Q 1: Could you tell me what the existing Campus fire alarm system is? I see in the specs and plans for the above listed project it is an add to existing. What manufacturer is currently onsite?
Answer: The set of documents issued were incomplete, this is a complete rehabilitation of an existing historic building, and associated site works. There is no fire alarm system currently in the building, all work will be new.
Q2: Are there any permits required and if so, what are the costs?
Answer: There are permits required and these are listed in Specification Section 013100 and further delineated in the Contract Line Items in Section 012700. The bidder should estimate costs to acquire permits and include detail of included costs with bid proposal.
Q3: Owners typically pay any plan check fees, and if a building permit is required, then we need to know.
Answer: As this is a federal building, city plan check/permit and inspection is not required.
However, all work must comply with state and local regulations and requirements, and federal requirements (whichever are greater), per the project documents.
The National Park Service (NPS) will coordinate with the local Fire Department as a curtesy during construction. There will be no contractor coordination required.
Q4: Who is the AHJ (Authority Having Jurisdiction) for both permitting and for inspections?
Answer: The final AHJ is the NPS, as this is federal property, however as the project documents/specifications state, all local and state requirements and regulations for permitting and inspections must be met.
Q5: Who holds the Stormwater Discharge Permit for the site?
Answer: The project documents include information on requirements for stormwater discharge permits (including Sections 013100 and 012700). Bidder shall comply with State of Idaho requirements for obtaining all necessary permits, per the documents.
Q6: Who will be responsible for the maintenance of the BMP’s for the Stormwater Discharge Permit?
Answer: The Contractor will be responsible for carrying out work in accordance with the requirements of the permit and per the documents.
Q7: Will a certified CESCL be required for this project?
Answer: Erosion and sediment control will be in accordance with the state permit to be obtained by the Contractor. Contractor will be responsible for complying with permit and project document requirements.
Q8: I noticed the project specifications included in the solicitation are just for MEP and Fire Protection. What about the other spec sections?
Answer: The project specifications attached were incomplete/incorrect, the final set of documents are being posted.
Q9: There was no reference to Builder’s Risk Insurance. Is this required by the GC or is it by the government?
Answer: The Government does not require Builder’s Risk Insurance, the only insurance required is listed in the solicitation in Section H – “Liability Insurance Requirements”, see also solicitation clause 52.228-5 – Insurance – Work on a Government Installation (Jan 1997).
Q10: The solicitation mentioned a site visit “on/about October 12, 2017”. Has this date, time and location been confirmed yet? We need to get this on our calendars.
Answer: The final date and time for on-site pre-bid meeting is THURSDAY OCTOBER 12TH AT 1.30PM LOCAL TIME. LOCATION IS ON SITE: Robison House - 1394 Hunt Rd., Jerome, ID. 83338 (House/office next to project site). This information and agenda will be posted.
Q11: The proposals are to be submitted on a thumb drive, but do you also need hard copies? If so, how many?
Answer: No hard copies are required for this solicitation, only a thumb drive with your proposal (both technical and business) per requirements in Section L of the solicitation.
