As a follow up to the responses provided for Q2 and Q3 in Amendment 0003, the contractor should assume that there will be no requirement per Specification Section 013591 1.3D for the contractor to provide a tabulated inventory of the stored wood material in the Warehouse. The requirements to document all other salvaged woods and materials per this specification section remain.
Q14. Is there a report of the existing well? Can you provide?
Q15. Is the Contractor expected to cap the existing well? Is the existing well in this scope of work?
COMBINED CORECTED ANSWER: Bidder should include all necessary steps for the proper decommissioning of the existing well in accordance with Idaho DWR requirements, and per the documents. If record documents do not exist, for example, a camera survey of the existing well condition, then bidders' proposals should itemize and include this cost of work in the applicable Contract Line Item.
Q1. In regards to propose the Fire Alarm System, can the park provide any information on the type and make and model of the existing fire alarm panel at Minidoka?
ANSWER: The new Visitor Contact Station will be a new stand alone fire alarm system, there is no current system installed.
Q2. It is called out as design/build, but there is only one anchor point shown near the roof hatch on the VCS…is that the only anchorage?
ANSWER: The fall protection system and components are bidder designed and should be priced and included in the appropriate Contract Line Item for the Solar Array System. Yes, there may be a requirement for more anchorage points. Per Specification Section 104500 Part 2b: Anchorages shall be verified and designed prior to use, per the requirements in this specification section (OSHA and other standards). The bidder should document what design assumptions have been made in their proposal.
Q3. Is there a similar requirement for the pump house roof?
ANSWER: There is no requirement for roof anchors (or other restraint system) on the pump house building.
Q4. There is reference in the spec to rigid rails, but none shown on the drawings…are these required?
ANSWER: The type of roof fall protection system is not specified, as it is a bidder design component of the project. Therefore, a rigid rail system is not expressly specified or required. Bidder shall assume the provision of an appropriate fall protection system that suits this application, and is in accordance with the performance specification requirements noted in the specification.
Q5. The specs call out only one person using the system at a time, but then it goes on to require sub-system items for 2 people. Is this correct?
ANSWER: The bidder should assume that roof top fall protection system shall be designed for two (2) workers.
Q6. Are we supposed to also furnish the items listed below in 1.5B of the specs, or just include these items in the design? If so, what quantities are required?
ANSWER: Contractor will not be required to provide harnesses, lifelines, connections, and or lanyards per Specification Section 104500 Part 1.5B.
Q7. I am reviewing the specification for the fire suppression tank on the Reuse warehouse in Jerome ID, and notice that the roof height is called out at a maximum of 12’-9”. Per the tank specified, the eve height is 12’-9”, and the peak height is 19’-9”. Would you mind confirming whether we can go up to the 19’-9” standard height or whether there is a restriction to just the 12’-9”.
ANSWER: See the two additional documents for specifications for the tank and pump house, they are incorporated into this amendment 0004. In addition:
a) The specification now lists two possible manufacturers for tanks, along with the “or equal” qualifier.
b) The capacity conflict is resolved, noting the necessary gallons to be available for suppression –35,000 gal. The specifications have been made consistent with this requirement, including revised dimensional requirements. The contractor may submit for a tank that exceeds this capacity, so long as the dimensions fall within the dimensional requirements.
c) These refinements have been reviewed with consideration of the surrounding equipment and pumps, foundation design parameters, and sight lines.
Q8. The MEP drawings indicate the refrigerant lines to be installed under the concrete slab.
Removal would be difficult should a leak occur. Drawing M1.1 Refers
ANSWER: Acknowledged. Please provide your proposal as it is designed, with refrigerant lines below slab.
Q9. The Well casing specification What does the 12.5% next to the thickness mean.
ANSWER: The well casing wall thickness percentages referred to are from the language of ASTM A53/A53M - 12: "10.3 Thickness - The minimum wall thickness at any point shall be not more than 12.5% under the specified wall thickness." In other words, per Specification Section 332100 2.2B, the minimum thickness required is 0.250 inches up to a maximum of 0.250 inches + 12.5%.
Q10. On S0.3, under Wood Structural Panel Sheathing, note 3 states ply clips can be used in lieu of blocking. On S1.3, Roof Plan Note D leads you to believe that only blocking is acceptable.
Please clarify which is required.
ANSWER: Bidder should assume that all roof sheathing should be blocked per S1.3.
