About this file
This document contains questions and answers related to a Request for Proposal (RFP) for the One Semi-Automated Forces (OneSAF) program. The OneSAF program requires the development, test, integration, interoperability, support, and delivery of software, data, and documentation products for the U.S. Army's modeling and simulation community. The applicable NAICS code is 541512, Computer Systems Design Services, with a small business size standard of $34M.
The key details from the questions and answers include:
- Letters of Commitment from Key Personnel are required in the Management Volume, with any company identifying information redacted.
- The government does not intend to provide plug numbers for certain contract line items, as the PWS and TDPs provide adequate detail for offerors to estimate the required hours and labor mix.
- The requirement to describe each proposed labor category's experience, abilities, skillsets, and benefits applies only to new labor categories not listed and described in the provided labor category criteria.
- Proposals for solicitation W900KK-24-R-0027 are due by 8 August 2024 at 12pm.

| 1 | L.5.1.1 | RFP Section 5.1.1 was updated to require that the Management Volume include Letters of Commitment from Key Personnel, including their name and company. IAW L.1.9, company identifying information should not be in the Management Volume. Please clarify how offerors should comply with these instructions. | Letters of Commitment are required to be provided, any information identifying Offerors should be redacted. | |
| 2 | Follow-on to Question 17, Re: RFP/Section B/Item Nos x015, x016, x017. |
Would the government consider providing a plug for CLINs x016 and x017 under the same logic applied to CLIN x0003? The Government does not see the benefit in providing plug numbers for these two additional CLINS. There are adequate descriptions in the PWS and TDPs for Offerors to estimate the hours and labor mix to accomplish the work.
3 L.5.1.1 RFP/Section L.5.1.1/Page 59 Regarding the requirement to "describe each proposed labor category’s experience, abilities, skillsets, and benefits to the program," could you please clarify if the requirement applies only to key personnel or to all labor categories? If it applies to all, please clarify what additional information is needed beyond the labor category descriptions, education, and experience requirements provided in Attachment 7? Solicitation Section L.5.1.1, states in part that, “…an offeror shall describe each proposed labor category’s experience, abilities, skillsets, and benefits to the program.” This requirement applies only to new labor categories (i.e., labor categories that are not listed and described in Attachment 07 Cost and Price Workbook - Labor Cat. Criteria TAB). Additionally, please see table under 'Volume III - Management Approach - Factor 2 under L.5 (which states "if new labor categories are proposed" and indicates there is an "Unlimited" page limit) and Solicitation Section L.7.6 Cost/Price Proposal. Stated differently, if an Offeror is utilizing labor categories that are listed and described in the Labor Cat. Criteria TAB of Attachment 07-Cost and Price Workbook, then it is not necessary for an offeror to repeat information already provided in Attachment 07.
