Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C250-21-AP-2408

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Cleveland VA Medical

Center, 10701 East Blvd., Cleveland OH 44106. The purchase request number is 541-21-2- 5986-0049.

2. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount: This project is named “Replace Substations A&B,” and this project replaces the existing substations A&B in room D21. It also replaces and relocates existing emergency distribution and automatic transfer switches to a new dedicated emergency electrical room.

This newly created electrical room will require new doors with access controls. The existing doors leading to room D21 will need to be replaced and increased in height to accommodate the installation of the new substations. Therefore, new access controls will be installed on the new doors.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Wade Park is heavily invested in a centralized access control/security system called LENEL. LENEL was selected after extensive investigation of the facility needs and products available. A sole source justification was submitted previously which facilitated the initial purchase of the LENEL equipment through GSA. The LENEL system is currently operational and requires LENEL field panels to be installed on each subsequent project where there is a need for access controls. These LENEL panels and software are proprietary and are the only portion of the system that needs to be sole sourced. All of the devices such as servers, storage devices, PIV/HID cards, HID card readers which tie into the LENEL system can be purchased with full and open competition.

This system needs to remain a single access control/security system for the main campus, CBOC’s and all other VA controlled properties that will eventually tie into the main campus.

Police Services was impacted and would be again if they had to monitor and maintain several separate security systems and their ability to protect veterans and employees would be significantly decreased. The controller part number is LNL X1320. The estimated value of materials is .

It was found that LENEL access control software allows for easy integration of our existing panic alarm, fire alarm, and medical gas alarms at Wade Park. LENEL access control field panels are non-windows based and can seamlessly integrate with the existing HID card readers and maglocks reusing the wiring infrastructure already in place. Having non windows-based field panels will benefit in several ways; there is no need for a large processor on board to continuously run windows, energy consumption is less without the un-needed processing power, the cost of the windows based panels are almost one and a half

The LENEL software makes these camera feeds capable of analytic controls, smart functions, (i.e. object left behind, door left open, traffic direction in a corridor). All of these features are offered through LENEL at one fifth the cost of comparable competitors. LENEL then offers one easy to use interface for police dispatchers to monitor with all systems displayed in one easy location. For those reasons this system has been purchased and installed in the facility.

4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted IAW FAR Part 10 through VIP, SAM, and using past procurement history. These supplies will be procured under a construction contract which will be 100 percent set-aside to Service-Disabled, Veteran-Owned Small Business (SDVOSB) concerns. The VIP search identified 1,763 SDVOSB sources Nationwide and 41 SDVOSB concerns in the State of Ohio. Past procurement history has determined that this requirement can be competed amongst SDVOSB concerns at a fair and reasonable price.

Therefore, the Rule of Two can be met.