Q11. Detail 2/A6.3 – there is a detail callout of 11/A6.5 at the base of the cabinets. This does not exist. Please clarify.
ANSWER: You are correct, detail 11/A6.5 has not been provided. This detail has been requested from the Architect. For the purposes of bidding, bidder should use the information provided. A7.2 calls for rubber base in Room 107 on all walls.
Q12. A6.5 has two details labeled 9/A6.5.
ANSWER: Correct. The Architect has been asked to make amendments and provide clarification if required. based on the detail types (one is for metal wall panels for restrooms, and one for floor carpet/concrete transition), bidder should be able to provide accurate pricing without further clarification.
Q13. In Addendum 1 there were 3 pages of Addendum to the RFP that added the additional bid options, and changes to the drawings that are not incorporated into the released set. This also references pages C2.0a, L1a, L2a, A1.5a, A2.3a, A6.7a, and A6.8a. Please confirm if these were truly included as I cannot find them.
ANSWER: Drawing sheets C2.0a, L1a, L2a, A1.5a, and A2.3a are attached which are referred to in the addendum attached to the Construction Specifications, items 4, 5, 6, and 17.
Sheets A6.7a and A6.8a referred to in items 28 and 29 will not be issued as these contract line items are self-explanatory.
Q14. Drawing C1.0 Requires Removal of Gravel Note 23 and protection of Gravel Note 44 The site will be congested with all the additional protection requires for historic pads, trees etc. It will be very difficult to sustain 100% protection. How does the NPS suggest we protect this area for the duration of the contract with heavy equipment/trucks in the vicinity? Would it be better to instruct all bidders acceptable to remove the gravel to be protected, stockpiled, covered and replaced later.
ANSWER: Thanks for the question, we concur. All gravel noted to be protected (Note
44) on C1.0 should be revised to state: All gravel shall be removed, stockpiled, and covered for reuse by the contractor in the same area at the completion of work in that area of the project.
Q15. Please advise what specifications we should use with reference to Landscape Drawings L2 and L3
ANSWER: Use Civil Specifications 321600 and 321700 for concrete sidewalks and detectable warning surfaces, and 015639 for Tree Protection, and 312000 for seeding and fine grading.
Q16. Shown on AD2.1 shows 8 windows, but A7.1 shows 10 windows. Which is correct?
ANSWER: As shown on AD2.1, there are eight (8) window sashes being removed and rehabilitated for reuse as shown on sheets A2.1 and A2.2, and as scheduled on A7.1. The schedule on A7.1 is incorrect and is to be revised as shown on the attached PDF."
Q17. Underground Fire Suppression Line to the Hermann House shows on the drawings as to be a very long distance. In addition, we will need hydraulic calculations from the previously installed system in the House in order to properly design the new underground system (i.e., pipe size, reducers, valves, etc.) Beyond knowing the calculations for the existing system our concern here is that the distance would preclude a standard pumped system, more than likely a system in-line booster pump would need to be included although this information would not be known until all design criteria are known. (Q) 1. Please provide detailed calculations regarding the existing Hermann House Fire Suppression System.
ANSWER: The attached as-built drawings of the Hermann House residence show design information for the installed fire suppression system (work is recently completed).
Should this information not provide sufficient completed calculations for bidders to properly design the required system prior to bidding, bidders should make assumptions based on the information available and provide clear details and breakdowns (if applicable) of assumptions with their bid.
Q18. Who is responsible for existing utility locates? (Previous experience concludes that on similar sites there are a combination of both public utilities as well as Government owned utilities)
ANSWER: Contractor will be responsible for arranging and paying (if applicable) for utility locates within the project area. NPS will provide any and all information that it has to the contractor, which based on the site history, is limited.
Q19. The Culinary Water, Sewer, and Underground Fire Protection Lines which enter the new Pump House show to be installed within the drip line, and presumably within the root ball of two trees that are stated as “To Be Protected”. (Q) Would the Government allow the contractor to locate the new underground lines in an alternate location where the enter the Pump House?
ANSWER: Yes, we would consider relocating these proposed utilities, provided no additional costs were incurred by the Government.
Q20. Is the contractor responsible for snow mitigation/removal on Hunt Road as it intersects with the project location?
ANSWER: Hunt Road is a County Road, contractor is not responsible for snow removal on a County Road, but will be responsible for maintaining contractor and limited owner access to the project site, per the RFP.
