About this file
This document is a comprehensive specification for traditional asbestos abatement at the Canandaigua VA Medical Center in New York. The project involves removing approximately 250 square feet of vermiculite insulation behind radiators in Building 36, which will be converted into a temporary police station. The abatement work requires strict compliance with OSHA, EPA, and state regulations, including establishing regulated work areas, implementing negative air pressure systems, using specialized personal protective equipment, and following detailed decontamination procedures.
Key requirements include creating personnel and waste decontamination facilities, using HEPA-filtered negative air machines, wet removal techniques, double-bagging waste materials, and conducting rigorous air monitoring and clearance testing. The contractor must have specialized personnel including a Competent Person, Professional Industrial Hygienist, and trained workers with specific certifications. The project mandates extensive documentation, including an Asbestos Hazard Abatement Plan, daily logs, waste shipment records, and final clearance testing using Phase Contrast Microscopy (PCM) and Transmission Electron Microscopy (TEM) to ensure fiber levels are below 0.01 fibers per cubic centimeter.

SECTION 01 00 00
GENERAL REQUIREMENTS
GENERAL
1.1 SAFETY REQUIREMENTS
A. Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.
1.2 GENERAL INTENTION
A. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for WIDEN MAIN
ENTRANCE AT THE CANANDAIGUA VA MEDICAL CENTER as required by drawings and specifications.
B. Visits to the site by Bidders may be made only by appointment with the Medical Center Engineering Officer.
C. Offices of Encorus Group, P.C., as Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer or his duly authorized representative.
D. Before placement and installation of work subject to tests by testing laboratory retained by Department of Veterans Affairs, the Contractor shall notify the COR in sufficient time to enable testing laboratory personnel to be present at the site in time for proper taking and testing of specimens and field inspection.
Such prior notice shall be not less than three workdays unless otherwise designated by the COR.
E. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.
1.3 STATEMENT OF BID ITEM(S)
A. ITEM I, GENERAL CONSTRUCTION BASE BID: Work includes general construction, alterations, roads, walks, grading, drainage, 01 00 00 -2 necessary removal of existing structures and construction and certain other items.
B. Hazardous Materials Base Bid: Building 36 has had the majority of its hazardous materials removed during previous projects. However suspect ACM vermiculite insulation is anticipated in wall cavities located behind existing heaters and will be abated accordingly.
C. Architectural and Interior Design Base Bid: The design approach involves retention of as many of the existing interior walls as possible in building 36, while giving consideration to the requirements of the space planning manual for police stations. In addition, existing walls surrounding utility chases will remain in the new layout as they currently support utilities for floors above and below. The new design for the police department will match finishes with the adjacent newly renovated area of offices.
This design is also intended to accommodate for general office space use after the police department moves to another building in the future as part of the campus master plan. The pass thru locker for evidence and the police lockers from building 20 will be reused in the new design. New walls will consist of metal stud and gypsum board construction and the ceilings will consist of acoustical ceiling tiles with gypsum wall board light wells surrounding the windows. All new flooring will be installed with luxury vinyl tile in offices, locker rooms and corridors and ceramic tile in toilet rooms and shower rooms, while the janitor’s room has quarry tile. The walls in the toilet rooms will have a ceramic tile wainscot with painted walls above. The new design will also be ADA accessible including doors and door hardware, plumbing fixtures, toilet partitions, and countertops.
New louvers will be installed in the attic of building 36 for mechanical equipment, which will include maintenance to masonry.
This design will also cover the repairs to building 130 along with accommodating for new pipe in the existing roof.
D. Civil Base Bid: A new entrance will be created forming two lanes separated by a curbed island with two security stations and
01 00 00 -3 motorized lift arms. Landscaping and lighting will be incorporated in the entry design to make it aesthetically pleasing and functional. Plantings in the raised median will include native shrubs and perennials that can withstands both dry and wet conditions with low maintenance and different blooming periods and color.
As the driveway entrance needs to be widened the two entry posts and wrought iron gates will need to be removed and reconstructed.
The design intent is to completely replace all masonry work in the scope with new construction to replicate the original design styling. The brick pattern which is a rowlock course every six courses will be retained. The terracotta facia shapes and caps will be utilized as examples for replicated features. The concrete pier foundations will be re-built in a manner similar to the existing with chamfered corners at the base. New wrought iron gates will be fabricated to match the design language of the existing adjacent fencing and pedestrian gates. Currently there is a fixed fence section on either side of the gate that will be removed, and the entry gate piers will be relocated directly adjacent to the existing pedestrian gates on either side of the road, allowing for widened vehicle travel lanes.
The parking lot is designed for ample car parking including handicap accessible parking. New sidewalks will be provided as required. A “No Parking” area will extend along one side of the lot, allowing for emergency vehicle access, temporary screening operations, and snow storage in winter months. The expanded lot footprint will require extensive regrading in the area as well as creation of a storm water infiltration basin.
