QUESTIONS AND ANSWERS - #1 through #4
Please find the following government responses to Questions #01 through #04, which were submitted at the preproposal conference held on July 21, 2016:
1. What are you looking for in key subcontractors? Is there a difference between major subcontractors and key subcontractors?
There is no difference. We are looking for any subcontractors who will be constructing key components in this project to submit past performance and demonstrate their capabilities and technical skills.
2. Are there restrictions for distribution of the specifications and drawings to subcontractors?
No. The prime contractor can provide these documents to their subcontractors or the subcontractors can contact Al O’Mara, contracting officer, or Alan Stormont, contract specialist, for the access code to open downloaded files from FBO.
3. If we missed the preproposal site visit, can we have a tour of the site?
The site is open to the public and you may visit on your own. There will not be any further tours.
None of the contractors were permitted inside of the NCR annex buildings; therefore, it is an outside view of the buildings, adjacent parking, existing vegetation, etc.
4. Please clarify what has already been completed regarding permitting for the stormwater and sediment control? Slide 30 on the preproposal presentation.
The civil engineer has submitted the stormwater and sediment control to DOEE, and the final submission is under review. The fees have been paid for this submission. The contractor will need to pick up on any further construction related permits required.