Q21. There are concerns that the existing windows and doors to the warehouse, which are to be handles by the contractor, are coated with Lead Based Paint. A major concern here is that the potentially LBP contained paint is in disrepair and is flaking profusely. This condition would put the contactor at risk which is not shown in the solicitation. (Q) Would the Government provide LBP testing data and provide a requirement for handling and abatement for this contract, or would the Government take care of abatement prior to this contract commencing?
ANSWER: The Government is undertaking all hazardous material abatement prior to the contract commencing.
Q22. Where is the POC (point of connection) for the temporary electrical service required for the COR/CMR and contractor field office trailers?
ANSWER: Temporary electrical service is the responsibility of the contractor. There is an existing electrical service on-site and contractor would make arrangements with utility provider directly. There is no requirement for the contractor to provide CMR facilities on site, these will be provided by the Government.
Q23. Is there an anticipated location for the temporary project trailers?
ANSWER: There is no stated or anticipated location for temporary facilities, contractor will provide a proposed plan and submit to the Government for approval. All temporary facilities should be located within the project limits.
Q24. Who is the internet service provider in the area, and where is the POC (point of connection.)
ANSWER: The buildings on site do not have a current internet service connection or provider. Temporary internet service will be the responsibility of the contractor.
Q25. The existing structure will need to have temporary structural bracing/improvements to ensure stability of the structure during the new enhancements. The bracing would potentially require adding bolts and screws the existing structure. (Q) Would the Government accept drilled holes and/or screws holes in the existing columns and beams or would the Contractor have to patch the holes in the structure to match existing?
ANSWER: The contractor shall refer to Specifications and Drawings for any work in connection to the historic structure.
Q26. It is stated that the proposal is to be sent on a Thumb Drive. (Q) Would the Bid Bond still need to be sent in a hard copy with wet signatures?
ANSWER: The Bid Bond will be submitted via original hard copy included in the package with the thumb drive sent to the same address as specified in Section L of the solicitation document, the bid bond is part of Volume II proposal submission.
Q27. Will Final CPARS/CCASS questionnaires be allowed in lieu of PPQ’s?
ANSWER: No, a final and completed CPARS will NOT be acceptable, as the Government reserves the right to access and pull any/all CPARS deemed necessary to determine past performance and/or contractor responsibility at their discretion during the Technical Evaluation Process.
Q28. For bidding purpose, we need to know what to include in our bid.
a. Has the NPS submitted this project to the state and local departments?
b. Who is to pay for the plan check fees, and how much are they? (Combined Answers a & b): There are no plan check fees for the project because there is no requirement for a building permit, as this federal property. The Government has discussed some of the required permits (listed in Specification Section 013000) with the required entities having jurisdiction, and the findings of these discussions are incorporated into the plans and specifications, and in the calculations provided.
c. Who pays for the permit fees and how much are they?
d. If GC pays for permit fees, will the government reimburse the GC?
e. The bottom line is how much cost should be carried in the GC’s bid for fees?
(Combined Answers c, d, & e): The contractor is responsible for all required permits per the documents, the costs of any permits and permit acquisition should be included in the bid. We would encourage the contractor to list the assumptions that they have made in their bid proposal, and attach cost breakdowns.
Q29. For Past Performance, can we utilize Past Performance of Key personnel?
ANSWER: Past Performance should be for projects that your company has completed. You are allowed to use the Past Performance of Key Personnel but only if the Key Personnel was employed by your firm for that specific project you are submitting.
Q30. Please confirm Volume II should only be submitted electronically on the thumb drive.
ANSWER: See changes to Section L posted in this Amendment 0004.
Q31. Bid Bond:
a. Should the bid bond be included in Volume II? The Bid Bond should be included in Volume II
b. If Volume II is not required to be submitted in hard copy, should the original Bid Bond with the thumb drive? The Bid Bond shall be submitted in the original hard copy along with your proposal sent to the address identified in Section L.
Q32. Volume II- Business and Price Proposal, item 3. Section B, Contract Price Schedule states “also provide a schedule of values showing the price breakdown by major work components.”
a. Can the Govt provide a template so that all offerors will be providing the same information in the same format for “major work components”? The Schedule of Values is a document issued after award has been made, please disregard the Schedule of Values comment. This does not preclude bidders from NOT submitting the Price Schedule. See revised Section L posted in this Amendment 0004.
b. Please clarify where in Volume II this schedule of values showing price breakdown by major work components should be provided. See question to Q32 a – Schedule of Values is not required.
