Attn: Procurement Office 5000 W. Carefree Highway Phoenix, AZ, 85086

Greetings Donna Bailloux;

On behalf of Online Video Service, Inc. (OVS), we are pleased to submit this proposal in response to the Arizona Game and Fish Department’s (AG&F) request for remote wildlife camera system deployment and streaming support that is in #BPM007084 . OVS is a federally registered small business with more than 20 years of experience supporting remote field installations, and live internet broadcasting and government/enterprise grade live video delivery infrastructure designed for the public sector.

Our response outlines a comprehensive solution to equip your four existing Axis P5635-E PTZ cameras with complete solar power and LTE internet connectivity, allowing for reliable 24/7 live streaming. These camera feeds will be integrated into the OVS Open Government Content Delivery Network (OG-CDN), ensuring high availability and public accessibility with full uptime monitoring and support. We have also included a one-time development and configuration package for your streaming website and operational dashboard, along with ongoing monthly hosting and remote monitoring.

We appreciate the importance that AG&F leadership places in this project and its high visibility to AG&F stakeholders. Streaming wildlife cams have been an important part of OVS history when we were involved with the “Walrus Cam” by the Alaska Sea Life organization that launched one of the first live streams of wildlife back in 2007. We understand the best practices in live webcasting for the government market, and we are confident that our platform will provide long-term value and reliability for your stakeholders and the Arizona taxpayers.

Thank you for this opportunity to partner with the State of Arizona Game and Fish Department.

Case Studies

Live Military Ceremony Client: United States Merchant Marine Academy

The United States Merchant Marine Academy (USMMA) required an outside vendor to fully produce its 2021 commencement ceremony in Kings Point, NY. This involved many deployables, including staging, tenting, lighting, audio, video walls, cameras, direction, and webcasting. The RFP called for additional items such as seating for the graduates, lecterns, and more.

Challenge: The USMMA’s commencement was to be handled 100% by an outsourced vendor and was to take part on its athletic field during the height of the COVID-19 pandemic. Putting out an RFP, the USMMA leadership was looking for an all-in-one vendor that could produce everything on the field as well as for those watching at home, and do it all seamlessly in a COVID-safe manner.

Solution: OVS worked with nearly a dozen sub-contractors to pull the event together in variable weather conditions. This including staging, lighting, audio, webcasting, and more.

Specific tasks included:

• Sourcing field-stable staging at a requisite size

• Rigging for lighting and audio

• Audio production for both the stadium attendees and home viewers

• Large display screens for presentations that also fed into the live webcast feed

• Three broadcast-quality manned cameras for both on-site and webcasting visuals

• Encoding and distribution of event through a USMMA-branded webcasting page

OVS produced the entirety of the USMMA ceremony during the height of COVID-19 restrictions including staging, canopy, cameras, webcasting, audio, and more.

Result: In the end, OVS won the bid and was able to bring in nearly a dozen subcontractors to all work together to make the event a success, which it was. The commencement went off flawlessly to those watching on the field as well as those watching away.

Live Military Ceremony Client: Uniformed Services University of the Health Sciences (https://onlinevideoservice.com/clients/usuhs/commencement/05202023)

Challenge: The United States Uniformed Services University of the Health Sciences (USUHS) holds its annual commencement ceremony most years at Daughters of the American Revolution (DAR) Constitution Hall in Washington, DC. It’s a large and imposing venue, and due to the waning COVID-19 pandemic, the USUHS required a solution to webcast the proceedings live to family and friends around the world.

Constitution Hall is on 17th street just across the street from the White House. It is a large and imposing venue that hosts some of the capital’s top entertainment as well as being home to many honored ceremonies for DHS and other federal events.

Solution: The USUHS selected OVS to broadcast the ceremony live via streaming. OVS was able to secure a professional camera crew and broadcast engineers, bring in trussed projectors large and powerful enough to display pre-recorded videos for those in-house, and sufficient know-how to broadcast the ceremony without a hitch, all while working within the parameters of a national landmark — no drilling, nails, or other damage could be done to the building.

Specific tasks included:

• Sourcing and installing manned cameras on the upper level of the hall

• Integrating with the hall’s installed audio system

• Designing a cabling system that integrates with the hall without damage

• Switching the video feeds for both the projectors and live Internet viewers

• Encoding and broadcasting the ceremony to an international audience

• Coordinating with the USUHS media representatives to ensure all segments were properly covered

• Supply live human-typed open captioning

Result: The ceremony was a rousing success. The Marine Band — the President’s Own — looked and sounded superb on the live stream, as did the graduates themselves. Over 1200 people were watching the stream at one point and there were zero technical difficulties. The contracting officer noted OVS’s "exceptional support of what is easily our most important and highly visible event of the year."

