Amendment to this solicitation is to answer RFI's submitted and to include the following attachments: 5 Panel Schedules
Generator base design and Site Visit Roster. On continuation pages are the answers to the RFI's submitted.
Solicitation IFB bid due/opening date is 03/07/2022 at 1:00PM CST at Great Lakes Acquisition Center, 115 S. 84th St.
1st Floor, Milwaukee, WI 53214-1476. Social distancing and mask wearing indoors will be mandated for the bid opening.
The Contracting Officer will open the S. door of the GLAC at 1250pm to allow entrance for those wishing to attend the bid opening. Offerors are also welcome to mail/drop off their bids at the GLAC front desk.

The following changes regarding the contract specifications and drawings are hereby provided by amendment. The amendment consists of deletions, additional work, and clarifications as follows:

The following questions and answers provide clarification to the contract documents:
Project: Electrical Area 2 Upgrade

Subj: RFI’s for IFB 36C25222B0010
General Questions
1. Question: The bid submission is currently called out to be submitted via USPS. Due to the current “Covid-19” situation and being that this project is an “IFB” can we submit the total proposal via email with the ‘bond” being submitted via USPS prior to the bid due date.
A1: Original Bids must be submitted with an ink signature, emails are not accepted.
2. Question: Is the project tax exempt or taxable?
A2: Yes it is taxable
3. Question: Are there areas withing the building where work can only be confirmed off hours? If there are, please list the areas/building/floors and time GC are available to work on.
A3: Normal contractor working hours are list in specification 01 01 10SN, section 3.21.
Outage times are located on drawing sheet E-001.
4. Question: Due to the current market and availability of materials for all trades, as well as the time removed up front for pre-construction items, can the POP be extended to be 365 calendar days from NTP, thereby allowing for additional time within the field?
A4: POP will be adjusted, see revised SOW.
5. Question: The project site map does not show a GC laydown area. Can the VA confirm if certain area is proposed for laydown?
A5: Laydown area is to be coordinated with COR during pre-construction meeting.
6. Question: The project scope includes work in multiple buildings located all around the campus. Please, provide specific phasing of work to be completed. Is there any sequencing on what building, or floor has to be completed first?
A6: Work wo be performed within POP and follow general phasing notes on drawing sheet E-001.
7. Question: Provide site visit sign in sheet A7: Included with this amendment
8. Question: Does the project require an SSHO with no other duties on the project, per spec section 01 35 26? Can the SSHO and CP be the same person?
A8: Follow specification 01 35 26 for SSHO requirements. SSHO cannot be a CP for the subcontractors.
9. Question: Do the EM feeders on the project have to be run in rigid conduit?
A9: Rigid conduit is an approved raceway but not exclusively required. Reference Specification 26 05 33.
10. Question: Are stored materials allowed on site?
A10: Space is limited on the VA campus and stored materials will not be allowed on site out side of the laydown area provided.
11. Question: Per spec section 01 35 26, What qualifies for SSHO construction experience?
A11: Training requirements are outlined in specification 01 35 26.
12. Question: Page E-501,
a. Where is each type of ductbank required?
A12a: Duct bank details are standard in nature. As shown, duct banks shall be concrete incased with conduits spaced 3” apart and 3” from side of duct bank, minimum of 24” deep with warning tape placed 12” down form top of finished grade.
b. Which type applies for regular underground conduit, and which applies for under roadways?
A12b: As shown in the details 5 & 6, note 2, drawing E-501, when crossing or placed in roadways provide #4 reinforcing rods on top and bottom of ducts. Refer to drawings for locations.
13. Question: Page ES103, there are no specifications for the enclosure listed to include HVAC, outlets, or lighting controls, egress/exit lighting, outdoor power, door size, or battery backups. What are the minimum expectations for the enclosure?
A13: Generator manufacturer is to provide a complete working generator with walk in enclosure which is to include all necessary equipment, lights, heaters, etc. to operate in the installed location and environment. BOD enclosure is Kohler see attached cutsheets for reference.
14. Question: Will foreseer meters be required to be furnished on this job? If so, where and what model shall be used?
A14: Yes one will be required at the new ATS, building 106 & 107 standby power, Xpert Meter 2000 or otherwise required by the VA.
15. Question: Page E-001 lists the scope of the coordination study.
a. Will current skm models be provided?
A15a: Current SKM model will not be provided
b. If so, will information from them be able to be used in new study?
A15b: See answer to a above.
c. Are full coordination studies of each affected building to include only new equipment, or all electrical panels in those buildings?
A15c: Requirements are outlined in specification 26 05 73.
d. The drawing states that Apogee will perform the short circuit/coordination study as design basis. Is this information available at this time?
