AMENDMENT # 000001
Repair Park Telecommunications Gateway National Recreation Area Solicitation: P15PS00589
PMIS: 201049B
8/6/15
The above referenced solicitation is amended as set forth below. Offerors must acknowledge receipt of this amendment with their proposal. Failure to acknowledge receipt of this amendment may result in proposal rejection
PROPOSAL DUE DATE
The due date for proposals is hereby extended to 11:00 am Mountain Time, August 14, 2015
PREPROPOSAL CONFERENCE & SITE VISIT
Date of Conference: 7/28/15 Attendees: Refer to attached sign-in sheet for a list of attendees.
FINAL PROJECT SCOPE
Page 9, 1.8 Data and Materials to be provided by the NPS (Government-Furnished):
· Existing Drawings, where available (Government-Furnished Information Only) - Add that: "The Park does not have up-to-date utility maps."
G40 1.7.3.3 CONDUITS AND DUCTBANKS:
Is hereby changed by deleting the words "or plowing" to read: Underground conduit structures consist of pathways for the placements of telecommunications cable between points of access. Underground installation of ducts/conduits shall be achieved either by trenching or boring."
SECTION G40, TELECOMMUNICATION SYSTEM:
Add the following new paragraph:
SERVICE LOOPS: Service loops at the termination panel shall be a minimum of 15'; bend radius shall be per the manufacturer's recommendation. If location of the termination panel at a particular building does not allow for a 15' service loop, contractor shall coordinate with NPS to determine if loop can be accommodated at penetration point, or if loop will be eliminated.
G10 1.2.1 EXISTING SITE UTILITIES (Page 62):
First paragraph clarifications:
New Jersey One will only mark utilities owned by the utility company. The contractor will have to hire a third party to locate and mark Park-owned electrical and telephone lines at Sandy Hook. Since there is no excavating at Great Kills or Jacob Riis Parks, there is no need to locate utilities at those locations or to contact New York One.
G10 1.8.1 UTILITY TERMINATION (Page 66):
Add the phrase "park-owned telephone utility lines" to this paragraph so it reads: "The Contractor shall have New Jersey One (1-800-272-1000) locate and mark existing Park-owned electrical and telephone lines; while Park staff will mark out existing water and sewer lines.
CONTRACTOR QUESTIONS AND GOVERNMENT RESPONSES
1. Question: Is the park able to provide a clean water source for directional boring or is it our responsibility to deliver water to the site for use?
Answer: Page 40: Water: Contractor shall provide potable water and pay all costs.
2. Question: Does the park have an area where we dispose of the mud from the directional boring?
Answer: Yes, at Sandy Hook. The bentonite waste liquid material shall be collected after each run by a truck and then deposited at the staging area as agreed to by the Park.
3. Question: Are we able to use hydrovac excavation?
Answer: No, not as the primary installation method. However, it may only be used to safely excavate to prevent damage to existing utility lines.
4. Question: Is the Park Service able to provide a geotechnical reports to give us an idea of soil types?
Answer: No, however, older geotechnical reports at Sandy Hook say: Subsurface soils consist of well graded sand with relative densities ranging from medium to very dense; as well as loose to dense sand. Groundwater table depths vary considerably on a yearly basis and may or may not be encountered during trenching.
5. Question: To confirm, the contactor will supply all fiber optic cable as called out in the construction drawings dated 5/6/15?
Answer: Yes, also included is the service loop addressed in the paragraph added to G40 in this amendment.
6. Question: The RFP notes that all telecom wiring inside of building is not included in the scope of work for this project. Please clarify our responsibility when pulling fiber runs. Would we leave behind 25-50 ft. service loops for another vendor to terminate in the future or would we be responsible to terminate the initial run into a distribution box/panel?
Answer: Terminate all fiber optic strands in wall mounted enclosures as described on Sheet G.001, Note #30.
Refer to new paragraph added to G40 in this amendment.
7. Question: For longer runs of fiber between the main gate to the base on the north end of the park are we able to cut these sections into predetermined lengths and leave service loops in the hand holes for splice boxes? These runs are thousands of feet long and will prove challenging to pull at such a great distance.
Answer: Service loops at handholes shall be sufficient to allow for splicing outside of the handhole.
8. Question: If it is required that we terminate the fiber within each building will these distribution box/panels be supplied by others? Are we responsible for fiber testing?
Answer: Terminate all fiber optic strands in wall mounted enclosures as described on Sheet G.001, Note #30. B. Yes. Fiber testing is described on page 62 of the RFP and in Section G40, Telecommunication System.
9. Question: It was discussed during the bid walk that surveying for unexploded ordnance would be required given the present site conditions. Would the Park provide this service or recommend a vendor who would be able to complete this work in advance?
Answer: No. The UXO Survey is the responsibility of the Contractor.
10. Question: Radioactive water may be encountered within the existing hand holes at Great Kills Park in Statin Island NY. Will the park assist with the removal of radioactive water or recommend a vendor who would be able to assist?
