Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C250-21-AP-2408
1. Contracting Activity: Department of Veterans Affairs, VISN 10, Cleveland VA Medical
Center, 10701 East Blvd., Cleveland OH 44106. The purchase request number is 541-21-2- 5986-0049.
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount: This project is named “Replace Substations A & B” and this project replaces the existing substations A & B in room D21. It also replaces and relocates existing emergency distribution and automatic transfer switches to a new dedicated emergency electrical room.
This newly created electrical room will require new doors with access controls. The existing doors leading to room D21 will need to be replaced and increased in height to accommodate the installation of the new substations. Therefore, new hardware will be installed on all the new doors.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Removable core locking cylinders that are removable only with a special key or tool without disassembly of knob or lockset. Core that allows medical center policy for key locks to be met. One grand master key to be available to open all doors by authorized individuals (med center director – chief of security). The estimated value of materials is .
To meet needs stated above the medical center currently utilizes a “Corbin-Russwin HO keyway great grand master key system,” single master key system is a requirement of VA engineering policy MP – 3. As the Cleveland VA medical center continues to move toward consolidation patient and staff safety concerns remain at the forefront of design decisions when selecting systems. To change to a different locking system would require numerous master keys potentially causing delays in accessing all area of the campus in event of emergencies. The lock set requested allows the facility to expand and renovate as required and maintain the ability to meet patient and staff safety requirements.
4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted IAW FAR Part 10 through VIP, SAM, and using past procurement history. These supplies will be procured under a construction contract which will be 100 percent set-aside to Service-Disabled, Veteran-Owned Small Business (SDVOSB) concerns. The VIP search identified 1,763 SDVOSB sources Nationwide and 41 SDVOSB concerns in the State of Ohio. Past procurement history has determined that this requirement can be competed amongst SDVOSB concerns at a fair and reasonable price.
Therefore, the Rule of Two can be met.