A15d: Contractor is responsible for performing study with equipment being submitted for installation.
e. How will changes found through the coordination study be implemented into the contract?
A15e: Changes will be addressed by COR and modification to the contract, if needed, by the Contracting Officer.
16. Question: Page E-001, General Electrical Note 22-L states that all electrical outages must be planned prior to construction beginning. This could significantly affect the duration and redundancy of visits to certain buildings if outages are not approved as planned. What solution will the VA provide if this extends the project duration and amount of labor required to revisit areas? How long does the VA expect to take to review and approve the outage plan before construction can begin?
A16: Outages required should be planned prior to the start of construction. The actual date the outage takes place can be adjusted within the POP due to personnel availability and environmental factors. Reference specification section 01 01 10SN for advanced notice of scheduling of outages.
17. Question: What is to be done with the existing service in Building 114?
A17: Service is being removed and replaced
18. Question: Has Building 114 been previously tested for Lead Paint?
A18: no previous testing has been done.
19. Question: Page E-001 states that the contractor is required to provide a feeder Condition report on all electrical cabling feeding replaced panels.
a. Will this be required to be done in the same outage as replacement of equipment?
A19a: Yes, this is to document the present condition of the feeders.
b. Will the wires need to be un-terminated for the megger testing?
A19b: Follow proper procedure as documented in the instructions for the instrument being used.
c. Will testing need to be verified or completed by a third-party tester?
A19c: No, testing shall be done by qualified personnel as per the contract documents and a report submitted on the testing results confirming the feeders are operational and there are no issues.
d. Note 20 is unclear whether wires can stay terminated on OCPDs or if the need to be open. The note seems to contradict itself. Clarification on which route expected please?
A19d: note 20 is noting the requirements for the documentation of the feeder condition and the information to be gathered. The means and methods of the testing and information gathering is to be done with proper industry standards and procedures.
20. Question: Some existing flush mount panels listed for retrofits may be too small to accept a retro kit. What should the expected remedy be for these situations?
A20: If during contractor investigation a discrepancy is identified between existing conditions and the contract documents (drawings and specifications), follow contract procedures and submit an RFI.
21. Question: Procurement times in the electrical industry are very long at this point in time. With a POP of 315 days and construction period even shorter than that, some larger equipment can take almost a year to receive from submittal approval. What is the expected remedy in instances where equipment cannot be produced within the time constraints of this project?
A21: See answer to Q4.
22. Question: Will the drawing set be updated through the period of this contract, given that there could be construction bulletins and changes?
A22: Updates to the contract will be provided through issued construction bulletins.
23. Question: Will commissioning be required on this project? If so, what are the expected number of devices to be commissioned? Will this be expected to be done prior to substantial completion?
A23: There is no third party commission planned.
24. Question: Page E-001, General Notes 23 and 24, is switchboard work on these affected buildings also limited to the days detailed in the notes, or just when the MV system is touched?
A24: Just when MV system is touched. General Note 22 Parts A. through L. apply to all outages. General notes 23 and 24 apply to any switchboards work in the listed building(s).
25. Question: What duration will the generator need to be on site for Bldg. 108 per drawing # ES102, note 4?
A25: for duration of work causing utility power to be out for this building.
26. Question: Is any Soil Analysis required with the sitework on this job?
A26: No soil analysis will be required.
27. Question: What are the required wire sizes and types to be ran from the new generator to the individual buildings? What conduit size for the communication cabling?
A27: shown on single line drawings. Drawing E-501 as noted on drawing ES103 note 3 for communications. Drawing E-605 for building 107/108 single line.
28. Question: Are the existing runs from transformer to buildings 107, 108, and 144 in ductbank? A28: Yes the existing runs are in ductbank.
29. Question: On Page E-100, Key Notes 3 and 4 state to demolish 2 feeders to panel 5- 5X. Based on previous knowledge, there seems to be some details missed in the one-line. Are we to bid based on the current drawings or actual conditions? Also, there are no lengths included in order to accurately bid this work.
A29: Keep circuit to building 7, this is the feeder to 5-5X. Feeder to building 2 previously removed.
30. Question: Are there any requirements for fire suppression in the generator enclosure?
A30: Enclosure provided by generator manufacturer and should contain all necessary code compliant devices and equipment.
31. Question: Page E-101, Sheet Note 5, how many new nameplates are required outside of the scope listed on the material list?
A31: refer to single line diagrams
32. Question: Page E-107, Room 20-1-027, will there be any required work done to the existing wood enclosure surrounding the affected panels if the new equipment does not fit? Will all new and ETR equipment need to fit in existing enclosed room?
