Q1. Since Amendment #2 contains an asbestos survey indicating the presence of ACM, bidders need clarification on scope of work. Since there is no specification for Asbestos Abatement or any other type of abatement, is NPS going to abate the work separately? If it is to be part of the contract scope, we need specifications, etc. to determine costs. Please advise.
Answer: The limited asbestos removal for Warehouse #5 will be abated by the Government as a separate project. The Government will coordinate with the contractor to ensure that the scope of work for the window abatement on the windows to be salvaged and reused does not impact restoration requirements. Contractor should assume that this work will not impact construction schedule.
Contractor should assume that all painted wood, including windows and doors, has been painted with paint containing lead.
Q2. Can the wood pile in Warehouse #5 be reused to restore the barn door?
Answer: The contractor will assume that there will be no salvageable wood from the existing wood pile in Warehouse #5. The wood stacked in the Warehouse will be removed and sorted by the Government prior to construction operations commencing. All drawings and specifications that refer to the use of salvaged wood material (from the wood pile) shall be interpreted as requiring new wood that is species and grade appropriate for the required use, per the specifications.
Q3. Will the wood pile in Warehouse #5 be the responsibility of the Contractor?
Answer: As noted in Q2 the Government will take responsibility and ownership of the wood stacked in Warehouse #5, Contractors will assume that there will be no salvageable wood (from the wood pile), per the response to Q2. This does not remove the requirements to salvage other materials and or items in the documents and specifications.
Q4. Where will the existing windows be stored?
Answer: The existing windows that are to be salvaged for rehabilitation and reuse, are shown in the documents. Windows to be removed shall be removed and placed in an agreed location on the project site, and the Government will remove from this location and store.
Q5. Do the plans currently show the structural upgrade of Warehouse #5?
Answer: All requirements for structural upgrade of Warehouse #5 are contained in the documents. Refer to the complete specifications and drawings.
Q6. During Construction will the site be closed off to the public?
Answer: Yes, the site will be closed to the public, however it is the Contractor’s responsibility to secure the site for the duration of the project.
Q7. Has the site for the new well been soil tested (i.e. GeoTech Survey)?
Answer: Yes, there is a geotechnical report for the entire site. The documents also provide information about the existing well to be commissioned.
Q8. Is the Government providing the seeding or is that the responsibility of the Contractor?
Answer: The seeding is to be provided by the Contractor. Contractor shall refer to the specifications and drawings for details.
Q9. Who is the Authority Having Jurisdiction (AHJ)?
Answer: This question was responded to previously. The Government (National Park Service) is the final AHJ, however the Contractor shall refer to the full documents and requirements therein. All of the permits required and listed in Specification Section 013100 have Authorities listed. The Government will coordinate with the local Fire Department as a courtesy during construction.
Q10. Who approves the Fire Protection?
Answer: The Government (National Park Service) will approve the Fire Protection System.
Q11. Is there a requirement for a Fire Alarm System?
Answer: Yes, there is a requirement for a Fire Alarm System. The Contractor shall refer to the specifications and drawings.
Q12. What is the distance between the Herman House (existing Visitor Center) and the Warehouse #5?
Answer: The documents include survey information that shows the route and distance between the proposed Visitor Contact Station and the Hermann House. Contractor shall refer to the specifications and drawings.
Q13. The Fire Line from the Warehouse House to the Herman House is that a connection or not?
Answer: The documents call for stub and gate valve adjacent to the Hermann House, at specific location to be coordinated with the National Park Service. The future connection to the Hermann House is not in this contract. However, the fire protection system shall have sufficient capacity to service the Hermann House, whether the Contract Line Item (CLIN) for the fire line is accepted or not.
Q14. Is there a report of the existing well? Can you provide?
Answer: See specification section 332100. A copy of a memorandum regarding the existing well is posted (attached), and a copy of the February 2016 survey noted, will be posted ASAP.
Q15. Is the Contractor expected to cap the existing well? Is the existing well in this scope of work?
Answer: Yes, see drawings and specifications. Existing well is in this contract and will not be carried out as a separate project.
Q16. Does Government want information submitted with the proposal on how Contractor intends to rehabilitate Warehouse #5?
Answer: Yes, Contractor shall respond in full to the Request For Proposal.
Q17. What is happening to the existing buildings not shown on the documents?
Answer: The two buildings within the project area; the “blue building/duplex” and the “white house” will be demolished as part of another contract and are not part of this project scope. Contractor should assume that this work will not impact construction schedule.
