QUESTIONS AND ANSWERS

SOLICITATION P16PS01390, AMENDMENT 0002

1. What is the approximate depth of the sediment build up within the canal?

Depth of sediment varies. Please refer to the Geotechnical Engineering Report included in Project Specifications - Volume 1 of 3.

2. Please confirm the unit of measure of Lock #4 bid item 34 to be CY.

Unit of measure is Cubic Feet (CF) per Section 01 27 00 Definition of Contract Line Items

3. There are surface features that could be impacted by the excavation to parge the backside of the breast wall. Please define the total depth that must be excavated behind the breast wall to apply mortar parging.

Parging of the backside of the breast wall is to be the entire height of the wall.

Approximate height of the breast wall can be determined from elevations shown on S202. Surface features are called to be temporarily removed for excavation to parge the backside of the breast wall on S101 & S301.

4. Article H.5 Key Personnel ( page 21 of 161) of the Solicitation, Offer and Award, does not indicate to provide an "Environmental Manager". However, (TAB C) FACTOR 3 (page 154 of 161) indicates to provide an "Environmental Manager". Please confirm if the Proposers are to provide an Environmental manager and if this person can also be the Quality Control Manager. Also, please confirm if the Quality Control Manager and the Environmental Manager must be full time.

QC Manager and Environmental manger duties can be combined. Postion shall be full time. Please refer to Project Specification-Volume 1 of 3, Section 01 40 00, Paragraph 1.5.B.1 and 2, "QC Supervisors may also perform other duties…..and shall be on the project site whenever contract work is in progress".

5. Concepts on drawings indicate that the filter bags are on the wet side of the gabion sediment barrier. We assume that these bags need to be removed at the end of the project. Please confirm.

All Sediment and erosion control measures indicated on sheets C104, C105, & C106, including the filter bags are to be removed at the end of construction.

6. The specifications call for both concrete curb and steel restraints for the brick paving.

Please confirm the location of each.

Concrete curb shall be used throughout the project. Refer to Open Joint Brick Pavers on sheet C403.

7. The construction access road and staging area detail reads in part "....construction staging and storage with lock 3 and basin area, use HDPE geomembrane only." Should this instead read "...within the lock 3 and basin area"?

Correct.

8. There is a sign for the Foundry Building which hangs over benches which are marked for removal and reinstallation. Please confirm that this sign is not to be disturbed.

Existing sign is to remain.

9. This sheet shows a planter to be removed and reinstalled in the Southeast corner of the site, however there is no detail indicating the reinstallation of this planter. Please confirm that this bench will require a concrete pad foundation.

Planter wall to be reinstalled to match existing construction. Bench should not require a concerete pad foundation.

10. We assume that a dry work area within the canal will have to be established at lock 4 to perform line item #35. Please confirm.

NPS is diverting canal flow upstream of work area so Lock #4 should be mostly dry for construction. Localized efforts may be required to create dry work areas at base of wall.

Please also refer to the Geotechnical Engineering Report in the Project Specifications- Volume 1 of 3, for subdrainage recommendations for handling of groundwater during construction.

11. Demo note 2 calls for the existing steel tube railing to be disposed of and replaced with new steel tube railing, however the detail for this railing seems to be missing.

Please confirm.

Railing shall match the existing 1-1/14" pipe tube railing. Railing to be painted.

12. Please advise if we are to remove any existing organic material from the canal. Is the HDPE geomembrane to be placed above the organic material?

No organic material is removed within the "Level 3" area where construction staging and storage is proposed. The HDPE liner is to be placed on top of the organic material for stagin and storage as necessary. All organic material is required to be removed within the "Lock 3" area as necessary to remove the existing wood foundation and replace with a new foundation.

13. The drawing shows a stone storage location on the job site, is it possible to store stone off the site?

Limited off site storage has been indicated for new stone. See Sheet 46 - S313.

14. The mitered timber gates are called out to be made out of Southern pine, but the project also is subject to Buy America requirements. We have read that there are Buy America exceptions made for this project that permit materials sourced from WTO countries and that Free Trade Agreements apply. As a result, we have found that many manufacturers who make mitered timber canal gates are located in Europe. Are there any specific, domestic manufacturers that NPS had in mind to fabricate the gates?

Additionally, is it possible to manufacture the gates out of another wood used traditionally in canal gates since Southern Pine is not found in Europe?

Different wood types may be acceptable as long as properties are comparable and pending approval of the NPS.

15. At the pre-bid meeting, it was stated that the canal flow would be diverted by the NPS upstream and the contractor would only be responsible for local water since the canal would be "mostly dry." Where exactly will the diversion take place and what will be the approximate flow rate of the local water left in the canal?

The diversion takes place approximately 5 miles upstream. Determination of a flow rate is not possible but the work area will be mostly dry. Any drainage that may enter the Canal during the Construction phase of the project through local sheet flow is not quantified. The use of the cofferdam, sump pit, and pump system indicated on sheet C104 is necessary to keep upstream drainage from entering the work area during construction and is the contractor's responsibility. Please also refer to the Geotechnical Engineering Report in the Project Specifications-Volume 1 of 3, for subdrainage recommendations for handling of groundwater during construction.