A32: submit RFI with proposed solution if it is determined during construction that the new and ETR equipment will not fit within the existing space.
33. Question: Page E-115 and E-117, Key-Note 1 is located on this drawing, yet not shown on the drawing itself to highlight what panel(s) are affected by the note. Please clarify.
A33: all panels shown E-115, E-116 and E-117 as bold are to have the feeders replaced. Also reference on E-600
34. Question: There is no page E-116 located in the drawings. Is this correct?
A34: this drawing is located at the beginning of the electrical drawing set, page 12 of the combined set.
35. Question: Page E-600, are the estimated lengths for cable replacement in Bldg 70 the actual length of wire or conduit?
A35: Measurements given are estimated lengths of conduit
36. Question: Page E-601, what Amperage Surge Protective Device is required? Where shall it be located, generally?
A36: Provide breaker size as shown on single line diagrams for Basis-of-Design manufacturer. Install integral to the panel or in close proximity.
37. Question: Page E-603, once source and feeder have been traced, is there more work to be done that shall be included in the original bid, or would it be handled through a construction bulletin?
A37: Once tracing is complete no additional work is required. If during contractor investigation a discrepancy is identified between existing conditions and the contract documents (drawings and specifications), follow contract procedures and submit an RFI.
38. Question: Page -E-605, Note 3, what type of Disconnect is required, ECB, fused,etc?
A38: enclosed circuit breaker
Drawing Questions:
1. Question: Sheet CD101
a. Coded note 4: Provide details and information on planter to be removed including repairs
A1a: No repairs needed, wooden planter bed to be removed in its entirety
b. Coded note 5: Provide asphalt repair detail / asphalt thickness etc.
A1b: Detail 3 on CS501 is for patching of utility trench. Asphalt thickness is unknow. Assume 4” for consistency among bids.
2. Question: Sheet ES102:
a. Coded note 1: provide feeder wire size to be removed
A2a: 225-amp feeder

A4a: feeder previously removed, note 4 to be ignored, this circuit is the new feeder to the panel.
5. Question: Sheet E-109:
a. Coded note 4: is this work required to be completed during off business hours?
A5a: reference specification section 01 01 10SN for hours of work. Electrical power will not be allowed to be shut down spaces during the workday. A review of note 4 on sheet E-109 does not state anything on work hours.
6. Question: Sheet E 110:
a. Coded note 3: is there currently NEC compliant clearance from front of panel to parallel wall directly in front?
A6a: Panel 43-1-A on the adjacent wall is obstructing working clearance for
Panel 43-1/E by a few inches. The note is to let the contractor know to shift the new panel a few inches to get the required clearances. Drawing E-110 is showing the new location.
7. Question: Sheet E112:
a. Coded note 1: is existing panel capable of accepting new ckt. breakers with
22KAIC rating
A7a: assume yes for bidding purposes and if panel unable to accept 22KAIC breakers submit RFI with proposed solution. Panels are being replaced, provide with appropriate KAIC rating as shown on drawing E-600
8. Question: Sheet E113:
a. Coded note 1: is existing panel capable of accepting new ckt. breakers with
22KAIC rating
A8a: assume yes for bidding purposes and if panel unable to accept 22KAIC breakers submit RFI with proposed solution. Panels are being replaced, provide with appropriate KAIC rating as shown on drawing E-600.
9. Question: EP101:
a. Detail 3 / coded note 8: coded note calls for existing and new.
i. Are we to provide new LV or relocate existing?
A9a.i: relocate existing
ii. If relocation is what is to be completed, provide identification of panel contents.
A9a.ii: relocate existing j-box around corner as-shown. reuse exiting coax cable, cat 5e cable and 3- 12 awg 24V dc conductors.
iii. Is this work to occur off hours?
A9a.iii: See answer to Q3.
Specifications Question:
1. Question: Division 1 has note of "VA to provide edited Div. 1 Specification”. when will these be issued?
A1: No additional specifications will be provided, note has been removed.
2. Question: Div. 02 Site Survey:
a. what items are to be surveyed on project? scope is not defined
A2a: The intent of this spec in this instance ties back to our drawing note that the contractor shall notify the COR or engineer of any discrepancies between existing field conditions and the existing conditions shown on the drawings. If the contractor finds such discrepancies, this spec is to be a guide for performing and submitting the survey showing those discrepancies.
3. Question: Div. 03 Damp-proofing
a. provide location where this is to be used as it cannot be located within the project drawings A3a: Division 03 is the Concrete section and contains the spec 03 30 53 “Cast-in-Place Concrete” which needs to remain. Damp proofing would apply to what is written in the spec. All wall penetrations to the outside will need to be sealed to prevent water intrusion.
