Experience, Expertise, and Reliability

About C5 Technology Group LLC

C5 Technology Group LLC is a Phoenix-based registered small business focused on delivering rugged, mission-ready surveillance, communications, and secure networking systems for government, public safety, and environmental agencies. Founded in 2025, the company was established to support clients operating in challenging and remote environments where reliability, resilience, and real-time connectivity are essential. C5 specializes in turnkey solutions that combine solar-powered infrastructure, advanced camera systems, wireless backhaul, and remote monitoring platforms. These systems are well suited for wildlife observation, conservation, and public outreach.

The company is led by William Schuchter, a U.S. patent holder with a Bachelor of Science in Systems Engineering from the University of Arizona and a Certificate in Project Management from the University of Maryland. He brings more than 15 years of experience in technical program management and field operations, including eight years supporting Department of Defense surveillance networks in austere and forward-deployed environments. Headquartered in Phoenix and supported by a strong network of regional suppliers, C5 offers Arizona Game and Fish both local responsiveness and deep familiarity with the state’s unique terrain. The company has a proven ability to deliver high-performance systems built to endure the elements. From concept through installation and long-term support, C5 is a committed partner in advancing Arizona’s conservation mission.

Experience

C5's leadership has direct experience in field engineering, wireless communications, electrical and power systems, digital video streaming, and turnkey project delivery. From 2016 to 2024, our team managed over 130 remote surveillance sites for the U.S. DoD across Kuwait, Qatar, U.A.E, and the broader CENTCOM Area of Responsibility. This included:

• 137 camera and radar towers with over 280 PTZ and thermal imagers

• 400 km of microwave PTP backhaul using 5 GHz and 900 MHz bands

• 52 off-grid solar-battery microgrids with LiFePO₄ storage

• Real-time HD ISR video streaming to Tactical Operations Centers using hardened radios and military standards (MIL-STD-188-165B)

These OCONUS deployments required rugged design, pre-wired install kits, and advanced reliability protocols to ensure 24/7 operation in high-heat, dust-prone, and low-bandwidth environments.

Expertise

C5 Technology Group designs and manufactures secure VHF/UHF, L-Band, and C-Band radio systems, with a specialization in drone and ground-based long-range datalinks up to 200 km Line-of-Sight (LoS).

Our systems are used where it matters most, in aviation, defense, law enforcement, and wildlife monitoring.

We also engineer IP67 and MIL-STD-810H-compliant enclosures with solar and battery integration, network edge computing, and mesh uplink resilience. This level of ruggedization ensures survivability in desert heat, icy mountaintops, and marine spray conditions; essential for remote wildlife cameras subject to Arizona’s extreme climates.

Core technologies include:

• Panoramic and 4K/8K PTZ camera integrations

• Remote streaming via Starlink, LTE/5G, or microwave radios

• Digital video relay via HLS/RTSP with DVR retention

• Custom solar charging systems with MPPT controllers and LiFePO₄ batteries

Being Arizona-based means C5 can deploy, support, and iterate faster than out-of-state competitors;

translating into higher system uptime, lower travel costs, and a stronger alignment with the Department’s conservation mission.

Method of Approach

C5 Technology Group proposes a reliable, modern, and fully integrated approach to restoring and expanding Arizona Game and Fish Department’s wildlife camera system. Our goal is to deliver a durable, future-ready platform that is entirely owned and controlled by AZGFD; with seamless support from C5 throughout the system’s expected five-year service life.

Restoration and Onboarding

Our first priority will be to restore and service all existing cameras currently deployed across the state. In close coordination with AZGFD, we will collect full functionality reports and conduct field visits to verify equipment status and environmental constraints. Each operational camera will be enrolled into a unified Axis Camera Station portal, with support for secure, cloud-enabled monitoring, YouTube Live streaming, and direct integration into the AZGFD website.

Restoration will include system checks, firmware updates, cleaning, testing power sources, verifying data links, and confirming recording functionality. Our technicians will adhere strictly to wildlife activity windows; avoiding intrusion during sensitive periods like the bald eagle nesting season or the bat maternity cycle.

This work begins with urgency, with a focused commitment to restoring the Sandhill Crane camera at White-water Draw before the start of fall migration.

Modernization and Standardization

C5 Technology will implement a phased modernization strategy that replaces outdated or underperforming components with standardized Axis Communications camera solutions. This approach ensures long-term system performance, simplifies management, and delivers consistent, high-quality imaging across all locations. Equipment will be selected based on performance, reliability, and integration value—not on inflated margins or shortcuts. C5’s focus is on delivering lasting value to Arizona Game and Fish, not markups on low-grade hardware.

This unified architecture will support centralized control, remote diagnostics, and intelligent automation features across all sites. Axis Camera Station and related tools will enable AZGFD staff to monitor, manage, and expand their system with confidence.

