About this file
This document outlines a federal contract opportunity to renovate the first floor of a Community Living Center at the G.V. (Sonny) Montgomery VA Medical Center in Jackson, Mississippi. The contractor will be responsible for furnishing all labor, materials, tools, equipment, transportation, and supervision to complete the renovation. The renovation area contains asbestos floor tiles and mastic that must be removed per the included asbestos specification and applicable regulations. Due to the age of the facility, the contractor should also be aware of potential asbestos in other hidden locations that may be uncovered. Any additional asbestos work would require a contract modification and approval before proceeding. The response deadline is not provided. ASBESTOS WARNING STATEMENT FOR RENOVATE FIRST FLOOR OF
COMMUNITY LIVING CENTER
Prospective contractors shall be aware there is asbestos containing vinyl composite tile and/or asbestos mastic underneath the sheet flooring in ALL areas of the potential construction area. Also, all vinyl composite floor tiles exposed or covered by other flooring are asbestos containing. More than one layer of asbestos flooring may be present in some area. Removal of this flooring IS a part of this Contract. Removal shall be completed in accordance with the Asbestos Specification included in the bid package and in accordance with applicable OSHA, EPA, and Mississippi Department of Environmental Quality protocols
Due to the age of the facility, Contractor shall also be aware of the potential for the existence of asbestos containing materials other than those noted above. The facility has completed an asbestos assessment to EPA AHERA Standards and determined that
ALL exposed surfaces and insulation OTHER than the floor tiles noted above are non-asbestos.
However, the Assessment did not look behind walls or above plaster or suspended ceilings. Therefore, contractor will use caution especially when breaching walls, hard ceilings, sealed chases, or other “hidden” areas which are not surveyed during an
AHERA Assessment. Any asbestos related work EXCEPT as identified in the initial project documents (floor tile and mastic) will be handled as a change order(s) to the existing contract or separate contract and the cost of such work is NOT to be included in the initial contract bid price. Disturbance or removal of any additional asbestos containing material shall also be in accordance with the Asbestos Specification and
Contractor shall not proceed until the proper Contract modification is in place and he or she has been advised to proceed by the VA.
Any release of asbestos outside a properly controlled (“regulated”) asbestos abatement area (as proscribed by applicable regulations) shall cause contractor to immediately stop work and contact the Facility Management Office at ext. 51329 or
51528 during normal business hours or the Boiler Plant at ext. 51537 after hours.
