1.0 INTRODUCTION

This report presents the results of a Supplemental Hazardous Materials Building Survey completed by Mabbett and Associates, Inc. (Mabbett®) on the interior and exterior of Building No. 65 located within the boundaries of the Sandy Hook Unit of the Gateway National Recreation Area (Gateway NRA) on Kearney Road in Sandy Hook, New Jersey. The Hazardous Materials Building Survey was conducted by Mabbett as a subcontractor to DHM Design (DHM) under Contract No. P15PC00039, Task Order No. P16PD00163, dated 3 February 2016 and modified 6 June 2017, in support of DHM’s A/E Northeast Region Indefinite Quantities Contract for design services for design development and construction documents (DD/CD) with the National Park Service (NPS). This survey is supplemental to limited Asbestos Containing Building Material Survey completed by Environmental Connection, Inc. (EC), report dated 28 July 2008. The objective of the survey was to quantify the volume of hazardous materials within the interior and exterior of Building No. 65 so that an abatement scope and associated cost can be incorporated into DHM’s design documents being developed for building rehabilitation. Building No. 65 was vacant at the time of the survey.

The Hazardous Materials Building Survey was comprised of three primary project tasks including:

▪ Evaluation of previous survey data and existing site conditions and formulate a sampling plan.

▪ Site survey to collect building material samples for laboratory analysis.

▪ Development of this Supplemental Hazardous Materials Building Survey Report.

The site survey for building material sampling purposes was performed by Mabbett personnel on 8 June 2017.

Mabbett inspectors were trained pursuant to Title II of the Toxic Substance Control Act, 15 U.S.C 2646. This project deliverable is supported by a series of tables, figures and appendices that are imbedded within this report or provided as attachments.

1.1 Project Location and Building Description

Building No. 65 is the former Store House and is located within the boundaries of Sandy Hook Unit of Gateway NRA in Sandy Hook, a barrier spit in Middletown Township, Monmouth County, New Jersey. The Sandy Hook barrier spit is approximately 6 miles in length and varies in width from 0.1 to 1.0 mile along the northern end of the Jersey Shore. Sandy Hook is surrounded by Sandy Hook Bay to west and encloses the southern entrance of Lower New York Bay south of New York City, protecting it from the open waters of the Atlantic Ocean to the east. A site locus map illustrating the Sandy Hook barrier spit is provided as Figure L-1. Building 65 is situated in the northeastern portion of the Sandy Hook barrier spit along Kearney Road. The structure is surrounded to the north, east, and south by sparse woodlands and to the west by a series of structures that abut Kearney Road. A Site Plan depicting Building 65 and the immediate surrounding areas is presented as Figure L-2.

Building No. 65 was reportedly built in the early 1900s during construction of the actual Fort. The building, approximately 2,300 square feet in size, consists of a two-story brick structure with a wood framed roof on a block foundation with crawl space basement, and is finished with brick siding and a pitched slate roof. The majority of the interior finishes consist of painted block and brick walls, ceilings, timber columns and wood floors. A walkthrough of the building conducted by Mabbett did identify some gypsum wallboard walls, ceiling tiles, and floor tile finishes. The building was vacant at the time of the survey and inhabited by racoons, which have caused considerable damage to ceilings throughout the 1st floor.

1.2 Project Objectives

This project was designed to accomplish two primary objectives: to collect a representative number of building materials for laboratory analysis and reporting; and to use data from the laboratory analysis efforts to estimate the volume of hazardous materials present within the building’s interior and exterior for DHM’s subsequent use in development of an abatement scope and cost. These two objectives were

2.0 ASBESTOS SURVEY

The asbestos survey component of this project was completed on 8 June 2017 by Mr. Michael Delaney, a Mabbett credentialed and United States Environmental Protection Agency (EPA) accredited asbestos inspector and designer.

The asbestos survey sampling strategy, sampling methodologies, and sample quantities were determined by a review of the limited Asbestos Containing Building Material Survey conduct by EC in 2008.

