlet to continue to the ceiling mounted data outlet shown as Keynote #4. Please verify.
AE DESIGN: The data connections for the ceiling projector are shown with Keynote #4. Keynote #13 describes the requirements at the wall. The network cables should be run to the IT room in this building (room 208). AV cables run between the projector and wall.
2. On Drawing E3.21, the telecom icon indicates “4” cables to the floor box. Please clarify the following:
a. Is this to be “2” voice and “2” data? Please verify the “4” cable connection requirement.
AE DESIGN: No, all (4) cables are data.
b. There are “4” cables indicated next to the telecom icon in Conference Room 309. However, Keynote #3 indicates “1” Tele/Data connection. Please clarify which is required.
AE DESIGN: The keynote is incorrect. Four (4) CAT6 cables are required at this location.
c. Keynote #16 indicates: Indicates to provide (1) HDMI; (1) HD15/VGA; (1) Stereo Mini 1/8” TRS Jacks. Is this meant to provide ‘only’ the connection jacks in the face plate? Or, are we required to provide and install the associated cables as well? Please clarify.
AE DESIGN: The cable is within the scope as well.
d. Does Keynote #16 relate to the wall telecom outlet or to the termination being within the ceiling mounted telecom outlet? Please clarify.
AE DESIGN: Keynote 16 refers to the wall telecom outlet.
3. On Drawing E7.2 “Data Equipment,” F5 requires the Fiber Optic Patch Cords to be “Aqua”. However, all other project specifications and drawings require “Single Mode 9/125um (OS2) fiber optic cabling.
The industry standard for color coding Fiber Optic cable is” Orange for Multi-Mode 62.5/125; Aqua for Multi-Mode 50/125; Yellow for Single-Mode 9/125. Please confirm that you actually want “Aqua” fiber-optic patch cords made as “single-mode” fiber optic. That will be a custom order and is against the Industry Standards for Fiber Optic Cable. Please verify.
AE DESIGN: This is an error. Yellow is correct.
4. The project specifications for Division 27 – Communications state that “All work-station drop points are to have home-run conduits back to the IT room in each building. Please clarify and verify is this actually the plan. None of the drawings seem to indicate these conduits. The only verified conduits seem to be the underground inter-building on Drawing E1.1 and E1.2.
AE DESIGN: The specifications are accurate. All work station drop points shall have home-run conduits back to the IT room in each building to comply with NPS standards.
5. Please inform us of the type of telephone system planned for the facilities. Is it “Digital or VoIP”?
Are the voice cables that are specified to be terminated on Category-6 110 blocks to be wall mounted or rack mounted? Please verify.
AE DESIGN: Telephone system is to be VOIP. Cables to be terminated on rack-mounted patch panels.
Category-6 110 blocks shall be provided by the contractor for analog phone lines as specified on E6.10 –
TELECOM DIAGRAM.
6. Section 27 15 13(2.5)(J)(3) specifies “Bronze” face plates to match existing. There seems to be no availability of “Bronze” color telecom face plates. Would Stainless Steel be acceptable as face plates?
AE DESIGN: Coordinate with Contracting Officer, however the anticipated face plate color for all devices is white. Please disregard the bronze.
7. Since this project includes Bldg. 49, Bldg. 65 and the Auto Repair building, are the submittals to be one blanket proposal for the entire project? Or, broken down per building?
The price proposal must be broken down per building. The technical submittals do not need to be broken out per building.
8. Drawing E6.10 indicates Cat6 plenum cable to be run within “conduit 21” on drawings E1.1 and E1.2.
Conduit 21 listed on Drawing E1.1 measures to be 520’. This distance is way beyond the max.
performance distance for Cat-6 cable. Conduit 21 on drawing E1.2 measures to be 260’. This is very close to the max. performance distance for Cat-6 cable. Please also keep in mind that a minimum of 20’ must be added to each end of each cable to allow for proper IT room routing and terminations. Please advise.
AE DESIGN: Thank you. This will be adjusted. Please anticipate 1” conduit and wiring to the roof of Building 65 for an Assa Abloy Aperio Hub (or approved equal) for connection between gate controller and wireless card reader. Anticipate a wireless card reader for access control at both of the entry gates, Securitron R100 Reader or approved equal.
9. Although “riser-rated” cable is permitted to be installed in some areas, it is our standard practice to install all plenum cable throughout a project. Is this installation approach acceptable for this project?
AE DESIGN: Accepted.