Where appropriate, existing Dahua cameras may be repurposed to provide supplementary angles or alternative views. This strategy extends AZGFD’s streaming coverage without incurring unnecessary costs and respects the original investment in these systems. Legacy gear will be used where it adds value, but the foundation of the future system will be built on a durable, standards-based platform ready for scale.

Challenging Environments and Custom Installations

C5 specializes in deploying camera systems in remote and difficult environments. Whether the camera needs to be mounted on a tree limb, inside a barn, or atop a ridge accessible only by high-clearance vehicle or watercraft, our field teams have the experience, equipment, and certifications to complete the work safely and effectively. Our teams are trained to work at elevation, follow OSHA-compliant safety standards, and adapt to the terrain and the species-specific constraints of each location.

Maintenance and Troubleshooting

Once the cameras are online, C5 will continue to provide system health monitoring through our network operations center (NOC). We monitor each site 24/7 and respond to alerts related to downtime, image loss, or power faults.

Most issues will be resolved remotely through Axis' diagnostic tools. For those requiring physical intervention, we guarantee a site visit within 72 hours for critical failures. Two preventative maintenance visits per year are included per site to ensure long-term system reliability.

Strategic Upgrade Plan

The restored system will be upgraded to support reliable, continuous operation and future growth. Each of the five sites will receive:

• Redundant backhaul using Starlink or LTE-based connectivity for uninterrupted live streaming.

• New solar panels and batteries as needed, sized to support nighttime recording and cloudy-day autonomy.

• 512 GB SD cards for on-site video backup, retaining up to 14 days of footage locally in addition to cloud-based archiving.

This robust infrastructure ensures that power and connectivity failures do not result in lost footage or prolonged downtime.

Use of Axis Monitoring Tools

C5 will enable the full suite of Axis Camera Station tools, which includes remote PTZ control, camera movement presets, image stabilization, enhanced low-light performance (Lightfinder 2.0), and optional thermal imaging overlays for species like bats or owls that are difficult to observe with traditional optics.

These tools not only improve the user experience but also expand AZGFD’s ability to monitor, manage, and engage the public in wildlife conservation.

Stream Hosting and Public Engagement

YouTube will serve as the live streaming platform to host and broadcast 24/7 wildlife camera feeds for the Arizona Game and Fish Department (AZGFD). All five camera streams will be delivered via secure RTMP feeds, integrated into Axis Camera Station for control and routed to YouTube Live. Streams will be publicly embedded on AZGFD’s website and optionally distributed through social channels or partner pages.

YouTube enables C5 to meet AZGFD’s requirements for accessibility, reliability, and reporting. Its cloud infrastructure supports continuous uptime, viewer concurrency into the tens of thousands, and cross-platform compatibility (desktop, mobile, tablet, smart TV).

As part of its built-in analytics suite YouTube provides detailed digital engagement metrics, including:

• Total view time per camera per day/week/month

• Number of unique viewers (via unique IPs and session-based metrics)

• Geographic location of viewers (city/state/country)

• Average watch duration

• Peak concurrent viewership

• Traffic source (e.g., AZGFD website, YouTube app, third-party embeds)

• Device type and operating system

• Playback errors, buffer rates, and drop-offs

This data will be collected and reported to AZGFD monthly, allowing for transparent public engagement metrics, technical performance tracking, and data-driven future planning.

Low-Light and Thermal Imaging Enhancements

Three of the current sites—Crane Hill, the Bat Cave, and the Barn Owl box—present low-light challenges. We will upgrade these locations with Axis cameras featuring the ARTPEC-9 chipset and Lightfinder 2.0 for improved color clarity after dusk. In the bat roost, a thermal camera will be added to capture nightly emergence patterns that would otherwise be missed.

These enhancements are designed to improve viewer engagement, scientific documentation, and the utility of each feed as a long-term research and outreach tool.

Lake Pleasant Bald Eagle Site: Full System Rebuild

The Lake Pleasant site will be fully upgraded with a new solar array, battery bank, and Starlink system.

Dahua cameras currently deployed at other sites will be relocated here to create a multi-angle, 4K/8K view of the nest. This repurposing reduces cost while delivering a superior experience to viewers and researchers alike.

Ownership, Expandability, and Long-Term Viability

The system we’re delivering is built to grow. All hardware, licenses, streaming accounts, and configuration files will be handed over to AZGFD at the end of the project. C5 will retain admin access strictly for support and maintenance, but AZGFD will have full control. Every camera, solar panel, and battery is specified for at least five years of continuous use. The software and storage platforms we’re using are standards-based and widely supported. This system is designed to adapt and design to last.

There are no proprietary lock-ins. If AZGFD chooses to expand or self-manage the platform later, that transition will be seamless.
