About this file

This is a Justification for Brand Name Awards document from the Department of Veterans Affairs for a single-source procurement under RFO 12.102.

The Fort Harrison VA Medical Center in Fort Harrison, Montana is procuring a Rauland Responder 5 Nurse Call System to complete an upgrade on the fourth floor of Building 154. The existing infrastructure uses Rauland Ametek nurse call systems, and all new components must integrate and operate with the current system. The procurement includes multiple Rauland-branded components specified by part number, including power supplies, network modules, terminal resistors, corridor lights, patient stations, beds, control modules, staff assist stations, and pull-cord stations—totaling approximately 41 units across various part numbers. EVCO Sound & Electronics, Inc. (F9TGU1V6DM85) is identified as the sole authorized service provider, distributor, and installer of the Rauland Responder 5 system for the Montana area, as confirmed by a distributor exclusivity letter from Rauland Ametek. The justification emphasizes that competition cannot be expanded because using a different nurse call system would require replacing the entire facility-wide system at substantial cost and would create incompatibility issues across all operational levels. Market research was conducted using VetCert and the North American Classification System (NAICS code 236220), which identified 9 small disadvantaged veteran-owned businesses, but none were authorized Rauland Responder system distributors or installers. The document is certified by Jonathan Oset and approved by Frankie Basham, Contracting Officer at NCO 19, Construction Team 2, with certification dated 3/19/2026.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Fort Harrison VA Medical Center has a need for the purchase and installation of Rauland Responder 5 Nurse Call System to complete an upgrade on the fourth floor of building 154. Currently, this floor either lacks a nurse call system or is equipped with the outdated Rauland Responder 4 system. The existing nurse call system is of Rauland Ametek manufacture. All new components must integrate and operate with the existing system.

EVCO Sound & Electronics, Inc (F9TGU1V6DM85) is the sole service provider, distributor, and installer of the Rauland Responder 5 Nurse Call System for the Montana area. A distributor email from Rauland has been provided stating EVCO is the only authorized dealer and installer for the Fort Harrison VA Medical Center location. In this case, the new contract is a type of follow-on contract for consistency of a nurse call system within the VA Medical Center.

Since this is a highly specialized, major system within the facility a different contractor cannot provide the Rauland Responder 5 Nurse Call System at this location; and if a different system is used it will not communicate with the currently installed nurse call system. If a new contractor is used, the entire system would have to be replaced at a substantial duplication of cost to replace the entire system throughout the hospital to stay consistent and be able to communicate at all levels and within all spaces throughout the facility.

In accordance with RFO 12.102(a) Restricting Competition, the decision to restrict competition in this instance has been documented to ensure that the required Rauland Responder 5 Nurse Call System components are obtained. This restriction is necessary to maintain compatibility with the existing Rauland Responder system and to avoid significant additional costs and potential disruptions to the facility’s operations. The use of brand-name descriptions, in this case, is essential to identify the specific product that meets the medical center's requirements. The documentation includes a justification for the use of the brand-name limitation, supported by the distributor email confirming EVCO as the sole authorized provider for the specified location.

Accordingly, EVCO is the only firm capable of providing the required supplies and services.

4. Description of market research conducted and results or statement why it was not conducted:

Market Research was conducted and it was determined that EVCO is the only authorized Rauland nurse call distributor and installer that covers Fort Harrison, MT. EVCO provided a distributor exclusively letter from Rauland Ametek stating they are the only authorized dealer and installer of the Rauland Responder 5 nurse call system, for this location.