2.1 Sampling Methodology

The site survey and sampling activities were completed in accordance with the proposed scope of work.

Mabbett were able to access all areas of the interior and exterior of the building where suspect asbestos containing material (ACM) was present. Suspect ACM’s were collected using EPA National Emissions Standards for Hazardous Air Pollutants (NESHAP), 40 CFR Part 763 and Asbestos Hazard Emergency Response Act (AHERA) protocols. Bulk samples of suspect ACM were collected in accordance with AHERA and was conducted according to the following sampling plan:

Surfacing material:

✓ At least three bulk samples shall be collected from each homogeneous area that is 1,000 ft2 or less.

✓ At least five bulk samples shall be collected from each homogeneous area that is greater than 1,000 ft2 but less than or equal to 5,000 ft2.

✓ At least seven bulk samples shall be collected from each homogeneous area that is greater than 5,000 ft2.

Thermal system insulation:

✓ At least three bulk samples shall be collected from each homogeneous area of thermal system insulation.

✓ At least one bulk sample shall be collected from each homogeneous area of patched area of thermal system insulation.

✓ Sufficient samples shall be collected from elbows and fittings to determine if they contain

ACM.

✓ Bulk samples shall not be collected from any homogeneous area where the state licensed asbestos inspector determined that the thermal system insulation is fiberglass, foam glass, rubber, or other non-ACM.

Miscellaneous material:

✓ At least one bulk sample shall be collected from each homogeneous area that is less than 100 ft2.

✓ At least three bulk samples shall be collected from each homogeneous area that is greater than 100 ft2.

2.2 Analytical Methodology

The collected bulk samples were submitted under chain-of-custody (COC) procedures to EMSL Analytical, © 2017, Mabbett & Associates, Inc. Page 3 June 30, 2017 Project No. R2016002.001.006.002 S:\ADMINA\2016002 DHM Design\001\006\002\HAZMAT-BldgMatRpt-Bldg 65.docx

Inc. (EMSL) located at 1056 Stelton Road, Piscataway, New Jersey for polarized light microscopy (PLM) and transmission light microscopy (TEM) analysis of bulk materials using EPA Methods 600/R-93/116 (PLM for friable materials), 600/R-93/116 Section 2.3 (PLM for non-friable organically bound materials), and 600/R-93/116 Section 2.5.5.1 (TEM for non-friable organically bound materials). EMSL is accredited by the American Industrial Hygiene Association (AIHA) and participates in the National Voluntary Laboratory Accreditation Program (NELAP NJ Certification No. 03036).

The bulk sample results from this ACM survey are presented in Appendix A - Summary of ACM Building Survey Results. The New Jersey Department of Environmental Protection (NJDEP) defines any material that contains greater than one percent (>1%) asbestos as being an ACM. As such, the analytical laboratory identified bulk samples as positive for asbestos that met the regulatory criteria of greater than one percent (>1%) asbestos. Laboratory reports and COC documentation are provided in Appendix B of this report.

2.3 Summary of Asbestos Containing Materials Findings

Mabbett identified seventeen (17) types of homogenous materials and collected fifty-one (51) representative bulk ACM samples. An asbestos survey plan of the building 1st floor and attic are provided as Figures ASB-1 and ASB-2, respectively. The laboratory reported analytical data, including available historical data utilized for this survey, indicated that eight (8) homogenous materials had greater than 1% asbestos and were positive ACM. Estimated quantities of materials identified as ACM are presented in Table 1 below:

Table 1 – Summary of ACM

Location Description of Material Estimated Quantity

Amount Units

1st Floor 9" x 9" Floor Tile and Associated Mastic 600 SF

Boiler Room Pipe and Fitting Insulation 50 LF

Boiler Room Breeching Flue Cement 2 SF

Boiler Room ACM Debris 100 SF

Underlayment (assumed) Not quantified, assumed throughout slate roofing system

A review of the positive ACM results listed above was then conducted to ascertain as to whether the ACM was friable or non-friable ACM. Friable ACM is defined by NESHAP as any material containing more than 1% asbestos that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure. Friable ACM was identified in the Boiler Room. This material is also significantly damaged a may be a health hazard to anyone that might enter the room. The door was sealed shut following the survey.

