Amendment 0005:

Q1. For the sample schedule submission, are there revised dates we should use for NTP and project end date (Vol I Technical Proposal, item 4 Project, Cost, and Schedule Management, page 133).

ANSWER: No, the submitted schedule is only a sample, please provide a sample schedule using the dates given within the solicitation. A final schedule based on actual dates will be required within the first 30 days of contract award.

Q2. Section M, Factor 1, Sub-Factor III- Qualifications and Experience of Key Subcontractors / Personnel.

a. Are we required to name proposed key subcontractor? Yes, as applicable.

b. The RFP states: ”proposed key subcontractors and/or materials, systems, and suppliers’ prior experience may be rated more favorable” Are we to include past performance questionnaires for key subcontractors? If yes, please confirm this is in addition to the 3-5 project PPQs submitted for the prime. The Government will accept either PPQ’s for key sub-contractors or a list of past projects the sub-contractors have worked that are similar in scope and work of this project. This can be up to 5 projects.

Please note this is for your KEY sub-contractors only.

c. If we elect to submit 5 projects for ourselves as the prime, are we still required to submit PPQs for major subcontractors? See answer provided above Q2b.

Q3. Are the PPQs required for the same 3-5 projects selected for Contractor Experience (Volume 1- Technical Proposal, 2. Contractor Experience)?

ANSWER: No, the PPQ’s submitted should be for other than your 3-5 projects submitted for your Contractor Experience.

Q4. Section M, Factor 3- Price A states “Contractors shall provide a detailed breakdown of their general conditions to demonstrate how the project will be executed. Proposed staffing and allocation of time shall be clearly shown with the General conditions. Project specific field overhead costs shall be shown to support the overall approach to the project.” Please clarify where in Volume II the general conditions breakdown should be provided. Does the government require a specific format (e.g., excel or PDF).

ANSWER: The Price breakdown should be incorporated as part of your Contract Price Schedule in Volume II. The Government does not require a specific document format.

Q5. Do we have to coordinate the Fire Alarm to report to a central agency? If yes- can the Govt provide that vendor information to us?

ANSWER: No, the fire alarm system does not need to report to a central control agency.

Q6. Please confirm FSC wood is required for the windows only, and not other wood components.

ANSWER: Whereas this project will not be LEED certified, it is required to Federal Regulations (Guiding Principle V “Reduce Environmental Impact of Materials”). All new wood products shall be sustainably sourced, either Forest Stewardship Council (FSC), Sustainable Forestry Initiative (SFI), American Tree Farm System (ATFS), or Program for the Endorsement of Forest Certification (PEFC) certified. This requirement applies to all applicable Specification Sections including 061000, 061753, 062000, 064100, 074623, 080152, 081416, 083050, 085200, and 085265.

Q7. Does the government have a lead inspection report for this project?

ANSWER: There has been no lead testing for this building, the Government will be carrying out a lead test prior to construction commencing. However, per the pre-bid meeting, due to age of structure contractor shall assume that all painted doors and windows have been painted with lead based paint. All bidders should state their bid assumptions in their proposal.

Q8. Will the General Contractor be responsible to fix or replace any wood that may get damaged during the asbestos abatement of window glazing on building 6?

ANSWER: The bidders shall assume that there will be no additional wood window repairs resulting from the hazardous materials abatement, if required, being performed by the Government prior to this contract commencing. Contractors shall bid on the basis of the documents and the condition of the existing windows at the time of the pre-bid meeting.

Q9. Can the government verify that asbestos abatement is only required on building 6 Motor Repair & Tire Shop?

ANSWER: Unclear of the meaning of the question. The former Motor Repair & Tire Shop is the former relocation warehouse, and is the only structure being rehabilitated as part of this contract.

Q10. Is a Third Party Environmental Consulting firm needed for air sampling and over sight for the asbestos abatement?

ANSWER: No, the contractor is not required to perform any hazardous material abatement as part of this project.

Q11. The parking and drive appear to be gravel paving with wheel stops but also show pavement markings. Please clarify if pavement markings are desired on a gravel parking lot.

