About this file

This is an evaluation and award determination document from the Arizona Game and Fish Department for Request for Quotation (RFQ) BPM007084 for Webcams and Streaming Services for Wildlife Viewing. The solicitation was released on July 28, 2025, with 44 notices distributed to registered suppliers through the Arizona Procurement Portal. The bid opening occurred on August 4, 2025, and five suppliers submitted six proposals total. No prebid conference was held. The contract was awarded to Bushtex, Inc. on September 8, 2025, following the submission of required insurance documentation on September 5, 2025. The Notice of Anticipated Award was issued on September 5, 2025. The procurement sought comprehensive wildlife viewing technology solutions including high-resolution webcams, streaming infrastructure, and related digital services capable of supporting deployment in remote and challenging terrain, with the ability to provide 24/7 streaming capability and remote troubleshooting support.

The evaluation employed a competitive scoring methodology across two primary criteria: Experience/Reliability of Company and Expertise of Personnel (maximum 55 points) and Narrative on Method of Approach to the Scope of Work (maximum 25 points), with cost factored as a variable component worth up to 20 points based on year-one pricing. Bushtex, Inc., a women-owned small disadvantaged business based in Gilbert, Arizona, achieved the highest overall score of 100 points and was selected as the most advantageous offer to the state. The winning bid price for year-one streaming services was $6,964.68, significantly lower than competing proposals which ranged from $11,076.46 to $53,780.34. Key evaluation concerns noted across competing proposals included excessive replacement of existing deployed equipment and pricing structures that exceeded the wildlife viewing program's available operating budget. Bushtex demonstrated thorough responsiveness to solicitation requirements and professional expertise, though evaluators noted potential concerns regarding future technical support costs beyond the monthly service fee.

EVALUATION NOTES – BPM007084

NAME OF OFFEROR: Bushtex Inc.

EVALUATOR’S NAME: Jeff Meyers

EVALUATOR’S SIGNATURE: _____Jeff Meyers_______________DATE: 06 Aug., 2025

I. EXPERIENCE/RELIABILITY OF COMPANY AND EXPERTISE OF PERSONNEL: 55 pts

Evaluate the pros and cons of the facts provided, especially the experience as it relates to the Scope of Work. Pros and Cons are the evaluator’s opinion of the facts.

Information AZGFD Requested from Offerors:

1. Provide background information on your company, such as type of business (Individual/sole proprietor, corporation, LLC, etc.), length of time in business, number of full-time employees.

2. State whether or not you are registered as a small business.

3. Provide a list of similar agencies (wildlife, ecological, environmental or other natural resource government agencies) for whom you have provided similar services, if applicable.

4. Fully describe your experience in providing the Services stated in the Scope of Work.

5. Describe the level of expertise of field technicians including any education, training or certificates.

6. Include any additional information you wish to provide about your company.

Pros: Thorough and professional response answering all questions with necessary details and supporting information in their scope of work. Clearly this offeror is very experienced in the field. Provided full details, which are useful in determining the experience of this offeror.

Cons: Offeror may want to replace too much of the existing equipment that we have deployed in the field currently, which runs the price up beyond the wildlife viewing program’s ability to engage this offeror. Pricing in terms of the installation labor rate is quite reasonable, the cost for tech support beyond the monthly fee could add up quickly.

II. NARRATIVE ON THE METHOD OF APPROACH TO THE SCOPE OF WORK 25 pts

Evaluate the pros and cons of the facts provided above, as it relates to the Scope of Work. Pros and Cons are the evaluator’s opinion of the facts.

1. Provide the manufacturer, part number and description of the webcam you are initially proposing.

2. Webcams may be needed in areas such as, remote sites accessible only by rough, dirt roads (high-clearance vehicle), high areas such as, in trees or tall buildings. Describe your ability to mount these cameras.

3. Describe your method for troubleshooting issues.

4. Provide your response time for a request for assistance.

Pros: Complete information given based upon the request. Professional and well thought out response that is full of detailed information and a breakdown of data, pricing, and troubleshooting response. Impressive detail and troubleshooting information given.

Cons: While well prepared and experienced for this type of work, this vendor’s pricing makes this offeror a serious stretch within the scope of the wildlife viewing program’s annual operating budget.

NAME OF OFFEROR: US Relay – HD Relay

2. State whether or not you are registered as a small business.

3. Provide a list of similar agencies (wildlife, ecological, environmental or other natural resource government agencies) for whom you have provided similar services, if applicable.

4. Fully describe your experience in providing the Services stated in the Scope of Work.

5. Describe the level of expertise of field technicians including any education, training or

Pros: Seems to have answered only some of the required questions, but has provided a very reasonable cost quote, particularly in regard to the one-time cost of creating a control portal for the cameras. Monthly charge is in range of other offerors, but this company brings with it equal levels of experience and tech help is included in the monthly fee versus being an hourly add-on cost, which can easily add up as situations arise.

Cons: Nothing significant besides the submission being somewhat incomplete. Did not list any subcontractors that they might use, which could be useful as a cost-savings if a local expert subcontractor was engaged for boots-on-the-ground work. Did not list pricing for installation charges or per miles charges. Did not provide sufficient background information on the company or process.

2. Webcams may be needed in areas such as, remote sites accessible only by rough, dirt roads (high-clearance vehicle), high areas such as, in trees or tall buildings. Describe your ability to mount these cameras.

Pros: Adequately answered these questions in the provided paperwork and in pers. Comm.

Prior to the solicitation process. Provide 24/7 tech support, which is an added bonus since during their respective seasons these cameras stream 24/7. Tech help, which is mostly done online and remotely, incurs no additional cost beyond the monthly fee.

Cons: Nothing of note.

5. Describe the level of expertise of field technicians including any education, training or

Pros: Very professional service and technical descriptions provided that answered all proposed questions. Significant experience and quality references.

Cons: Pricing would make working with this offeror well beyond the reach of the wildlife viewing program. Installation prices / hour and additional tech support prices (versus included in monthly pricing) would price out the wildlife viewing program quickly.

2. Webcams may be needed in areas such as, remote sites accessible only by rough, dirt roads (high-clearance vehicle), high areas such as, in trees or tall buildings. Describe your ability to mount these cameras.

Pros: Well documented descriptions and answers to all of the proposed questions.

Professionally responded to, and they have local contractors in Phoenix and Tucson, which would help address issues and installations in a timely manner, however the paperwork also states that they do not use subcontractors, so the submission seems somewhat contradictory in this regard.

Cons: While questions were largely well answered, the pricing structure simply makes this offeror out of the realm of possibility within the scope of the wildlife viewing program’s annual operating budget.

Pros: Thorough response answering all questions fully with details and supporting information. Experienced and professional offeror in the field.

Cons: Offeror wants to replace almost all of our existing deployed equipment and seems to be less willing to work with some of our existing cameras that are deployed in the field currently. Pricing makes working with this offeror a non-starter as the bid is more than the wildlife viewing program could afford, by several multiples.

Pros: Thorough response answering all questions fully with details and supporting information. Experienced and professional offeror in the field. More affordable than Bid #1 from this offeror.

Cons: Offeror still wants to replace some of our existing equipment that are deployed in the field currently.
