I. General Description:

Provide Construction Services for Project#: 695-20-105 Upgrade Electrical Systems Area 2

II Project Scope:

1. General Description:

1. General Description: Contractor shall provide for and furnish all labor, materials, equipment, qualified supervision, and other items designated in this contract in accordance with the specifications and drawings to complete Project # 695-20-105:

Upgrade Electrical Systems Area 2 at Clement J. Zablocki VA Medical Center, 5000 West National Avenue Milwaukee, WI.

a. This is mostly an electrical construction project of replacing existing power distribution switchboards and branch circuit panelboards with new equipment in the same location as existing equipment being replaced.

b. For buildings: 5, 6, 7, 20, 43, 107, and 108 replace most of the electrical branch circuit panelboards throughout building. Also replace one electrical panelboard in buildings 102 and 144.

c. For buildings: 5, 6, 20, 43, 107, and 108 replace electrical service entrance switchboard or power panel.

d. For buildings 70 replace several electrical feeder conductors in existing conduit between electrical panelboards.

e. Provide a single new generator to feed buildings 107, 108, and T114.

2. All work shall be completed within 315 calendar days after receiving Notice to Proceed.

This project shall be completed within Three Hundred sixty five (365) days once NTP is issued.

• Phase 1: Pre-construction (kick-off) Meeting is anticipated to be scheduled on the effective date identified in the Notice to Proceed (NTP).

• Phase 2: Pre-Construction Accident Prevention Plan and Construction Schedule, to be completed no later than NTP + 30 days. Within this period the contractor shall submit the Accident Prevention Plan, submit the Construction Schedule, and schedule a review meeting with the COR and VA Safety.

• Phase 3: Pre-Construction Period duration is NTP + 60 calendar days (not to exceed). Within this period the contractor shall submit the following (as applicable per the specification requirements):

1. Logistics Plan.

2. Construction Security Plan.

3. Construction Phasing Plan.

4. Submittal Registry.

5. Accident Prevention Plan.

6. Activity Hazard Analyses.

7. Construction Schedule.

8. Schedule of Values.

9. Existing Conditions Survey.

10. Infection Control Plan.

11. Quality Control Plan.

12. Environmental Protection Plan.

13. Document Submissions.

14. Demolition Debris Management Plan.

15. Certificates, Licenses, and Training Documents.

16. Obtain PIV badges.

• Phase 4: Pre-Construction VA Review Period. Phase 2 is anticipated to be 30 calendar days and shall be completed no later than NTP + 90 calendar days. Within this period the VA shall complete all review and approvals of contractor Pre- Construction submittals.

• Phase 5: Construction Period – Phase duration is anticipated to be 180 days; to be completed no later than NTP + 320. All applicable documentation listed in Phases 2 and 3 and any necessary submittals required to mobilize must be approved by the COR prior to commencing work. No demolition or construction shall be started without COR review and approval of those items listed in the Pre-Construction Period unless authorized in writing by the COR or the CO. Should naturally occurring weather delays occur, the contractor shall restart construction immediately once conditions permit.

• Phase 6: Post-Substantial Completion Period duration is NTP + 365 calendar days.

The contractor shall provide all required materials to include the following within 45 days of completion of Phase 5.

1. Inspection and Approval by the COR and/or the CO.

2. Final Approval and Beneficial Occupancy when applicable.

3. Warranties documents and O&M Manuals.

4. As-built drawings and record submittals.

5. Staff training when applicable.

6. Waste Reports.

7. Existing Conditions Re-survey.

8. Release of Claims.