ANSWER: Bidders should exclude the cost of pavement marking on gravel parking lots. Pavement marking is still required on concrete parking surfaces per the documents.

Q12. The windows and exterior wood on this building is badly weathered and is indicated to be reused. These items may not be able to be reused.

ANSWER: These items are historical features and are required to be reused using the techniques outlined in the plans and documents; specifically, Specification Section 013591 and other applicable sections specify rehabilitation, restoration, and reconstruction procedures. Historic rehabilitation is a major component of this project.

Q13. I cannot find a sign schedule. Can you clarify what signs are needed?

ANSWER: Interior signage is specified in Section 101400 and Schedule is shown on Sheet G3.

Q14. CLIN 11 Option I states construction of the acoustical ceiling canopy is from reclaimed wood. Drawing A6.7 denotes all of the construction is new materials.

ANSWER: Bidders shall assume that the acoustical ceiling canopy is to be constructed from new wood materials per previous addendum.

Q15. Sheet A7.2 Finish Schedule Specifies using salvaged wood in rooms 109, 110, 111, and 114 Answers to the submitted questions says; there may not be enough salvaged materials to accommodate the finished schedule.

ANSWER: Bidders shall assume that there is sufficient salvaged plank siding/sheathing material from the wall to be salvaged for reuse on the walls shown in the finish schedule.

Q16. Bituminous Siding the specification does not indicate manufacturers of the siding. At the site visit we were shown a mock-up panel of the product. Can you direct us to the manufacturer for pricing and availability?

ANSWER: Bituminous siding is described in Specification Section 075202 Modified Bituminous Waterproof Membrane. The mock-up shown at the pre-bid meeting used a Derbigum product, however we are confident that other manufacturers can provide an equal product with the salient characteristics described in the Specification.

Q17. Specification Section 08-71-13 is for power operated doors. The door schedule on sheet A7.1 does not reference power operated doors.

ANSWER: Power operated doors are scheduled in Specification Section 087100 and shown on Sheet A1.1.

Q18. Civil Drawings have the size of a leach field that has not been reviewed by the Idaho Department of Environmental Quality. Do we need to qualify our bids?

ANSWER: Bids should be prepared on the basis of the documents provided.

Q19. Sheet 9 of 102 calls out a 30,000 gallon tank, but the specs call for 42,000 gallons.

ANSWER: THIS IS ANSWERED IN ANOTHER ADDENDUM.

Q20. On sheet L3 (21 of 102) there is a note at the handicap parking pad calling out for the concrete to extend 4’-0” beyond the dimensions shown, but Note #4 says the concrete pad should extend 3” beyond the outer parking stripe.

ANSWER: Concrete pad should NOT be increased by 4’ at both sides. Note #4 is correct and concrete should extend 3” beyond paint line per Detail 1 on L3.

Q21. The Section B bid form in the solicitation does not match the spec section 01 27 00 Definition of Contract Items. Specifically, CLIN 2 and 3 are switched around.

ANSWER: See attached revised Schedule B bid form.

Q22. Section L, paragraph C states to submit one thumb drive with three files (Offeror Information, Technical Proposal, Price & Business Proposal) on it. However, Volume II information under paragraph C states to submit an original and one copy. Please verify if any hard copies are needed and/or if only one thumb drive is required.

ANSWER: This should have been changed in Amendment 0004 – Submission requires 1 original hard copy of your proposal in its entirety and provide one thumb drive with your electronic copy of your proposal in its entirety.

Q23. Attachments 05, 07, 09 are included in the solicitation package but they are not referenced as needing to be used in our proposal anywhere per Section L. Please advise if these forms are required.

ANSWER: Attachments 05, 07, and 09 were provided as a sample to assist contractors with a template to provide the information required in the solicitation (Company Experience, Key Personnel Qualifications, and Key Sub-Contractor References). Contractors are not required to use these forms specifically if they feel they can provide all the information required in their own format.

Q24. Please verify if there is a time frame requirement for past projects used showing our past performance. There is no time frame noted under Section L but Attachment 05 states to list projects in the last five years. Please verify what is required.

ANSWER: Provide past projects successfully completed within the past 5 years.

Q25. Can the earthwork spoils be left onsite? If so do they need to be spread out? Seeded?