4. Question: Div. 08 Access Doors
a. provide identification of location required
A4a: Delete Specification 08 31 13 from the project.
5. Question: Div. 09 Acoustical Ceilings
a. provide specification and size of acoustical ceiling tile panels to be utilized and their respective locations, throughout the project A5a: Specification 09 51 00 is provided for repair work of the existing ceiling damaged by the overhead construction work.
6. Question: Page 1 of specification section 00 01 10 states in red “** VA TO PROVIDE EDITED DIV. 1 SPECIFICATIONS**” – are the specifications accurate?
A6: The Division 1 specifications are accurate for the contract, the note should be deleted.

General Questions
1. Question: There is no Sheet Note 3 located on the drawing of Page E-605. Is the disconnect on E-605 the same disconnect referenced on page ES103, note 3?
A1: yes, disconnect “107/108-DS-A”
2. Question: Is the fuel tank for the new enclosed generator specified to follow UL-142 or
UL-2085?
A2: UL-142
3. Question: There appear to be many discrepancies between the one-line diagrams, Material List, and panel schedules.
- What should be used as the basis of design in instances where there is differing information provided on the drawings?
A: Drawings are based on the best available information at the time of survey and visual inspection. The below discrepancies have been reviewed and direction provided.
- There are no panel schedules for 6-A2-5 and 102-EUL-Q-B3.
A: See attached panel schedules for breaker sizes and quantity.
- 5-Panel L-2E seems to have an inaccurate panel schedule based on the one-line.
A: Panel schedule is correct. 100 amp breaker listed as “unidentified” in 5-Panel L2- E Section 2 is feeding new panel “5-Hall Panel”.
- 6-Main D BSMT seems to have an inaccurate panel schedule based on the one-line.
A: Elevator breaker in One-line and on panel schedule is 200A breaker. New panel schedule attached.
- 20-MD20B-1 seems to have an inaccurate panel schedule based on the one-line.
A: Panel schedule branch circuits are correct. Provide single phase panel for Panel MD20B-1, MD201C, MD301A and MD401, use panel schedule and equipment list schedule for other panel information.
- MD-20-MD seems to have an inaccurate panel schedule based on the one-line.
A: number of circuit breakers in panel schedule matches one-line. 250A breakers are to have long time, short time and instantaneous settings. 250A frame / 125A trip except E85 Fuel Tank – 100A. New panel schedule attached.
- 43-MDP seems to have an inaccurate panel schedule based on the one-line.
A: Breaker labeled HDS on one-line is turned off in the panel. This breaker has been added to the panel schedule as a “spare”. New panel schedule attached.
4. Question: There are no panel Dimensions for 5-MD-5E and 6-CBB. Please provide those so it can be bid accurately.
A4: : “5-MD-5E” approximately 48”x72”; “6-CBB” approximately 42”x64”
5. Question: Will fire-stopping only be required on new penetrations?
A5: Fire stopping is required, wall construction for new panels are shown Type X gypsum board on Sheet A-001. Is floor or rated partition are penetrated they need to be Fire Stopped.
6. Question: Will any work outside of replacing the existing disconnect with a new panelboard be required in Building 114?
A6: Feeder is being replace, see “ES” sheets and “E-605”
7. Question: Is site work to include restoration after completion?
A7: Yes
8. Question: Page EP101, Sheet Note 4, is the repair only required in the drywalled section, or is any restoration necessary outside of the affected room?
A8: wall penetration will need to be repaired and sealed as required to fully repair the wall. Assume wall repair and waterproofing for bidding purposes.
9. Question: Is there a minimum expected amount of hours allotted for training after completion?
A9: training will need to be long enough to properly train VA personnel
10. Question: Is there a minimum expected amount of hours allotted for commissioning before or after completion?
A10: commissioning will need to follow a properly developed commissioning schedule
11. Question: Page ES102 calls for a 50KW DG Set.
- Is the contractor to provide cabling and labor to hook up to Building as well?
A: yes
- If so, will cabling stay with VA after project?
A: no
- Is the generator to be electrically hooked and unhooked daily?
A: generator is necessary to keep the building with power until new generator and feeder us operational
- Can generator stay in place, or will it need to be moved after use?
A: stay in place, verify location with COR
- Will contractor be required to provide fuel from off-site?
A: yes
12. Question: Will ICRA containment be required to be installed after 5:30pm?
A12: ICRA containment is require while the work is being performed which includes if walls or work are left incomplete at the end of the working day. ICRA is installed and the start of work in any area and maintained until all work is completed and the space is fully returned to the VA facility.