Virtual Conference over Secure Network Client: US Army’s Defense Finance and Accounting Service

Challenge: DFAS has held a long time in person conference dating back at least a decade with an event located in a rotating city in the Ohio Valley for a multi-day training and in person conference. Covid 19 prohibited all travel of participants to the conference therefore making all participation virtual and on-line. Numerous stakeholders would be logging on through Department of Defense firewalls as well as working from home. Participants estimated to be approximately 2000. Department requirement that instruction be live, not recorded in order to obtain credit and completed by July 1 deadline which was in two weeks. Worldwide participation in multiple time zones.

Screen capture from live broadcast

Solution: DFAS selected OVS as the most qualified, lowest price competitive provider of full range of services to fulfill their objectives. OVS setup a customized solution so that participants would be able to use the OVS registration platform to obtain access and track attendance to every classroom. OVS provided live closed captioning as well as a chat box for each classroom to allow for interaction between participants and instructors. Classes were recorded to allow for later posting to the DFAS website for those who could not attend.

• Registration of all participants and obtaining pertinent information

• Training of seventy classroom instructors the week before with run through of slides, microphones and video checks.

• Testing and monitoring the start of each webcast to confirm audio/video signals • Provision of live instructor support via a toll-free number.

• Tracking of per-event analytics of participants, identifying number of viewers and geographic location (city, state, country) page views, chat participation.

Results: OVS provided five days of three consecutive live streams for ten hours a day. There were over 2500 people who registered to view at least one session. Tracking analytics had over 2300 participants logged on simultaneously each day with a weekly average viewing time of 25 hours for each participant.

The chat function also provided seamless interaction between participants interacting with each other.

Training the week before was successful in limiting any problems with the instructors logging on to teach.

Virtual Conference Production in Virtual Environment Client: NSAC (Dept. of Energy’s Nuclear Science Advisory Committee)

Challenge: The Nuclear Science Advisory Committee is an advisory committee that provides official advice to the Department of Energy and the National Science Foundation on the national program for basic nuclear science research. Each year, the Committee holds a full-day meeting, through Oak Ridge Associated Universities, to update its itinerant agencies on the state of nuclear energy research in the US, and to give reports on its activities. In October of 2019, ORAU made the decision to take its public meetings virtual to help the public to save money on travel costs while also expanding its citizen outreach.

To that end, the stakeholders partnered with OVS to get the committee meeting public.

Solution: OVS used former meetings as a template to put together a virtual conference that included all of the things that were required while leaving out the parts that wouldn’t be. The streamlined solution allowed for all of the important updates and reports to be made to stakeholders in the DOE and NSF, as well as the public. The webcast allowed those who wouldn’t normally be able to attend to have a chance to learn and get more information about the nation’s nuclear policy for the next year.

• Live Q&A via remote video, email, and questioning form

• Live PowerPoint and document integration for date-heavy presentations

• Multi-camera production to cover all panel members and other stakeholders

• Professional video, audio, and lighting teams on-location in Crystal City, Virgina

• Live Q&A via integrated web form and via Twitter

Results: The meeting was a high point in the year for members of the related committees, but more so for the public. With nuclear power under scrutiny, the notion of putting the rule making process out into the public is a natural one, and to that end the meeting — and the associated outreach — was a complete success.

Virtual Conference for Hybrid Broadcast Client; ACUS (Administrative Conference of the United States)

Challenge: ACUS is the technical rule-making arm of the US Government. Its sole purpose is to conduct research and issues reports concerning various aspects of the administrative process. This means it has uses very exacting language that other agencies must adhere to for rule making and reporting purposes.

To that end, it holds an annual plenary conference to specify and finalize the language that it — and, by extension, the rest of the government — uses for any and all official documents. This important task was at risk of being cancelled for the first time since 1954 due to the unfolding COVID-19 pandemic. ACUS instead decided that it would try to find a way to take this multi-faceted conference virtual.

Solution: Using a combination of the latest web technologies, industry-standard multi-participant live streaming infrastructure, studio-quality production services, and its unique know-how, OVS was selected to put together a virtual plenary conference for the different ACUS members across the nation that would be required to include their thoughts on the language, intent, and finalization of the yearly documentation.

• Real-time integration of Twitter feed into live webcast page

• Live Q&A via remote video, email, and questioning form

• Coordination of multiple video streams into a singular webcast player

• Live document sharing with multiple users with user feedback and editing

• On-location audio, video, and lighting technicians for principle participants

• Real-time schedule and itinerary management to keep conference on schedule

Results: The conference went off without a hitch. Every point of the agenda was addressed successfully, many with time to spare. In addition, members who otherwise wouldn’t have been able to participate were able to make their thoughts known, and their valuable input put to work. The end result is the documentation and rule sets that would have otherwise been left behind in 2020.