3.0 LEAD SCREENING SURVEY

The lead screening survey component of this project was also completed on 8 June 2017. The lead screening survey and sampling strategy, screening and sampling methodologies, and sample quantities were defined in the technical approach prepared by Mabbett as part of the project scope. The previous survey conducted by EC did not include screening of materials for lead.

3.1 Screening Survey and Sampling Methodology

Mabbett conducted a LCP sampling program to measure lead concentrations in selected building surfaces through the collection of ten (10) paint chip samples for submittal to EMSL for analysis of lead content.

Samples locations are shown on Figures ASB/Pb-1 and ASB/Pb-2. The collected samples were analyzed in accordance with EPA Method SW846-3050B/7000B. A copy of the laboratory analytical report is provided in Appendix B.

3.2 Summary of Lead Paint Chip Screening Survey Findings

Paint chip results are summarized in Table 2 below:

The Occupational Safety & Health Administration (OSHA) does not recognize a “safe” level of lead in paint.

Depending on the method of removal used, even trace amounts of lead in paint may result in airborne concentrations of lead during removal. An employer or contractor who disturbs or removes lead paint must comply with OSHA Standard 29 CFR 1926.62, “Lead Exposure in Construction; Interim Final Rule.” In addition, results of all other paint chips collected during the screening survey of interior and exterior building components are provided in Appendix B - Summary of Lead Analysis in Paint Chips which includes a description of each sampled surface and resulting lead analysis-measured lead content by weight percent.

4.0 ASSESSMENT OF MATERIALS FOR PCB

A visual assessment and historical review of building materials and was conducted by Mabbett staff to determine if PCBs may be present. Based on the age of the building and the application of materials, it was determined that materials pre-date the application of PCB use in suspect building materials.

5.0 INENTORY OF OTHER MISCELLANEOUS MATERIALS

A visual screening and inventory was conducted by Mabbett staff to identify quantities of other potential hazardous, non-hazardous, or regulated building materials (RBMs) in order to define an inventory of these materials for future relocation or disposal purposes. A summary of this visual inventory is presented below in Table 3.

6.0 CONCLUSIONS AND RECOMMENDATIONS

This section presents the conclusions generated from the hazardous materials building survey and sampling conducted by Mabbett at Store House Building No. 65.

6.1 Asbestos Conclusions and Recommendations

Results of our sampling efforts for ACM included the collection 51 bulk samples for laboratory analysis and reporting. Results of this effort are summarized above in section 2.3 which indicated eight (8) types of material that were ACM as follows:

1st Floor - Approximately 600 square feet of 9” x 9” floor tile and associated mastic.

Attic - Approximately 1 cubic yard of insulating sleeve material stockpiled in boxes.

Boiler Room – Boiler with ACM rib packing, 100 square feet boiler insulation, 50 linear feet pipe and fitting insulation, 2 square feet breeching flue cement and approximately 100 square feet ACM debris

Roof – Black roof flashing material associated with the slate roof.

For the purposes of developing an abatement scope and cost, all ACM materials must be removed by an Asbestos Abatement Contractor licensed by the New Jersey Department of Labor and Workforce Development (NJDOLWD). Abatement work shall also be designed/planned by a certified Asbestos Designer prior to any demolition or rehabilitation activities on the building.

All other material samples were either non-detect for ACM or were noted at “trace” levels indicating that they contain less than 1% of asbestos and, as such, are not defined as ACM by the NJDEP. For materials containing less than 1% asbestos content, the waste is not regulated under USEPA's National Emissions Standards for Hazardous Air Pollutants (NESHAP) for asbestos. This waste material in New Jersey must be managed and disposed of as ID 13C, Construction and Demolition Waste as defined at N.J.A.C. 7:26-2.13(g)iv.

