NCRO-201541 – NPS Solicitation P16PS01045 Amendment No. 7 – 08/10/2016
QUESTIONS AND ANSWERS - #11 through #34
Please find the following government responses to Questions #10 through #34, which were received by the government as of 2:00 pm, August 5, 2016 (responses in red):
11. Drawing sheet R0.1 states all material removed will be salvaged for recycling. Disposal of Demolition
Note #1 indicates the owner will inspect the removed material prior to disposal to allow the owner to salvage any usable materials for repurpose. Please advise contractor’s responsibility with regards to the salvaged materials for recycling.
Per Spec Section 017419, the Government goal is to salvage and recycle as much nonhazardous demolition and construction waste as possible to divert the waste from landfills. Project rate for salvage/recycling is 50% by weight of total waste generated by the work. Assume contractor will be responsible for disposing of all material for bidding purposes.
12. Drawing sheet C1.34 identifies 6 existing trailers or modular construction to be removed. Please advise if contractor is responsible for disposal or if owner requires contractor to relocate trailers elsewhere.
The contractor is responsible for removal and disposal of the 6 existing modular construction trailers.
13. Drawing sheet C1.11 shows the ductile iron pipe for water supply. Specification Division #331000 identifies both mechanical joint and push-on joint type. Please advise which joint will be used.
The waterline shall be installed with mechanical Joints. All joints must be restrained, thrust blocks shall be provided. DC Water standards and specifications shall be applied for installation of water line.
14. What is the Auger Cast Pile reinforcement, if any?
Please refer to S2.01 for the pile cap schedule and the required reinforcement. Per the auger cast pile specifications section 1.4.Athe reinforcement design for the auger cast piles is to be a delegated design and signed and sealed drawings are to be provided as a submittal.
15. Drawing sheet A6.1, wall type 3 indicates 6” CMU grouted solid, but the description directly below indicates 7-5/8” CMU grouted solid. Please clarify.

16. Drawing Sheet A4.11 wall section 02 represent details 02/A5.6 and 05/A5.1 for wall connection in roof and slab level. But the interior wall finish is different when you see both details. Detail 05/A5.1 indicates 5/8” thick GWB and detail 02/A5.6 indicate 4” thick glazed CMU wall. Please advise which is correct.
05/A5.1 is noted as SIM, as there is a GWB condition as well as a glazed CMU condition at the cast in place concrete. Both are correct.
17. Wall types 6 and 6A describes glazed CMU units with and without sound batts and furring. Please clarify if wall type 6 is a double face glazed CMU unit and wall type 6A is a single face glazed CMU unit.
Wall type 6 should be a double face glazed unit
18. Drawing sheet A4.1 illustrate Processing Room areas 46 through 49. In those rooms, wall type 3
(Concrete Masonry Unit Grouted) is shown. Elevation No. 01 in sheet drawing A4.8 also show this wall type and describe it as wall finish material M-2 (Ground Face Masonry Units). Please clarify the intention for wall type 3 finish.
M-1, glazed masonry units, is the intent for wall type 3.
19. Sheet Drawing A6.2 show wall type 7 details above 6’ of CMU wall. The right panel to be used above the CMU wall in every 7’s wall type is unclear. For example, Wall type 7 indicates “6 ft. high CMU Partition w/metal stud partition above”, but what is the panel to be used on the metal stud partition? Is it 1 layer of 5/8” GWB each side?
Per the drawing, there is only one layer of 5/8” GWB each side at wall type 7
20. Drawing sheet 6.2 indicates in wall type 7 description “Full Depth Batt Insulation @ 7A”. Are wall types 7, 7B, and 7C without Full Depth Batt Insulation?
An STC rating, and thus full depth batt, is not anticipated at wall type 7 only. Wall type 7A is STC rated and must have full depth batt insulation, as is 7B and 7C
21. Sheet drawing A6.2 show wall types 8 and 9 consist of 2 layers 5/8” GWB each side and cement board under tile. In the case there is wall tile, will cement board layer substitute 1 layer of 5/8”
GWB?
Yes. This is the design intent.
22. Drawing sheet 6.2 indicates in wall type 9 description “Full Depth Batt Insulation Typ. at 9 and 9A”.
Are wall types 9B, 9C, 9D and 9E without Full Depth Batt Insulation?
Correct
23. In measuring the walls on the covered parking area, if we go with the minimum insulation thickness, at a ¼” per LF slope, the insulation will be taller than the parapet walls. Is R-25 thermal rating for this area needed? There is no insulated space below. Please provide direction.
There is no R-25 minimum required at the covered parking or sally port. Insulation is intended for the sloping of roof only and can effectively taper down to 0 at the drain. The insulation is not intended to supersede the parapet wall. R-25 min insulation is only noted at the areas with enclosed habitable space below, per sections on A4.11

25. Drawing C1.1 Note 13 references plinth wall per Sheet A5.9. A5.9 does not include a plinth wall detail. Please provide.
The so-called “plinth wall” is detail 01/A5.9. This is a low concrete retaining wall, containing the raised “plinth” area that the building sits on.
26. Fall protection anchors are shown on the architectural and structural drawings. Please provide specification.
Specification #112400 Window Washing Support Systems, specifies the basis of design for fall protection anchors. The cut sheets for the basis of design product were release in an earlier amendment. The product is Pro-Bel Enterprises Limited PBE75-0000
27. The RFP requires the General Contractor to submit subcontractor qualification forms with the technical proposal on the bid due date. We ask that consideration be given to submitting these qualifications after the bid due date (4 to 24 hours later) to allow the General Contractor adequate time on bid day to gather and assemble the most cost competitive price.

28. Please allow a General Contractor who submits the hardcopies of their proposals earlier than the bid date the opportunity to adjust their proposals via email and/or facsimile as long as these adjustments are received prior to the bid date and time.

29. Drawing A5.9 Detail 6/A5.4 shows a Type A.4 Light Fixture as Continuous represented by a “Dashed Line”. This is not shown on the electrical? Please clarify.
A-4 is a continuous light strip 1. Type A-4 light is shown on electrical drawing E1.1.
30. The Generator is listed as “Add Alternate # 4”. Is there an Alternate Power Riser Drawings depicting the Distribution Equipment with Generator backup and ATS feeding Emergency Panels EM=LP and EM-DP? Please provide.
There is no alternate power riser diagram. Generator and ATS feeding Emergency Panels EM-LP and EM-DP are to be considered as shown in the power riser diagram E5.1.
31. Drawing Note 16 on Riser Drawing E5.1 call for RGC (Rigid Galvanized Conduit) for direct Burial Feeders from the Generator to ATS “Encased in Concrete” per note # 15. Is this correct or can Schedule 40 PVC be used? Please clarify.
The generator feeders which are buried underground can be Schedule 40 PVC encased in concrete.
When the conduits enter the emergency/UPS Electrical room, provide with rigid steel conduit.
32. We are having difficulty ascertaining proper trades coordination and associated pricing. Is it possible to extend the time of delivery of proposals until 8/19?
No.
33. Reference Drawing Q6.03 – Sheet 203 0f 215, Drawing shows in Server room 05 – “To existing Access Control Server in USPP Headquarters Facility via single mode fiber. Provide SFP fiber optic module at USPP Headquarters.”
Question: Does the existing software have the capacity to add an additional 38 readers?
No, contractor to scale the system and software for the project. Please note licensing requirements for integrations to other security sub-systems.
34. Question: What version of software is the existing system using?
Unknown. Assume license and software version upgrades to accommodate the project.