10. Drawing E7.12 indicates Tag 12 to be communications. Is this equipment existing or a new installation? Are the RS232, RS 422, and RS 485 connection appliances included as part of the Astra Pump System or are they to be provided by the communications contractor?
AE DESIGN: Please disregard the RS 232, RS 422, RS 485, and Telephone devices (these will be removed from the drawings). Provide an Ethernet connection using CAT 6 cable from the Server Rack in the Building 49 IT Room to the Astra Pump System.
11. Drawing E7.12 indicates TAG 12 as communications components. However, there is no reference to these on drawing E6.10 Telecom Diagram. Keynote 6 on drawing E1.1 mentions a conduit running from Bldg 49 to the Disconnect and continuing to the Astra Pump system but mentions nothing about communications cable. Please clarify exactly where the communications cable for the Astra Pump system is to be run to and from.
AE DESIGN: See answer above, provide CAT 6 cabling from Server Rack in Building 49 to the DSC and from the DSC to the Fuel Management System.
12. Please provide Revit Model and CADD files.
CADD files will be made available to the successful bidder following award.
13. Please confirm the Revit Model and CADD files will be made available upon award.
CADD files will be made available to the successful bidder following award.
14. Specifications Page 2 - Table of Contents and Drawing A1.00, Page 2 of the Table of Contents of the specifications lists Section 11 11 46 Closed Loop Vehicle Washing System. This section is not referenced anywhere else in the specifications. There is a new wash station shown on Drawing A1.00 and references the civil drawings. This wash station is shown on the civil drawings as a concrete pad with a drain but is not a closed loop system. Please provide specifications for the closed loop system if it is required or confirm that the wash station only consists of the concrete pad and drain.
Martin/Martin: The wash station only consists of a concrete pad and drain as shown on drawings C1.0 and C1.2. The Table of Contents listing of section 11 11 46 is an error and can be disregarded.
15. Drawings M7.60, Per key note 1 on M7.60, please provide the name and contact information of the local propane supplier. The information is requested in order to coordinate the installation and piping of the new 2,000-gallon underground LPG tanks.
There are several local propane suppliers. The park currently has a service contract with AmeriGas for propane supply. However, any of the local propane suppliers are allowable for use on this contract for tank installation and certification.

[360 Engineering] The contractor shall provide first and second stage regulators. Provide first stage regulators as Follin Flo Controls model LV4403TR96. Provide second stage regulators as Follin Flo Controls model LV4403B66.
18. Drawing sM7.60, P2.23, P4.23, M7.60 calls for a 1” underground PE coated pipe between the underground propane tanks and gas meters outside Building #49 & Auto Shop Building. P2.23 & P4.23 call for a 3” service pipe before the gas meters. For estimating purpose, please clarify if we are pricing 1” or 3” underground pipe run between the gas tanks and the individual buildings.
[360 Engineering] Each building shall have a 1” line from the tank to the meter, and a 3” line within the building. See snippets below for clarity.
Building 49 Plan and note:
Auto Shop Plan and Note:
19. Silt fence installation detail on Drawing C4.5 shows the silt fence penetrating the ground 6”. Please confirm this same detail applies to silt fence to be installed in Archaeological Sensitive Areas.
Martin/Martin: Silt fencing should be buried 6” into the ground to perform properly. That being said, the silt fence shown on the erosion control plans is a graphical representation of where fence should be located. Contractor should locate silt fence as needed to accommodate site logistics, construction timing, etc. and should avoid the Archaeological Sensitive Areas unless absolutely necessary.
20. Drawing E2.21 - Note 4 E3.21- Note 1, both state that the projector is by contracting officer. Please confirm all video projectors are to be owner furnish and installed.
AE DESIGN: Video projectors are all NPS (owner) furnished and installed.
21. Are you going to need special inspection services for this project or will you be providing your own?
Special inspection services shall be provided by the Contractor as included in the attached Statement of Structural Tests and Special Inspections.
22. We would like to request further information regarding the material storage bin located beside the covered parking structure. Referring to drawing C1.0, we are unable to find the proper material type to be used as the base flooring pavement for the material storage bins. Please provide a section through the materials storage bin which includes the pavement design.
Martin/Martin: Pavement below the Material Storage Bins is 6” reinforced concrete; refer to sheet C1.3 for pavement section. Please note that pavement below the adjacent covered storage area is also concrete, please refer to structural sheet S5.21 (detail typ. Covered parking slab) for call-out.
