VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C252-xx-AP-xxxx

1. Contracting Activity: Department of Veterans Affairs, Great Lakes Acquisition Center, NCO 12, 115 South 84th Street, Milwaukee, WI 53214. Requesting Activity: Department of Veterans Affairs, VISN 12, Clement J. Zablocki VA Medical Center, 5000 W. National Avenue, Milwaukee WI 53295. Purchase Request (2237) number: 695‐XX‐X-XXXX-XXXX

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

These products, Sargent 11 Series T-zone cylindrical lockset and Sargent 8200 series Mortise Locksets with Medeco 7-pin interchangeable cylindrical cores, LCN Closers (Mechanical, Electronic Hold-Open, Electromagnetic), Von Duprin Exit Devices and Hager Hinges are facility standards. It would be extremely cumbersome and expensive to maintain a completely separate locking systems.

The estimated expected cost for these materials is $ 3,500 .

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The medical center requires all construction incorporate the Sargent Locksets and Medeco keying system, LCN Closers (Mechanical, Electronic Hold-Open, Electromagnetic), Von Duprin exit devices and Hager hinges because experience has found out that “approved equals” are not at all equal in quality. It is also important to note that maintaining bench stock for the parts and keying components of an entirely different locking system and hardware sets would be expensive and time-consuming. Use of another brand would require duplicating efforts in training and double the stock on hand for replacement parts. These items are competitively priced and are widely available.

4. Description of market research conducted and results or statement why it was not conducted:

We have conducted research into other hardware and have found that it is inferior and not compatible with our standard. The other products on the market would require additional cost to maintain within the facility.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