Live/Hybrid Event with Audience Interaction Client: Look Good, Feel Better

Challenge: Look Good, Feel Better, a non-profit, non-medical, brand-neutral program that teaches beauty techniques to people with cancer to help them manage the appearance-related side effects of cancer treatment. Each year, it’s many programs culminate in the annual DreamBall, a star studded gala in New York City. In 2020, given the active lockdown measures to curb the spread of COVID-19, the DreamBall was held virtually. Look Good, Feel Better partnered with OVS to ensure that the event didn’t just tick from a technical standpoint, but was also a fun, instructive, and moving event for all of the men and women going through cancer treatment as well as their loved ones. We are happy to report that it was an unprecedented success.

Solution: OVS provided a suite of on-site production services that coupled with its live streaming platform that integrated with Look Good, Feel Better’s existing communications platform to provide a seamless experience to the end users that helped them feel as if they were right there on the red carpet — even though it, too, was virtual.

• Live event planning from venue booking through to set construction and tear-down

• Pre-filmed "virtual red carpet" segments stitched into live broadcast

• Seamless integration of live webcasts into existing event platforms

• Real-time network streaming of viewing audience analytics

• Real-time integration of social media into live webcast viewer

• Talent management pre· as well as during-event

• Live Q&A session with selected speakers

Results: The DreamBall was a success on every level, with users being able to view the speakers, take part in the action, and be part of a great community, all while being COVID-safe and not having to leave their homes.

Technical Production Services with Electrical and Lighting Client: MCEC (Military Child Education Coalition)

Challenge: MCEC is a non-profit that supports the children of military families by educating, advocating, and collaborating to resolve education challenges associated with the military lifestyle. Each year, the MCEC holds a national training ceremony as a way to increase outreach to help teachers nationwide to better understand the special needs and issues that military children face. In 2019, the ceremony had a very special guest: Medal of Honor winner Melvin Morris. To help raise awareness for the education of children of military homes, MCEC partnered with OVS to broadcast these ceremony sessions live.

Solution: The MCEC’s ceremonies were already scheduled for a two-day session at the Renaissance Hotel in Washington, D.C. OVS consulted with the on-site hotel staff to get the requisite information and then took this data back to its in-house Emmy-winning lighting services director. This director put together a package that complimented the speakers on stage as well as on video, the results of which can be seen here. The speakers were broadcast live to teachers across the nation as both an instructional and inspirational broadcast.

• Event consulting with venue for resource availability needs

• Design of required lighting, electrical, audio, and video requirements

• Allocation of funds from sponsors for said equipment

• Deployment, activation, and breakdown of all gear before and after broadcast

• Instruction with on-stage talent about clothing choices, make-up, and other factors for the live broadcast

Results: The ceremonies were informative as well as successful. The speech by Medal-winner Morris was a highlight that was shared multiple times on YouTube via Twitter. The 2020 conference was cancelled on account of the COVID-19 pandemic, however the success of the 2019 ceremonies have led to MCEC requesting OVS’s webcasting services in advance.

Staging and Rigging Client: NANA (Alaskan Native Corporation)

Challenge: NANA, a for-profit Alaska Native corporation, is bound by the Alaska Native Claims Settlement Act (ANCSA) to hold live meetings annually in which its 15,000 Native Alaskan shareholders can receive updates on corporate leadership as well as vote on a number of the board’s suggested initiatives. Alaska is a very large place, which makes it often prohibitive for many shareholders of native Alaskan corporation to attend the required meetings, especially as many of them take place in fairly remote villages, as NANA’s 2018 meeting did.

Solution: To make the meeting work for the shareholders while also adhering to Alaskan regulations in such a remote location, NANA turned to OVS, citing its string of successful webcasts for Alaskan native corporations and ability to integrate multiple components into live webcasts. Kotzebue is a very small and remote village without a stage, let alone venues for broadcasting. All broadcast equipment had to be moved in via light aircraft and sled dog.

• Live Q&A via remote email and Twitter

• Secure registration and activation system to ensure only shareholders could take part

• Utilization of multiple streams with variable bandwidth to ensure smooth video on even limited local bandwidth conditions

• Requisitioning and establishing of secure broadband above the Arctic Circle

• Staging, rigging, lighting, and all other production aspects were of the mobile nature and had to be imported to the village from many parts of the Alaskan interior

Results: The shareholders in small towns across the entirety of Alaska were able to view the speakers, vote on amendments and motions, take part in Q&A sessions, and even be awarded door prizes for their involvement. The webcast went off without a hitch, which is remarkable given the absolute remoteness of the event itself.