Answer: Should the water at Great Kills Park test positive for radioactivity, for bidding purposes, assume that four manholes will have water and will require testing and removal. No, we have no vendor recommendations. Per note 10, sheet E.501, water shall be tested by a qualified testing company. The contractor will be responsible for testing using an outside agency.
11. Question: Will training be provided for crews to identify and handle unexploded ordnance & radioactive materials?
Answer: Page 93 of the RFP: “If the exposed anomaly is determined to be MEC, the Contractor shall immediately notify the park, prepare an MEC custody form, and will only turn over the custody of the MEC item to qualified Park law enforcement.” The Contractor is NOT expected to handle unexploded ordinance.
12. Question: CD revisions to the current design are mentioned in the RFP once the work has been awarded. Should this item be captured in our first submittal or at a later date once the scope for revisions has been established?
Answer: Construction document submittals are to be done by the Contractor as described on page 91of the RFP: Z10 1.3 WORK COORDINATION, The Contractor shall be responsible for coordinating the entire project scope including but not limited to final design of site routing, building penetrations, final termination requirements, and locations.
13. Question: Are you able to provide drawings outlining the conduit lengths at Jacob Riis Park in NY? I need to know the existing conduit route to estimate fiber lengths and labor to install.
Answer: Conduit routing at RIIS is assumed as shown on sheet E.502.
14. Question: What are the dimensions to the concrete Pit Structures that are to be reused?
Answer: Existing concrete pit structures to be modified and fitted with new hatches are 5’x7’.
15. Question: What are the sizes of the conduits being installed for the fast track project?
Answer: For the fast track telecommunications project, the ductbank shall include (6) - 1.25” HDPE conduits; except from the last handhole into Building 26, the ductbank shall consist of (4) 4” conduits in order to facilitate future project phases.
16. Question: What size are the hand-holes being installed for the fast track project?
Answer: Per paragraph G40 1.7.3.2 HANDHOLES, the minimum handhole size is 4 ‘x 4’ x 4’ interior size.
17. Question: During the pre-bid meeting it was noted that the National Park service had an environmental testing agent. Will they assist in testing the man-holes at Great Kills Park if water is to be found in those locations?
Answer: Per note 10, sheet E.501, water shall be tested by a qualified testing company. The contractor will be responsible for testing using an outside agency.
18. Question: Should the contractor assume for biding purposes that all manholes at great kills will have water and therefore require testing and removal?
Answer: For bidding purposes, assume four manholes will have water and will require testing and removal.
19. Question: Does the National Park Service have a UXO Surveyor that they would prefer the contractor utilize?
Answer: No.
QUESTIONS REGARDING ANOMOLY AVOIDANCE SERVICES FOR UNEXPLODED ORDINANCES:
20. Question: First- As stated, you request this to be Anomaly Avoidance Support, however, there is a requirement to identify anomalies and determine if they are a UXO/MEC item. Technically, by USA-CoE definitions, this project qualifies as Construction Support. If that is NOT the intended procedure, please inform us.
Answer: Yes, this work is for support of a construction activity as identified in the RFP. We referenced the USACE (United States Army Corps of Engineers) and Department of Defense (DOD) personnel, equipment and procedures in relation to this work.
21. Question: Second- As this process is to be conducted via horizontal boring, and large quantities of these areas are protected or historical sites, I wanted to ask what the NPS expectations are of the UXO Providers? Handheld Analog Magnetometers are only rated to detect a 20mm Target at approximately 24 inches, but the borings will predominantly conducted between 36 and 48 inches. As such, our ability to detect smaller anomalies is severely degraded. Also, with many of these sites listed as “no dig” areas due to historical significance, what is our expected course of action in case we do identify an anomaly in the borings bath within one of these sites?
Answer: The contractor is not correct in saying that this project is to be conducted via boring - refer to the scope which allows trenching or boring. The detection equipment shall consist of a hand held analog magnetometer that is capable of meeting MEC surface detection requirements for the required excavation depth as shown on the drawings. Historical areas as shown on the drawings are to be avoided and don’t show work in those areas. If the contractor does find something, the scope is very clear on what to do – the custody of the MEC item is the responsibility of qualified Park law enforcement (NOT the contractor).
22. Question: Third – I understand that we are to report any findings, but are any historical munitions recovery or clearance reports available? Normally, a professional UXO Provider will coordinate directly with the responding military EOD Organization upon award. That organization has not been identified in the document.
Answer: The Army Corps of Engineers may have historical records.
23. Question: The RFP indicates that proposals should be submitted via e-mail. This being the case, should a scanned copy of the executed bid guarantee be submitted along with the proposal and the original forwarded by US Mail or courier?
Answer: Yes
24. Question: The RFP indicates that proposals should be submitted via e-mail. This being the case, should a scanned copy of the executed bid guarantee be submitted along with the proposal and the original forwarded by US Mail or courier?
