About this file
This document outlines environmental protection considerations and requirements for a federal contract to renovate the first floor of a community living center at a Veterans Affairs medical center in Jackson, Mississippi. The contractor will be responsible for obtaining any required environmental permits and ensuring work complies with EPA, state, and local regulations regarding waste disposal, pollution prevention, spill containment and reporting. The possibility of encountering asbestos materials exists due to the age of the facility, and the contractor must notify the contracting officer if asbestos is encountered and follow all applicable safety standards. The contractor must also adhere to the medical center's environmental management program and divert debris from disposal when possible through reuse and recycling.

ENVIRONMENTAL PROTECTION CONSIDERATIONS
Medical Center and Contractors working on Medical Center property are subject to both federal and state environmental protection laws and regulations including those of the U.S. Environmental Protection Agency and the Mississippi Department of Environmental Quality (Mississippi DEQ). Medical Center and Contractors must also follow the Sewer Use Ordinance for the City of Jackson, Mississippi.
Contractor responsible for obtaining, paying for, and abiding by the terms of any environment permits, notifications, etc. required to complete the work.
Contractor must take appropriate precautions to avoid pollution from entering storm drains or open waterways.
Contractor will take all appropriate precautions to avoid spills. Contractor is responsible for immediate containment and clean-up of all spills or other release caused by his or her operations. Contractor will notify appropriate authorities of a spill when current regulations require that such authorities be notified.

To the maximum extent possible, debris and other wastes from the job must be diverted to reuse and/or recycling rather than disposal in accordance with the Construction Waste Specification. Reuse must be in accordance the terms of the Contract and only with the clearance of the COR and Contracting Officer.
Recycling does not have to be performed when its cost exceeds 110% of the cost of disposal, violates other safety or environmental laws, or suitable recyclers cannot be located.
Dispose of all debris in accordance with all applicable laws and regulations including Mississippi Department of Environmental Quality (DEQ) and Environmental Protection Agency (EPA), etc. If disposal or recycling requires a bill of lading or manifest, Contractor must provide copies to the Medical Center.
Electronics which are not recycled must be taken off Medical Center property for disposal.
Due to the age of the Medical Center, the possibility of asbestos containing materials does exist. In performing the work, if any contractor employee encounters what is believed to be Asbestos Containing Materials, they are to immediately stop and notify their supervisor and the COTR overseeing the job if asbestos materials are encountered. Unless specified directly otherwise in the Contract, removal of discovered asbestos is handled as change order or separate contract. The Medical Center has an asbestos assessment which can be viewed by contacting the Safety Section at ext. 51528, ext. 51329, or ext. 53881.
If working in a known asbestos area, all applicable OSHA, EPA, and Mississippi DEQ regulations shall be followed.
The Medical Center has environmental management system in place known as the Green Environmental Management System. The program is under the direction of Scott Berry, GEMS Coordinator. Mr.
Berry can be contacted at 601-364-1528 (ext. 51528 from a hospital phone).