Online Video Service, Inc.

August 4, 2025

Executive Summary

Online Video Service, Inc. (OVS) is pleased to submit this proposal in support of the Arizona Game and Fish Department’s remote wildlife monitoring initiative. As a trusted provider of streaming and AV infrastructure for the public sector. Our solution combines reliable hardware, intelligent power and network management, and a scalable cloud-based streaming platform designed for public engagement and operational oversight.

This project includes three distinct deliverable categories: (1) On-site Installation of each wildlife camera system, including solar power arrays, LTE connectivity, and pole-mounted rugged camera hardware; (2) a Monthly Hosting and Maintenance Plan featuring OVS’s Open Government CDN for secure, 99.99% uptime live streaming, camera diagnostics, and metadata integration; and (3) a One-Time Startup Package for building the public-facing web experience, control dashboard, and training/onboarding for Arizona Game and Fish Department staff.

Each of the four camera sites will deliver HD quality live streams to the OVS content delivery network, with solar power and LTE wireless infrastructure ensuring 24/7 coverage in remote locations. The web interface will offer real-time access to live video, with backend support for PTZ controls (as authorized), alerting, and maintenance tracking.

OVS has designed this system to maximize uptime, minimize on-site service needs, and deliver a compelling public-facing product while enabling real operational benefits for wildlife researchers and staff.

Technical Approach

Overview of System Design

OVS will provide a complete turnkey system to support the Arizona Game and Fish Department’s wildlife camera initiative. The technical implementation will consist of rugged outdoor-ready hardware components, solar-based off-grid power systems, LTE cellular internet connectivity, and full integration with the OVS-managed Open Government Content Delivery Network.

Each of the four remote wildlife camera sites will be equipped with at least one rugged network-ready camera capable of 30x optical zoom, full HD resolution, and 360-degree pan coverage. The camera will be mounted to a weather-resistant pole structure, with accompanying solar panels and deep-cycle batteries to ensure uninterrupted power in remote, sun-rich environments. Inverters and charge controllers will manage energy distribution and system stability. Internet connectivity will be enabled using LTE-based wireless router hardware (such as those manufactured by Cradlepoint) where available and Starlink satellite uplink as an alternative. These access points will include static IP configuration and/or Dynamic DNS (DDNS) as needed for remote control and video transmission. Equipment enclosures will be weatherproof and tamper-resistant.

Live camera feeds will be transmitted directly to the OVS Open Government CDN, a globally distributed, cloud-based streaming infrastructure designed to handle high volumes of public-facing government content. The CDN supports adaptive bitrate streaming, live transcoding, and AES-level encryption, with 99.99% uptime backed by redundant server farms in multiple U.S. data centers. For this project, each camera feed will be continuously streamed to the CDN with the ability for OVS or client personnel to activate/deactivate public viewing as needed.

Additionally, OVS will create a centralized online dashboard featuring embedded video streams, camera metadata, and live PTZ control capabilities available to authorized agency users. The control interface, hosted securely in the cloud, will be accessible from Game and Fish headquarters or other areas, and will allow rangers or wildlife officers to control zoom and pan in real time.

OVS will provide monitoring and management of the full system, including alerts for power or signal loss, remote diagnostics, LTE usage monitoring, and software updates. The entire technical stack has been designed for durability, flexibility, and sustainability in remote and rugged wildlife monitoring environments.

Camera System

At the core of each site is a PTZ outdoor camera, designed for professional surveillance and wildlife observation. To keep parity with existing installs, OVS recommends — but is not bound to use — the n Axis P5635-E HD series of cameras. These cameras support full HD video (1080p) and feature 30x optical zoom, fast pan/tilt functionality, day/night switching, and built-in analytics.

Power Infrastructure

To support the energy needs of the camera and networking equipment, OVS will deploy an autonomous solar power package at each site. This includes a high-efficiency solar panel array, paired with sealed deep-cycle batteries and a solar charge controller.

Network Connectivity

Connectivity will be provided via commercial LTE using wireless routers such as those produced by Cradlepoint. Each router will include a dual-SIM failover option and an external antenna for signal boost.

Remote Operations and Maintenance

All systems will be managed by a centralized OVS technician team located in Phoenix or Tucson. These teams will be responsible for PTZ control, diagnostics, and system health monitoring.

Streaming and Distribution

Live streams will be transmitted over LTE to the OVS Open Government CDN, which supports adaptive bitrate streaming and accessibility features.

Website Development

OVS will create a fully branded, mobile-optimized web portal that embeds all four live streams, includes educational content, and is compliant with Section 508 and WCAG 2.1 AA standards.