ANSWER: Earthwork spoils cannot be left on site.

Q26. Amendment 4 – in the Volume I – Technical proposal it indicates that we need to submit “1 original hard copy and electronically via thumb drive”. It also indicates in Volume II – Business and price proposal that we are required to submit the original hard copy of the bond.

At the site visit it was indicated that we only needed to submit a thumb drive for all documents.

Please clarify what needs to be submitted and how it should be submitted to you.

ANSWER: See answer to Q22

Q27. I have been looking for companies to restore the historic windows and doors and all I can find is a company that will replace them with historic looking windows and doors. But they will be new not reused. Is this OK?

ANSWER: No, the windows called out need to be restored/rehabilitated per the documents.

Q28. Looking through Division I of the specifications it appears that this job is requiring a PM, full time superintendent, a full time quality control officer, an Environmental manager (fulltime???), Scheduler and an archeologist. This is a lot of manpower for this project and will raise the cost significantly. Are all of these required?

ANSWER: Bidder should be more specific with the question, and review all applicable specification sections for project requirements. For guidance, an archeological monitor will be provided by NPS (Specification Section 013513.22); Section 012601 outlines allowable contractor personnel costs and the means for calculating such costs, as they relate to the requirements of the project; safety and quality personnel requirements are described in the appropriate specification sections (013523 & 014000).

Q29. For all of the people employed by the contractor we are also required to provide a very long list of fringe benefits including health care insurance premiums, cell phone, clothing, 401K and pensions, vehicle allowances, gas allowance, life insurance premiums, Disability insurance plus more that are not named under an enforceable collective bargaining agreement. Again, this will raise costs significantly for this project. Is all this required or can we provide to the employees what we provide all employees as a standard for our company?

ANSWER: The contractor must comply with Federal Regulations related to wage rate requirements. There is no requirement to provide employees with many of the benefits that are referred to in this question. Bidder should note that Specification Section 012601 outlines allowable contractor personnel costs and means for calculating such costs, only as they relate to the requirements of this project. The bidder is encouraged to review the documents carefully.

Q30. Can the government research the Power fees and other fees associated with this project and provide the contractors that cost? Otherwise each of these entities will be getting calls from every contractor bidding the project to secure these costs?

ANSWER: Bidder should refer to the documents to estimate costs related to providing primary power to the project.

Q31. What are we to include for section 01 35 91 Historic Preservation Treatment Procedures?

This section may require costs that cannot be calculated at this time as we do not know what items will need to be preserved or how to preserve them.

ANSWER: The items required for rehabilitation and/or restoration are noted and described in the documents.

Q32. The 3-page summary of changes included in Addendum #1 noted there were drawings attached for C2.0a, L1a, L2a, A1.5a, A2.3a, A6.7a and A6.8a. I could not find an attachment with those drawings. Does the “a” designation simply refer to an amended plan? It is a bit confusing as the drawings included with Addendum #1 do not include any such drawing designations. Please confirm the intent?

ANSWER: Supplemental drawings have been provided by addendum.

Q33. Amendment 4 included a set of Drawings for the Hermann House Rehabilitation. Are these reference drawings only? The pricing schedule does not refer to Hermann House Rehabilitation except for the utility lines provided from the new Fire Suppression Pump.

ANSWER: The as-built Hermann House drawings have been included to support bidders’ questions relating to the fire suppression system connection to the Hermann House, they are for reference only.

Q34. Per the water tank capacity requirements under addendum 4. The tank dimensions and capacity requirements appear to be as follows:

Minimum usable capacity is 35,000 gallons, revised tank spec add 4) Max tank diameter is 19 ft 9” ( revised tank spec add 4) Max Top of Tank to be 12 ft 8” (shown on revised drawing A2.3a)

These dimensions do not allow to be 35,000 usable capacity, either tank needs to be larger dia or higher. Unless I’m misunderstanding the requirements, we cannot meet these requirements.

ANSWER: The bidder is correct. For the purposes of bidding, bidders should price the tank with the diameter and capacity specified above (19' 9' x 35,000 gallons) and assume a taller overall peak height.