It is important to note that although this was a comprehensive survey, the potential exists that other suspect materials may be encountered during demolition or rehabilitation activities that were not identified in this report. These potential scenarios would include suspect ACM that may exist within the building walls, above inaccessible hard ceilings, or in other inaccessible locations. Since this

© 2017, Mabbett & Associates, Inc. Page 6 June 30, 2017 Project No. R2016002.001.006.002 S:\ADMINA\2016002 DHM Design\001\006\002\HAZMAT-BldgMatRpt-Bldg 65.docx structure is primarily an open interior with limited finished walls or ceilings the potential for encountering suspect ACM beyond what is reported herein is limited, but should suspect ACM be identified then the material should be assumed to contain asbestos if discovered during any demolition or rehabilitation activities or until otherwise verified by a project monitor though sampling and analysis.

6.2 Lead Containing Paint

The purpose of the LCP screening survey was to identify patterns of LCP. For the purpose of this LCP screening survey, representative interior and exterior building components were tested. The regulations addressing LCP in non-residential buildings are focused on protecting workers involved with paint-disturbing activities and related waste-disposal activities.

A concentration of lead greater than or equal to 0.5 percent by weight exceeds the United States Department of Housing and Urban Development (U.S. HUD) residential standards and is an indicator of risk. OSHA does not specify a safe concentration of LCP. However, for the purposes of this LCP screening survey, lead concentrations greater than 0.5 percent by weight have been utilized as a threshold for areas where possible worker exposures may occur.

OSHA lead regulations will apply to any demolition operation (i.e. sanding, scraping, cutting, and welding) that would disturb painted surfaces which contain lead. Occupational exposure to lead is regulated by OSHA (29CFR 1910.1025) as well as applicable state regulations. These regulations involve air monitoring of workers to determine exposure levels when disturbing paint containing measurable lead. A LCP determination cannot determine a safe level of lead, but is intended to provide guidance to the locations where LCP is present. Employers and contractors may use this information to better determine worker exposure to airborne lead by understanding the different concentrations of lead paint on representative components and surfaces. Worker exposure controls can then be implemented and air monitoring can be performed during activities that disturb lead containing paint.

Disposal of materials coated with paint containing lead is subject to the USEPA RCRA regulations. At the present time, federal and state regulations do not necessarily require that materials coated with lead-based paint be removed prior to demolition. However, wastes generated are required to be characterized prior to disposal. Mabbett recommends that TCLP testing be performed on the waste stream generated from demolition activities performed at the properties inspected.

6.3 Other Miscellaneous Materials

The purpose of the inventory for other miscellaneous materials as completed by Mabbett was to identify other potential hazardous and non-building material substances for consideration prior to any planned building demolition or rehabilitation measures. An inventory of these items/materials is provided in Table No. 6 provided above in section 5.0.

It is our recommendation that these materials be removed for storage elsewhere during building demolition or rehabilitation efforts. Items listed in Table No. 3 such as ballasts and fluorescent light tubes should be managed, handled, and recycled in accordance with the prevailing NJDEP rules governing fluorescent bulbs. Ballasts should be managed in accordance with the NJDEP universal waste rules as defined within the Division of Solid and Hazardous Wastes.

7.0 LIMITATIONS

This screening level survey report is the result of a diligent search of the facility for ACM and other Regulated Building Materials. Although a comprehensive inspection was performed with the majority of the facility accessed for evaluation and sampling purposes, Mabbett does not claim to have identified all of the materials that may be present at/in the facility. Mabbett has conducted this assessment with reasonable care and has performed this project within generally accepted industry standards. Mabbett makes no assurances, that the information, research, and technology used to prepare this report may not change in the future, thus affecting the results reported herein.

EMSL maintains liability limited to cost of analysis . This report relates only to the samples reported and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. Interpretation and use of test results are the responsibility of the client. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government . Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Samples received in good condition unless otherwise noted. Estimated accuracy, precision and uncertainty data available upon request. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Reporting limit is 1%
