QUESTIONS AND ANSWERS - #5 through #9
Please find the following government responses to Questions #05 through #09, which were received by the government as of 2:00 pm, August 3, 2016 (responses in red):
5. There are details on dwgs A4.11 & A5.1 that graphically show Waterproofing on both sides and bottoms of the concrete Grade Beams.
a. Please clarify if the Waterproof Membrane is actually required on the bottom and backside (interior face) of the Grade Beams
Yes
, and the limit of where it will stop.
Waterproofing is on the entire underside of slab.
b. Also, how can it be installed under the Grade Beam, unless it is installed PRIOR to the conc being poured.
It is to be installed prior to concrete being poured. Our basis of design product, Preprufe 300R, bonds to the concrete during the curing process. The waterproofing product would be placed over the formwork, before the pour.
6. Please clarify the following:
a. E0.01 Electrical General Note 27 states that MC cable may be used in lieu of EMT only where it is allowed by NPS standards and the Contracting Officer. There is no mention of MC cable in the specifications. Is MC cable acceptable? If yes, where?
MC cable is not allowed by NPS standards. Disregard the 27th note in E0.01 sheet.
b. Section L.1, Articles 5 and 10: Article 5 says that the NPS subcontracting goal for Small Business
Concerns for FY2016 is 44.5%. Article 10 includes several references to same goal at 30%.
Please clarify.
The articles and goals identified are two different requirements.
The NPS FY 2016 goals for small business concerns is 44.5% and is a proposal requirement identified in the Subcontracting Plan section (section 6, p. 120, and Subcontracting Plan Evaluation Factor 8, p. 134) for large business offerors only. Subcontracting plans that include goals less than those stated in this section (includes other business concerns as well as small business) will include rationale as to why the goals cannot be met. Large business offerors submitting a proposal without a subcontracting plan will be considered nonresponsive and will not be considered for award.
In keeping with the goals of this project, both small and large business concerns are required to submit a narrative and quantification of Small Business (SB) Participation in this contract. The 30% total contract value minimum to small businesses is a requirement identified in the Small
Business Participation Narrative and Quantification section (section 10, pgs. 120-21) and Small Business Participation Evaluation Factor 7 sections (p. 134). Offerors will be evaluated on the extent their proposal meets the minimum Total Small Business Participation requirement of 30% of the total contract value (through collective small business participation from any type of small business or sub-category small business). Areas that narrative and quantification of Small Business (SB) Participation should address are identified in section 10. In order to be considered for award, all businesses will be required to submit an acceptable small business participation narrative and quantification that meets the minimum 30% of the total contract value requirement (through collective small business participation from any type of small business or sub-category small business).
c. Specification section 05500-1.2-A lists pipe guards and corner guards. We have been unable to locate on the drawings. Please provide locations.
There are neither pipe guards nor corner guards on this building.
7. Reference 280500 Common Work Results for Electronic Security:
a. With respect to Quality Assurance (1.1.1 A,C and E):
There are multiple certifications, designations, and qualifications required by OMB/GSA for the installation of an Approved FICAM PACS System. See:

The three primary components are:
1) Approved Companies – The Prime Contractor must be a HSPD-12 Qualified Service Provider at time of proposal submission in accordance with IDManagement -- listed on GSA IT Schedule 70 with SIN 132.62. (Reference to IT Schedule 70 - SIN 132 62 ) or have GSA issued HSPD-12 Certificate.
2) Qualified Personnel – PACS configuration work performed must be performed by personnel that are listed on IDManagement.gov as a Certified System Engineer ICAM PACS (CSEIP). The certification must be current. See http://www.smartcardalliance.org/activities-cseip-registry/
3) Approved Products. All elements of the PACs must be on the GSA Approved Products List
(APL).

Please confirm that all these requirements apply.
All three components listed above are required. Please note the Approved Company will be a subcontractor of the Prime Contractor.
b. With respect to Quality Assurance (1.1.1 A.2):
The ESS project involves more than BICSI related work. Can the project superintendent have BICSI “or” Certified Security Project Manager (CSPM®), Project Management Professional (PMP) or CSEIP certification?
The superintendent shall be or supported by a BICSI certified individual who will be involved in all the low voltage (Division 27 & 28) cabling work.
c. With respect to Maintenance and Service (1.1.2).
Will there be a Maintenance Agreement (to include SSAs) for all ESS after the 1 year Warranty period? Can you please describe?
Maintenance Agreements beyond initial Warranty period may be offered separately.
8. Reference 282300 Video Surveillance:
a. With respect to the VICON system (1.2.B.1):
Who has the existing Vicon maintenance contract?
There is no existing Vicon maintenance contract.
Who currently maintains the camera systems?
Currently, service calls are conducted under time and materials contact.
Is a complete, accurate drawing package available?
No
Is it currently supported by Software Support Agreement (SSA) and Maintenance Agreements?
No
Will the ESS subcontractor be responsible for procuring non-working equipment or equipment which is beyond end of life (to include cameras)?
No. As a part of the cutover plan, the contractor will document the systems, software, and equipment (including operational status) prior to the relocation. Provide report as a part of the Group II Technical Data Package Submission (Current Site Conditions report) requirements under Section 280500.01 specifications.
What warranty issues are associated with the relocated equipment?
None
b. With respect to the expansion of the existing Milestone system (1.2.B.1) and (2.2):.
Who has the existing Milestone maintenance contract? Are all software systems and licenses fully up to date?
No existing maintenance contract. All software and licensing are not up to date. Contractor will be responsible for updating the software and licensing along with the system equipment for the project.
Who will upgrade Milestone management server to accommodate additional camera storage?
The contractor will upgrade the Milestone system to accommodate the additional cameras, software and licensing.
Will the ESS subcontractor be responsible for resizing, installing and testing the existing video storage for the new cameras?
Yes
What warranty issues are associated with the existing equipment once modified by the ESS subcontractor?
Warranty on all new equipment/software
Is/are there any standard Cisco switch(s) (2960 etc) that NPS uses? What alternatives have been approved?
Please anticipate Cisco 3650 Ethernet Switch as specified.
9. Spec Section 112400-Window Washing Support Sys (which includes Roof Anchors and Fall Arrest Lifeline) calls for a Fall Protection System on the roof. The Roof Plan on dwg A1.3 shows “some” locations of the Roof Anchors & Lifeline (shown as a dashed line), but appears to be incomplete.
There are a few notes calling for Fall Protection, but the arrows point at nothing specific. Please clarify the extend (or limit) of each of the Fall Arrest Lifelines, and the location of each Roof Anchor required.
Roof anchors are fully located and anchorage described on S1.02 and S1.03 and S1.05. Anchor locations must correspond to structural below.
Also, please provide a DETAIL of the desired Roof Anchor. There is nothing shown in the drawings.
Spec section 112400 specifies Pro-Bel Enterprises Limited Model PBE75-0000. Their manufacturer’s typical detail is the standard product detail for roof anchorage. Product details are appended to this response for your convenience.
