Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C250-21-AP-2408

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Cleveland VA Medical

Center, 10701 East Blvd., Cleveland OH 44106. The purchase request number is 541-21-2- 5986-0049.

2. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount: The project 541-21-105, “Replace Substation A & B,” is for the replacement of the existing substations A and B in room D21. This project also calls for the relocation and replacement of the existing emergency distribution and automatic transfer switches to a new dedicated emergency electrical room. The newly created emergency electrical room B- D412A will require the installation and programming of a new speaker/strobe. In addition, the ductwork serving the existing D21 electrical room is being removed and reworked. The existing duct mounted smoke detector will have to be temporarily removed and disabled and then re-installed into the new ductwork and reprogramed.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The fire alarm notification system and all associated equipment are required by NFPA 72 (national fire alarm code). Notifier is the existing fire alarm system in the hospital and only parts and software/firmware from the same manufacturer will work with the system. Signal devices of another manufacture may work with Notifier panels but are not acceptable based on tested and approved UL listing. Notifier provides notification of fire alarm, supervisory, and trouble conditions; to alert the occupants;

to summon appropriate aid; and to control fire safety functions. Required by NFPA 72 fire alarm code. The Notifier 3030 panels and associated equipment perform all required functions of the NFPA 72 fire code. The estimated value of materials is

4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted IAW FAR Part 10 through VIP, SAM, and using past procurement history. These supplies will be procured under a construction contract which will be 100 percent set-aside to Service-Disabled, Veteran-Owned Small Business (SDVOSB) concerns. The VIP search identified 1,763 SDVOSB sources Nationwide and 41 SDVOSB concerns in the State of Ohio. Past procurement history has determined that this requirement can be competed amongst SDVOSB concerns at a fair and reasonable price.

Therefore, the Rule of Two can be met.
