About this file
This is a technical attachment document from an RFP issued by the State of Oregon Information Technology division (OIT RFP 2017-000243) containing network design specifications and wireless coverage analysis prepared by SiGNALS Analytics, LLC. The document presents downlink data rate coverage maps and performance metrics for a proposed LTE network implementation across multiple venue types. The analysis evaluates 2x2 MIMO downlink configurations on a 2x10 MHz LTE network, with theoretical maximum speeds of approximately 75 Mbps under ideal propagation conditions. Coverage assessments are provided for in-building and in-vehicle scenarios, with color-coded maps indicating downlink link budget performance ranging from greater than 40 Mbps to voice-quality 1 Mbps thresholds. The document represents Model #8 of the network design study, with references to subsequent optimization models that would incorporate antenna down-tilt strategies across different morphologies (DU, U, and S) to further optimize performance and control interference.
The technical specifications assume high transmit powers on the forward link with ample link budget except at network edge coverage areas, and note that interference-limited conditions generally apply in most environments where downlink carries the majority of traffic. The analysis reflects the synthesis study approach for network design, with actual performance dependent on hardware capabilities of end-user devices and specific propagation characteristics of deployment venues. No specific pricing, contract terms, award dates, or renewal options are detailed in this attachment, as it functions as a technical reference document supporting the broader RFP procurement for wireless network services.

Downlink Data Rates by Venue
• The maps on the following pages are colored coded based on downlink link budget performance in a coverage limited environment.
• In most environments the downlink carries the vast majority of the traffic. Downlink data speeds are therefore very important to user experience.
• The graphs on the following pages generally reflect interference-limited conditions. In most cases there is ample link budget because of the high transmit powers available in the forward link.
The exception is at the edge of coverage of the network.
• We assume 2x2 MIMO on the downlink. None of the antennas are tilted down to control interference. Model #7 (the synthesis study) will optimize with down-tilt in DU, U, and S morphologies.
• The theoretical maximum speed of a 2 x 10 MHz LTE network is approximately 75 Mbps. This is achieved in an ideal propagation environment that is free of significant interference. It is also influenced by the hardware capabilities of the device’s chipset.
