Past Performance Evaluation Factor (Factor 6):
The offeror shall complete and provide the form entitled "Past Performance
Questionnaire" that is part of the proposal package attached to the solicitation for all project examples provided in Technical Evaluation Factor 1: Demonstrated construction experience in similar law enforcement or other secure facilities.
The offeror (and major subcontractors) shall complete Block 1 - 4 of the form. The reference/client shall complete Blocks 5 - 8 of the form. The reference/client point of contact listed in Blocks 5 - 8 of the form must be a person who was designated to act on behalf of the project owner, was in a position of responsible authority during course of the project, and was familiar with the offeror's day-to-day activities. The offeror shall ensure that the contact information provided for the reference is current and accurate.

The offeror shall forward the entire form (with Blocks 1 – 4 completed) to the client/reference. The offeror shall instruct the client/reference to complete Blocks 5 – 8 and the remaining pages and to return the entire form (all pages) directly via email attachment to the Contracting Officer (albert_omara@nps.gov) and Contract Specialist (alan_stormont@nps.gov).
The offeror shall be responsible for any follow-up communication required to ensure that the forms are completed by the reference and are returned to the NPS no later than the date and time proposals are due.

EVALUATION FACTORS FOR AWARD

Section M addresses evaluation factors
M.1 RELATIVE IMPORTANCE OF EVALUATION FACTORS:
1.Technical factors are listed in descending order of importance.
2. All evaluation factors other than price when combined, are approximately equal to price.
• Small Business Participation Evaluation Factor 7: Offerors will be evaluated on the extent their proposal meets the minimum Total Small Business Participation requirement of 30% of the total contract value (through collective small business participation from any type of small business or sub-category small business).

• Subcontracting Plan Evaluation Factor 8: In order to be considered for award, all large businesses will be required to submit an acceptable Small Business, HUBZone Small Business, Small Disadvantaged Business, Women-owned Small Business, Service-Disabled Veteran- Owned Small Business Subcontracting Plan with their proposal.
• Price Evaluation Factor 9: Contract Price Schedule line items and total price will be evaluated for reasonableness. Price analysis will be performed to determine the reasonableness of the proposed price.
Reasonableness will be primarily determined by considering other competitive prices received in response to the solicitation. In addition, offeror’s are required to support line item prices with additional cost and price breakdowns.

– Site work includes a police entry off the I-395 ramp, 80 police parking spaces, 6 visitor parking spaces, covered motorcycle parking, sidewalks, landscaping walls, landscaped areas, security perimeter fence, and bioretention areas.
– Underground utility connections include water, sewer, electrical, fiber optic, and gas.
General Items of Work
– One story 13,000 GSF (80 feet by 160 feet).
– Includes prisoner processing and holding, administrative offices, roll call, a kitchen, a gymnasium, locker rooms, restrooms and sallyport.
– Specialized construction requirements include ballistic/blast protection and extensive electronic security systems (control, circuit, detection and protection).

Total Building Commissioning Spec 019114
Total Building Commissioning (TBC): A quality-focused process for verifying and documenting that the facility and all of its systems and assemblies are planned, designed, installed, and tested to comply with Owner's Project Requirements. Systems to be commissioned, but not limited to:
1. HVAC components and equipment.
2. HVAC system: interaction of cooling, heating, and comfort delivery systems.
3. Building Automation System (BAS): control hardware and software, sequence of operations, and integration of factory controls with BAS.
4. Lighting Control System and interface with day-lighting.
5. Building Envelope (walls, roof, windows, infiltration, etc.)
6. Life Safety Systems (Fire Alarm & Suppression)
7. Electrical and Alternative Energy Systems
8. Access Control/ Security Systems
9. Lightning Protection

The contractor is responsible for obtaining all permits and paying as part of its lump sum price any associated fees.
The contractor should acquire permits in a timely manner to avoid delays in the construction schedule.
The contractor is responsible for coordination with NPS and/or utility companies for shutdown. At least 72 working hours notice to NPS and should minimize shutdown period or get pre-approved for off hours work.

– Have in place and provide to CO the performance and payment bonds, the certificate of insurance, and the necessary proof of insurance for all subcontractors and the SF1413s before being allowed to perform any work at the site.