The parking lot area will be enhanced by landscaping and architectural treatments. Plantings around the parking lots will include native trees, shrubs and perennials that tolerate local conditions. This planting design will be useful in absorbing
01 00 00 -4 runoff water while being a low maintained area. These native plants will include a wide range of color and different blooming periods.
The parking lot area will be enhanced by landscaping, light posts, and architectural treatments. Plantings around the parking lots will include native trees, shrubs and perennials that tolerate local conditions.
E. Structural Base Bid: Structural components within this project include construction of foundation structures for civil improvements at the front entrance, such as the entry gate piers, guard booths, and light poles.
F. Mechanical Base Bid: The renovation of Building 36 will include removal of all existing heating equipment, installed below windows on the exterior walls of the work area. New systems will include 4-pipe fan coil units spaced throughout the work area, connected to existing campus chilled water supply and hot water heat exchangers to be installed by the contractor in the basement mechanical room of the building. The fan coil units will be concealed within the ceiling and will have ducted supply and return. Ducts will be placed to avoid structural beams that will constrict the size of the ducts. The fan coil unit itself will be equipped with drain pans and condensate lines that will drained to a centralized sanitary connection.
All four bathrooms will be ducted to heat recovery ventilators, which will be installed in the attic. Any ducts for exhaust will be routed through the chases located throughout the building so as not to conflict with rooms on the second floor. Based on the requirements, outside air will need to be ducted in for all rooms at a rate of two air changes per hour. This will be done using the aforementioned HRVs in the attic, and ducting through the chases. Due to the beams throughout the building, the best option to avoid them is to duct to the hallways and not into the rooms.
01 00 00 -5
This will fulfill the requirements for outside air and avoid fitting ducting through eight-inch-tall openings.
Building 130 will require a split system ductless heat pump to provide temperature control for the anticipated electrical equipment to be installed within the electrical base bid.
G. Fire Protection Base Bid: The existing automatic sprinkler system piping will be modified to match the new floor plan and layout.
Existing fire alarm devices and wiring will be removed from the work area as well. Fire alarms will be extended off the existing system and installed throughout the area as required. The system initiation will be achieved through activation of the automatic sprinkler system. Speakers and strobes will be installed throughout the area as notification appliances.
H. Plumbing Base Bid: New domestic and sanitary piping will be installed in accordance with the design drawings to provide service to bathrooms and shower rooms within the work area. All fixtures will be supplied by the three lines routed from the center of the building.
All existing piping and fixtures from the first floor will be removed and replaced with new. New pipe will be connected to old as near to the contract boundary as possible. New water closets and lavatories will be provided by the contractor.
Sanitary piping shall be replaced with all new piping be connected to existing sanitary risers. Sanitary risers will be connected to the main sanitary line in the sub-basement.
I. Electrical Base Bid: The three panels, RPEM-1B, PF-1, and Panel
LTG F will be relocated to the new electrical closet and used for lighting and receptacles throughout the new police headquarters.
The interior lighting will be designed to resemble those from recent renovations on the other side of the first floor.
New lighting and power points will be provided along the redesigned campus entrance and parking lot and will also be run to the new guard stations being installed within the median of
01 00 00 -6 the campus entrance road. Power is intended to be supplied from the 208 service at building 120 (per VAMC request), as the existing power in this area appears to be fed from the current police building, B20. As part of this, 120/208 panelboard will feed the new design and refeed select equipment previously from
B20. From B130 conduit will be direct buried as it radiates to feed lighting, site power, and providing a new 208V feed to B40.
See electrical drawings for additional cable and conduit design.
In consideration of the cost associated with running (4) parallel sets of 500kcmil cable, at 208V, Encorus offered a design alternative to pull a 4160 feed from the manhole directly upstream of transformer 14-1. For this, a new 4160//120/208 transformer will be located outside of the brick building (B130) and feed the previously mentioned 120/208 panelboard.
New power outlets will be provided in the expanded parking lot for VA use. This includes both GFCI convenience receptacles in the light poles and a pair of power pedestals housing a 50A locking receptacle and several GFCI duplexes.
The new lighting will be specified to complement the historic character of the campus while still maintaining adequate illumination per the VA design guidelines. It is intended that the new light poles along the entrance median will be provided with additional arms for mounting banners or other seasonal items as deemed appropriate by the VA. Convenience receptacles will be provided at each light pole for use by the VA as required.
J. Telecommunications Base Bid: Telecommunication services for the police station will be extended from the existing first floor communications room to a new communications room wholly located within the police station. Cameras, workstations, phones, access control, intrusion detection, and other pertinent equipment will be housed within the IT space with two new racks provided to house equipment.
The existing site video monitoring system will be relocated from the exiting police station to the new temporary police station in building 36. A door monitoring intercom will be installed at the
01 00 00 -7 main hallway entrance to the police station to allow the secretary or on-duty officers to admit visitors.
A new physical access control system will be installed, see
Attachment C for sequence of operations.
Fiber Optic cabling will be extended out to the new front entrance area to reconnect to the existing guard building and new guard shacks. Additionally, cameras will be provided in the front entrance area in accordance with the VA physical security design guide.
