VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, Great Lakes Acquisition Center, NCO 12, 115 South 84th Street, Milwaukee, WI 53214. 2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The equipment to be installed will be monitored and controlled by Johnson Controls Metasys Building Automation and HVAC Control System. A new panel and necessary controllers will be installed and tied into the existing system, to be monitored and controlled by VA’s ‘Graphics’ shop.
The estimated expected cost for Johnson Controls Metasys material is $ 6,500 .
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This product, the Johnson Controls Metasys Building Automation and HVAC Control System, is the only product that allows for a single HVAC control system for the Milwaukee facility. Johnson Controls Metasys control system is the campus-wide building and HVAC control System. An incompatible system may require installation of new “front-end” and remote workstations as well as new software and programming. Additionally, installation of components that match the existing building automation system minimizes maintenance costs and bench stock requirements. It is necessary to match the existing system to ensure there are no interface problems, impacts to patient safety and familiarity of the product to the staff and maintenance personnel. This is the only way to ensure complete compatibility and that the campus will not have two HVAC control systems on the Milwaukee campus.
4. Description of market research conducted and results or statement why it was not conducted:
We have conducted research into other Building Automation and HVAC Control systems and have found that they are not compatible with our standard. The other products on the market would require additional cost to maintain within the facility
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
